Due to persistently high rates of incarceration and recidivism, the Maryland Department of Public Safety and Correctional Services developed policies and programs geared towards reducing recidivism. Existing literature indicated that successful reentry depends on access to coordinated support services, there was a lack of qualitative studies that explored the perspectives of individuals who were formerly incarcerated, specifically in the state of Maryland. The United States continues to face a persistent mental health crisis after the COVID-19 pandemic, raising a policy question about the long-term role and regulation of telebehavioral health as a core modality of care. This thesis examines that question through a case study of New York State, an early center of the pandemic and a leader in telehealth policy reform.
Guided by the Health Policy Triangle framework, this thesis integrates longitudinal data from all 62 New York counties for 2010-2025 with a 2025 cross-sectional dataset covering 61 counties. This dissertation explores the impacts of blockchain-based audit trails and stakeholder feedback loops on ethical conduct in U.S. federal and state public administration. The study addresses ongoing ethical problems in government, such as low levels of accountability, inadequate procedures, policy manipulation, and a waning public confidence in government, despite the existence of government ethics codes and oversight bodies. Ethical adherence is considered using two complementary theories: the virtue theory (Honesty, Fairness, Integrity, Responsiveness, Trust) and the deontological theory (Duty fulfillment, Rule following, Documentation, Accountability, Procedural compliance). Operation Enduring Freedom-Philippines was a 14-year mission that entailed a 21st-century, long-term special operation conducted by the United States with a partnered nation in the Pacific. This qualitative study explored how U.S. advisors interpret successes, failures, and strategic adaptations during joint operations in the Philippines, and what these interpretations reveal about the processes shaping advisory outcomes applicable to future strategy in the Pacific. The research evaluated the successes, challenges, and adaptations the U.S. soldiers experienced while deploying as advisors for counterterrorism operations. Applying the theoretical framework of Agnew’s (1992) General Strain Theory, this project aimed to understand the connection between strain-induced responses and improper official behavior, considering an individual’s intersectionality (sexuality). Despite extant empirical data recognizing that justice officials' duties expose them to a barrage of human misery, vicarious trauma, and intense circumstances that negatively impact their psyche, little research exists about how compassion fatigue relates to improper official conduct. When culturally induced expectations become divorced from an official despite a coordinated institutional emphasis, negative police responses can jeopardize public service. Mental health challenges among first responders require coordinated stakeholder efforts. Although employee assistance programs (EAPs) are commonly offered as workplace benefits, little is known about firefighters’ experiences with these programs and how they can be tailored to meet their unique needs. Existing literature suggested that EAP utilization among firefighters is influenced by program awareness, confidentiality concerns, organizational support, stigma, and the extent to which services are tailored to first responders’ needs. Using a generic qualitative design and policy feedback theory, this study explored southeastern Michigan firefighters’ experiences with EAPs. Trapped In Transition: Structural Change And Political Dynamics In Middle-Income Countries, Gabriel Duvidovich

The middle-income trap literature has examined why relatively few middle-income countries transition to high-income status. A range of explanations has been proposed, but the political dimension has often been overlooked. Studies that take a political perspective often focus on institutional form rather than the state’s ability to effectively implement policy. This study addresses this gap by bringing political capacity to the center of the analysis. It argues that political capacity appears important for the productive upgrading required for sustained growth in middle-income economies and shapes economic growth trajectories across countries at different income levels.

In the late 1960s, police began to unionize. Today, they are the most well-organized labor force in the United States, with 70% to 80% of sworn officers now represented by a union. Though it has been decades, little scholarship has developed about how police unions affect policing. Much of the research that does exist uses race-neutral frames to address an organization steeped in racial history. This study aims to address this gap in scholarship, in part, by introducing race as a motivation for and explanation of organizational output.

Unpacking Treatment Effect Heterogeneity In A Large-Scale Dropout Prevention Experiment, Thomas Dee, Chloe R. Gibbs, Rebecca Margolit-Chan, Lillian Morrell, James X. Sullivan
Upjohn Institute Working Papers
Timely high school completion is a critical step in successful transitions to post-secondary schooling and the labor market. This randomized controlled trial, deployed in two urban, disadvantaged school districts, tests the effectiveness of a mature and comprehensive student-support program on an unusually large scale (n=2,528). While overall effects on graduation rates are small and statistically insignificant, exploratory analyses reveal notable variation by site and over time, mirroring heterogeneity in treatment timing and program implementation. These findings highlight the challenges of scaling interventions and raise concerns about generalizing results from small-scale, single-site evaluations.

In Modernity’s Alternative, Rocco Buttiglione presents the Argentinian theology of the people as an alternative to modernity as it has developed in Europe and North America. After an introduction, the first main part of this review essay discusses Buttiglione’s account of the development of the theology of the people and the major figures in it and how the apparition of Our Lady of Guadalupe marks the beginning of an alternative modernity. Age at first birth influences the length of a woman's reproductive years and affects fertility behavior including choices of child spacing which have profound influence on future population structure and dynamics. This study examines women’s demographic and social characteristics; identified their ages at first birth and relationship with status of marriage; their child spacing behavior; contraceptive usage; and duration of breastfeeding after child birth. Primary source of data was questionnaire administered to women of reproductive age representing three age cohorts whose ages range between 35-44, 25-34 and 15-24 years respectively. Pax Christi International (PCI) has used its consultative status at the United Nations since 1979 to connect grassroots peacebuilding with international policymaking. Initially focused on disarmament and human rights, PCI contributed to key international treaties and advocated against human rights violations worldwide. Over time, its advocacy expanded to include active nonviolence, ecological justice, sustainable development, and the accompaniment of local peacebuilders. By strengthening collaboration across its global network and enabling partners from conflict-affected regions to engage directly with international institutions, PCI continues to promote human dignity, international law, and a just and lasting peace through inclusive multilateral advocacy.

Pilot fatigue remains a persistent systemic operational hazard in commercial aviation because it can degrade attention, reaction time, decision-making, and crew coordination during safety-critical phases of flight. Although regulatory duty-time limits and Fatigue Risk Management Systems provide baseline protections, these controls rely heavily on voluntary reporting and post-event analysis, which may fail to detect fatigue in real time. Although the United States funded programs from 2001 to 2021 to promote democracy, the rule of law, and opportunities for Afghan women, existing reports and evaluations focused primarily on expenditures, implementation, outputs, and accountability rather than Afghan women’s perspectives, particularly after the Taliban’s return to power in August 2021. The problem addressed in this study was that persistent reliance on market-oriented affordability strategies continued despite evidence of declining housing affordability in Nashville. Understanding how policy narratives structured accepted solutions may help explain the persistence of existing policy approaches. Depression is a common mental health condition that frequently goes undetected in primary care because of inconsistent screening and follow-up practices. The purpose of this Doctor of Nursing Practice quality improvement project was to develop, implement, and evaluate an evidence-based staff education program to improve adherence to standardized depression screening using the Patient Health Questionnaire-2 (PHQ-2) and Patient Health Questionnaire-9 (PHQ-9) in a primary care clinic. Jobsites face hazards like falls, which threaten the health, safety, and well-being of construction workers. Falls are the leading cause of all accidents and fatalities in construction, accounting for approximately 40% of all worker deaths in 2023. While achieving a zero-accident rate for falls is inherently challenging, prioritizing a zero-fatality objective represents a practical and impactful starting point. The Occupational Safety and Health Administration (OSHA) recommends a six-step action approach for the prevention and control of hazards like falls. As Nepal urbanizes, expands infrastructure, strengthens local governments, and explores deeper connectivity with India and China, climate change is increasing floods, landslides, heat, and water insecurity. Rapid internal migration, rising disaster risks, youth outmigration, and dependence on remittances are also revealing the limits of conventional urban development, especially in the mountainous region. The central challenge for Nepal is no longer just to accommodate growing towns and cities, but to build settlements that are safe, productive, environmentally resilient, and capable of sustaining long-term prosperity.
