Citizen Participation In The Digital Age: An Evaluation Of The Potential Of A Website To Encourage Community Involvement In School Board Issues, Scott Chambers

This paper examines the potential for school board websites to engage the public by promoting a greater understanding of school board issues and accepting feedback and recommendations from the local community. An analysis of school board websites in Ontario was conducted to measure the effectiveness of existing websites as a method for communication. The findings reveal that until school boards provide an incentive for citizens to visit their websites on a regular basis, they will not become a strong way to connect to the community.

This paper examines whether the short- and long-term goals surrounding the Ontario government’s decision to create district social services administration boards have been met based on a case study of the Cochrane District Social Services Administration Board (CDSSAB). The findings reveal that the province’s short-term objectives have been met and, although many challenges persist, the CDSSAB is well positioned to meet the long-term objectives of efficiency, less government, and superior integrated services.

This paper examines whether a meaningful public consultation process was used in the Solid Waste Management Marketplace Engagement Program (SWM-WEP) – later renamed Toronto’s Integrated Solid Waste Resource Management Process (TIRM) – based on case studies of the various meetings that took place throughout the process. The findings reveal that the public consultations that occurred in the SWM-WEP/TIRM cannot be characterized as a true dialogue because power was not transferred from bureaucrats and elected officials to the general population.

This paper examines whether there is a greater proportion of women represented in urban politics than in provincial and federal legislatures. Case studies of 12 cities in Ontario were conducted and compared to data about female representation in the Canadian House of Commons. The findings reveal that women are not more represented at the local level than at other levels of government.

This paper examines the public policy issue of transportation funding by analyzing the urban transit trends in Ontario regarding operating subsidies, ridership, service levels, cost and efficiency, revenue and fare, and productivity. The findings reveal that the elimination of provincial funding for urban transit in Ontario contradicts the integrated policy approach that is required for balanced urban transportation systems.

This paper examines the role of government in economic development based on a case study of the tourism industry in Bruce County involving questionnaires and interviews with key stakeholders. This paper examines the extent and nature of intermunicipal partnerships in Durham Region and York Region based on an inventory of public partnerships in the two regions and case studies of five intermunicipal agreements. The findings reveal that if municipalities form public partnerships in certain service areas, cost savings can be achieved while still maintaining individual municipal control and accountability.

This paper examines whether the Ontario government’s creation of District Social Services Administration Boards (DSSABs) has accomplished the stated objectives of simplifying access to services and better servicing clients, as well as improving cost-effectiveness, coordination, innovation, the sharing of resources, and achieving economies of scale. A case study of Manitoulin-Sudbury reveals that the DSSAB for the two combined districts has been unsatisfactory and none of the stated objectives of the policy have been achieved.

This paper examines whether strategic planning processes successfully assist municipal councils and staff in Ontario based on case studies of 11 municipalities in Ottawa-Carleton and the City of Burlington. The findings reveal that in many instances, strategic planning is being used successfully and the most important factor that contributes to its success is the leadership and commitment of council to the initiation and implementation of the plan.

This paper examines the relevance and significance of user fees in Ontario based on case studies that assess user fee policies in four municipalities in the Halton Region – Burlington, Halton Hills, Milton, and Oakville. The findings reveal that user fees have become a more prominent revenue source and they are an important component of a municipality’s revenue base.

This paper examines whether the causes of amalgamation in Cape Breton County are similar to the causes that have driven other amalgamations in the Maritime Provinces. Interviews with key stakeholders and an analysis of reports associated with the amalgamation were conducted. The findings reveal that Cape Breton County is a unique case and the Government of Nova Scotia decided to amalgamate because it recognized the dismal financial position of several of the municipal units.

This paper examines the factors that are necessary in the successful adoption of an economic development strategy in Middlesex County based on an analysis of Census data pertaining to population, gender, age, income, education, employment, housing, and agriculture and an investigation of the governance issues in the region. The findings reveal that in order to overcome conflict among constituent municipalities and foster a sense of cooperation between them, decisions about economic development initiatives must be removed from the political realm and placed in the hands of local, appointed business actors.

This paper examines the ways in which the negative effects of downsizing can be reduced based on a survey of stakeholders involved in the downsizing processes of three conservation authorities in Ontario – Ausable Bayfield, Saugeen Valley, and Upper Thames River. The findings reveal that the most important factor to consider with respect to downsizing is whether there are good human resource management practices in place long before the downsizing process is to occur.

Indigenous people and their communities are often critical actors in resource development networks dominated by large-scale private and public sector organizations. Development policies and projects have often been contentious in Australia because lands on which development has occurred or been proposed are frequently areas of spiritual and traditional significance to Aboriginal people. Conflicts over development are therefore intense, occur in the context of a history of social and political exploitation of Aboriginal people, and focus on issues of symbolic value, local autonomy, power, and participation in planning. This paper examines the strategic planning process used by the Halton Regional Police Service to assess its effectiveness in terms of counteracting staff resistance to change. Case studies of the process that was used in 1991 and repeated in 1995 were conducted. The findings reveal that the working philosophy of strategic planning would be better served by fully recognizing and anticipating employee resistance to change within the strategic planning process and developing solutions to help overcome its effects.

This paper examines the policymaking process used by local governments in order to determine whether the rational or incremental model of decision-making is most evident. A case study of the process used by the City of Burlington in response to recommendations made by the GTA Task Force concerning the City’s governance was conducted. The findings reveal that the policymaking process in Burlington was reflective of both models of decision-making, but elements of the incremental model and persuasion were more evident than the problem solving that is associated with the rational model.

This paper examines the potential implications of information and communication technologies on interorganizational relations in the local government sector based on a case study of the Municom Network, which was designed to electronically link Ontario municipalities. The findings reveal that the Municom Network could be an important addition in strengthening interorganizational relationships in the future, as it provides a number of useful tools for direct communication, it is an efficient and powerful means of keeping municipal practitioners updated on events that affect their organization, and it serves as a central repository of municipal information.

This paper examines whether short-term special events provide a positive net economic benefit to the host community with a specific focus on the 1994 Canadian National Slo-Pitch Championships held in Niagara Falls. A participant survey designed to identify demographic information and direct spending patterns was conducted, in addition to a survey of the hotels that accommodated the participants. The findings reveal that significant economic benefits can be gained by hosting short-term special events and the extent of the economic benefits is increased considerably when the event requires participants to stay in the host community overnight.

This paper examines how local servicing problems – with a specific focus on sewage and water services – can be dealt with effectively based on four case studies of municipalities in Huron County. An analysis of municipal and provincial documents and interviews with key stakeholders were conducted. The findings reveal that local servicing problems can be successfully addressed with servicing agreements, which involve adjacent municipalities working cooperatively with one another in order to obtain the level of servicing that they each desire.

This paper examines whether the leadership performance appraisal ratings of public library chief executive officers (CEOs) are influenced by the gender of the CEO. Surveys with 272 board members and management or professional staff at public libraries in Ontario were conducted to determine their evaluations of the CEO for 14 leadership qualities. The findings reveal that female CEOs carry an additional burden in the form of ongoing gender role tensions that male CEOs do not have to endure.

This paper examines the incidence and effectiveness of strategic human resource management (SHRM) in Canada based on a survey of 68 municipalities in eight provinces with populations exceeding 38,500. The findings reveal that SHRM is being practiced in a small majority of Canadian municipalities and the majority of the respondent municipalities with SHRM have fully integrated their human resources function within the strategic planning process, which suggests that there is significant potential for the improvement of organizational effectiveness.

This paper examines the effectiveness of the Ontario government’s jobsOntario Training (JOT) program to determine whether it is successful in helping social assistance welfare recipients obtain jobs. A review of provincial documents as well as surveys and interviews with officials responsible for the development and implementation of the program were conducted. The findings reveal that pre-employment training is effective in helping social assistance welfare recipients become employed and the use of local brokers to deliver JOT contributes to the success of the program.

This paper examines the prevalence of employee assistance programs (EAPs) in Ontario based on a survey of 38 public health units in the province. The findings reveal that only 42 percent of the respondent agencies provide assistance to their employees due to a number of issues associated with the development of these programs, but public health units tend to have a higher level of EAPs in place than the general workforce.

This paper examines the Ontario government’s proposed major changes to the local government of Ottawa-Carleton with respect to the political structure and the distribution of responsibilities. An analysis of three previous studies of regional government in the municipality was conducted. The findings reveal that a two-tier structure of local government is acceptable and the proposed changes would empower the regional government, although some minor changes regarding the delivery of services are required.

This paper examines the municipal role in child care based on interviews, surveys, workshops, conferences, and focus groups with officials from Ontario municipalities. The findings reveal that the planning and development of human services is shared between the provincial and municipal levels of government but provincial legislation regarding child care must include the appropriate allocation of responsibility to the municipal level in order to ensure that the service is institutionalized.

This paper examines how the unorganized or unincorporated areas of Northern Ontario pose difficulties for the provincial government based on a discussion of the steps the province has taken to compensate for the lack of local government and the problems that occur with respect to these provincial initiatives. The findings reveal that unorganized areas present a considerable burden on the Ontario government with respect to service provision, taxes, planning, and democracy.
