It is no secret that there are challenges associated with the retainment of Chief Administrative Officer position in municipal governments throughout Ontario. Annually, close to 1,000 Canadian workers die due to work-related injuries, exposures and disease. A lack of training and skills can contribute to this loss of life for many. Employers of all kinds, including municipalities, have a responsibility to protect workers and reduce risk to the organization through training activities. Known hazards, like the operation of vehicles and equipment require training before a worker can be deemed competent. Inevitably, preventable and non-preventable collisions will occur involving fleet vehicles and equipment. This research project describes the leadership roles of the municipal Chief Administrative Officer (CAO) in smaller municipalities through two profiles of experienced professionals working in southwestern Ontario. The CAO is the organizational superior to all municipal employees. The position is the main conduit between council and administration, and is ultimately responsible for policy development and implementation. The profiles were developed through semi-structured interviews. On a much smaller scale, this replicates the method employed by Siegel in his 2015 book, Leaders in the Shadows: The Leadership Qualities of Municipal Chief Administrative Officers (University of Toronto Press). Abstract: This research paper is an exploratory study of the career paths and leadership skills of public library CEOs in the province of Ontario. The purpose is to inform current library leaders as they develop succession plans, library boards when they recruit for a new CEO and those interested in advancing their careers and moving into senior leadership roles in public libraries. This paper examines whether the municipal corporate culture has adapted to Generation Y or whether Generation Y has assimilated into the municipal corporate culture. The conclusions presented are based on two surveys. The first survey was administered to municipal supervisors in Central and Southern Ontario to determine if their municipality has implemented the recommendations from the literature regarding the transition of Generation Y in the workforce, such as mentoring, feedback, and communication and the use of technology. Workforce Diversity Management In Ontario Municipalities, Jennifer Lajoie

This paper examines why some municipalities have implemented workforce diversity management plans and policies, while others have not. A case study analysis of nine mid-sized Ontario municipalities – Chatham-Kent, Sudbury, Guelph, Kitchener, Lambton, London, St. Catharines, Thunder Bay, and Windsor – was conducted. The findings reveal that common patterns for the existence of workforce diversity management policies include: a wake-up call that helps trigger change; the creation of organizational buy-in; the existence of a champion for diversity; and a consideration of local environmental forces.

Prior to the development of commercial whaling, several indigenous communities undertook hunts of whales to fulfill their subsistence needs. Fortunately, the two international conventions that implemented the regulation of commercial whaling did not lose sight of the needs of these aboriginal communities. How this was done, as well as the eventual evolution of the management of aboriginal whaling, is summarized in this review. The record shows that, whether in terms of exempting these aboriginal hunts from required management actions or of setting precautionary catch limits for otherwise protected stocks, an overriding management principle has emerged wherein international managers have been …

This paper examines the application of service delivery review approaches in Ontario local governments based on surveys and consultations with municipal managers in Barrie, Brantford, and the United Counties of Leeds and Grenville. The findings reveal that there is a strong commitment among municipal managers to excellence, improvement, and information sharing and they are seeking more information and advice on how to manage organizational performance, people, and money.
