Election Monitoring In Oromia: What Are The Conditions For Democracy?, Frederick C. Gamst

Professor Gamst, a member of the Joint International Observer group (JIOG), reports the problems he monitored during the 1992 electoral campaign and voting activities in the strife-ridden region of Oromia in Ethiopia. His analyses illuminate the background institutional barriers and the politically competitive reasons for the failure of the elections. Gamst discusses the nature of the multitudinous Oromo people and the consequences of any election victory by them for the destiny of Ethiopia. Political Denial As A Counterintelligence Vehicle To Counter Counterterrorist Operations: The Sudan, Ibpp Editor

This article describes the political denial that is implemented by terrorists and supporters of terrorists after an adversary counterterrorist operation and that is intended to impede future operations. Sudanese-sponsored and supported terrorism and United States Government counterterrorist operations are used as an example. The analysis is predicated on the assumption that there is incontrovertible intelligence data supporting the belief that Shifa Pharamceutical Industries in Sudan was engaged in the development and/or transshipment of the chemical warfare agent VX--an assumption based on the alleged detection of a VX precursor that allegedly has no legitimate business or industrial use. The Embodiment Of Responsibility: “Confession” And “Compensation” In Mount Hagen, Papua New Guinea, Andrew Strathern, Pamela J. Stewart
Pacific Studies
We discuss two contexts of responsibility for action in Mount Hagen, confession and compensation. Verbal confessions of either wrongdoing or resentment against wrongdoing are important signs of the exercise of agency, but if they are not made, it is expected that sickness will result. “Substance” thus takes over where “agency” fails, and the two are intimately linked. Compensation payments can be seen as nonverbal equivalents of confession or the logical result of it, and if they are not paid, sickness or a failure of wounds to heal is thought to be likely as a result. The nation saw Lovejoy as representative of republican ideals; virtue. temperance. liberty, and self-sacrifice. Lovejoy had sacrificed his life for the Republic in defense of democratic values. Lovejoy was also a man who feared absolute power. It led him to despise Catholicism (under its Papal authority), fear immigration, and eventually despise the slaveholder. American's saw Lovejoy's stance against the mob as a truly republican act The Reverend Edward Beecher, President of Illinois College and close friend of Lovejoy, immediately recognized the significance of Lovejoy's death.
