Hundreds of documents and articles have been published about nonlethal weapons (NLW) since the 1960s. However, few books had been published on the subject. As NLW significance becomes more recognized for the operational advantages they provide in the Western urban and "failed-state" settings, more books are appearing. Malcolm Dando's book A New Form of Warfare: The Rise of Nonlethal Weapons and Nick Lewer and Steven Schofield's book Nonlethal Weapons: A Fatal Attraction? Military Strategies and Technologies for 21st-Century Conflict are two of the first books to appear. All three authors are academics with ties to the fields of peace studies …

In his State of the Union address in January, 1998, President Clinton won thunderous applause for threatening to force Iraq "to comply with the UNSCOM regime and the will of the United Nations." Stopping UN chemical and biological weapons inspectors from "completing their mission," declared the President, defies "the will of the world." In the next three weeks, the White House ordered a massive show of force in the Gulf. Even traditional hawks, however, realized that a bombing mission could undermine American hegemonic interests in the Gulf that are served by a continuation of the sanctions regime.

Democratic nations worldwide rarely, if ever, go to war against one another. A variety of reasons for these peace loving democracies are offered in the social sciences literature. Many proponents of the theory of a democratic peace argue that democratic nations do not war against one another because of similar libertarian norms of behavior, and prohibitive structural institutions.

This thesis disagreed with the above assessment of peaceful democratic norms and institutions, and sought instead to investigate the role of economic prosperity as a crucial element of international cooperation. One definition of civil society dominated all theoretical and historical perspectives when it comes to the special case of civil society in Palestine. "Civil society is concerned with a society's total self re-producing ability through its inner strength in a manner that is distinct from the state" (Bishara 1995, 143). The hypothesis of this work is that civil society in Palestine existed and flourished in spite the absence of a national state and had played a fundamental role in the social and economic development of Palestinian society throughout its history. There is a longstanding debate in the international relations discipline over the relative influence of self-interest and norms on the behavior of states. This study will seek to contribute to this debate by investigating what motivates states to engage in a specific type of behavior, which I will call collective intervention. The multinational operations, which have attempted to resolve internal conflict in places like the Congo, Lebanon, El Salvador, Cambodia, Somalia and Bosnia, are the result of this behavior. To help the Army redefine operations in failed states, I propose a new politico-military model. This operational environment model would be composed of a four-cell matrix that would include "war and crime," "war," "crime" and "peace." Three of the cells - war, crime and peace - would pertain to traditional Clausewitzian issues; the fourth - war and crime - would pertain to an emergent neo-Clausewitzian one. To extrapolate the model, we begin with the condition of war. This environment is one of "military issues" that occur between nation-states.
