International Environmental Regimes And Latin America: The Role Of Environmental Non-Governmental Organizations, Jennifer T. Eller

This study analyzes the obstacles to environmental policymaking in Latin America such as the poverty crisis, the North/South conflict and political corruption. These obstacles result in weak government institutions and create an opportunity for other actors to wield greater influence in the policymaking process.

This paper evaluates the effectiveness of environmental agreements such as debt-for-nature swaps. Debt-for-nature swaps emerged as a solution to the conundrum of the debt crisis and environmental degradation. The cases of Bolivia, Costa Rica and Ecuador illustrate the tensions between development and environmental degradation. The most important lesson learned from these swaps is that the support …

The war between Ethiopia and Eritrea—two of the poorest countries in the world—began in 1998. Eritrea was once part of the Ethiopian empire, but it was colonized by Italy from 1869 to 1941. Following Italy's defeat in World War II, the United Nations determined that Eritrea would become part of Ethiopia, though Eritrea would maintain a great deal of autonomy. In 1961 Ethiopia removed Eritrea's independence, and Eritrea became just another Ethiopian province. In 1991 following a revolution in Ethiopia, Eritrea gained its independence. However, the borders between Ethiopia and Eritrea had never been clearly marked. Following arguments and skirmishes, …

Chemical warfare had played an important enough role in World War I that there was widespread expectation of its use in World War II. Certainly, Germany's army and its chemists had no qualms about adding poison gas to the Third Reich's arsenal. When war began, however, many of the latest chemical warfare agents were not available in deliverable form. The early successes of conventional-war making, combined with an increasing shortage of raw material, led Germany to deemphasize gas warfare even apart from the fear of Allied retaliation that significantly influenced at least the armed forces.

Realism, the oldest and most prominent theoretical paradigm in international relations, is in trouble. The problem is not lack of interest. Realism remains the primary or alternative theory in virtually every major book and article addressing general theories of world politics, particularly in security affairs. Controversies between neorealism and its critics continue to dominate international relations theory debates. Nor is the problem realism’s purported inability to make point predictions. Many specific realist theories are testable, and there remains much global conflict about which realism offers powerful insights. In 1979, the Islamic Republic of Iran emerged on the international stage and began to establish itself as a participant in global terrorism. Throughout the period 1979-96, officials linked numerous terrorist actions and operations to Iran; this link could have involve Iran's direct sponsorship or indirect involvement, such as by providing monetary support to operatives. In order to develop strategies to prevent or minimize the threat of terrorist attack, Iran's role in global terrorism must be assessed.

In discussion of Japan's role in the world, scholars and politicians have often pointed out the significance of Japan's war memories. Japan is considered an anomalous actor because of its status as an economic superpower without military or political weight. Memories of World War II have been defined as a constraining factor in Japan's attempts to assume a greater role in international affairs.

Race Is Dead, Peter O'Brien

Political Science Faculty Research

Implied in the work of Marx, Nietzsche and Weber is the declining significance of race in modernity. The field of cultural studies, led by the likes of Edward Said, sees race as constitutive of modern (European) identity. Oddly, however, Said's work is inspired by both Nietzsche's and Marx's thought. I explain this curiosity by arguing that, ironically, scholarly study of racism is actually made possible by its waning significance. Moreover, due to this increasing insignificance, students of racism must exaggerate racism's importance in order to justify their research.

This thesis is an examination of the Kennedy election campaign. It is a narrative and also a brief examination of how this campaign was put together and how the Kennedy campaign staff was formed. Of growing debate among those concerned with American political culture and democratic theory is the modern conception ofliberal democratic theory. This work attempts to broaden our understanding ofdemocracy. I will argue that modern liberalism has narrowed our conception of individual liberty. This narrowed focus has produce a reliance on the use ofpublic regulation and interest group pressure as substitutes for civic engagement.
