Membership problems plague international organizations of all types. All organizations are in some way exclusive, and there is a hierarchy of acceptable joiner-nations with the European nations leading the list. Each organization appears statistically to have a norm of membership toward which its number tends. If it falls short of the norm, it is under compulsion to expand. If it exceeds the norm, expulsions or boycotts are likely to ensue. The ideal condition of an organization, therefore, is "normal" membership, not necessarily "total" inclusion of all nations legally admissable. More is to be lost by too large an organization than …

Duluth, a "boom and bust" city with a marginal economy, has a unique position outside the mainstream of American life that adds a different dimension lo the understanding of community politics. Settlement patterns have contributed to the development of separate "business" and "labor" subcommunities that are substantially alienated from and hostile to one another and have rarely been able to cooperate in any civic endeavor. Operating within the framework of a political system caricaturing that of Minnesota as a whole, the two subcommunities reversed the pattern of local concern found in other cities; labor became the progressive force in local …

Lebanon, a small state on the eastern shores of the Mediterranean sea, is the home of about two million people in approximately four thousand square miles.

The narrow coastal strip is about five to ten miles wide, but at some places it disappears completely. Olives, citrus fruits, bananas, and different kinds of vegetables are cultivated intensively all along the Mediterranean coast.

This thesis examines the intricate and often overlooked role of the House and Senate Appropriations Subcommittees for the District of Columbia in governing the nation's capital. Because Washington, D.C. lacks a traditional representative government, these fifteen congressional members exercise ultimate authority over the city's policy and finances by controlling its only available funds. The author highlights a unique constitutional arrangement where Congress holds exclusive legislation over the District, resulting in a system where residents pay taxes above the national average yet remain powerless to decide how those funds are allocated.

This thesis, written in 1967, examines the development and operational structure of the Democratic Study Group, a formal organization of liberal Democrats within the United States House of Representatives. The group emerged in response to the perceived inefficiency of the Democratic Party's numerical majority, which was frequently stymied by a conservative coalition of Southern Democrats and Republicans who controlled key legislative instruments like the Rules Committee. This paper examines the history and modern operation of the Democratic Steering Committee in the United States Senate as of 1964. Historically, the Senate was slow to adopt standing committees, originally relying on numerous select committees before establishing a formal system in 1816. While the power to appoint these committees shifted between the presiding officer and the Senate ballot during the 19th century, it eventually settled into a system controlled by party organizations and the Democratic Caucus. A significant revolution occurred in 1913 when progressive Democrats successfully bypassed the seniority system to enact Woodrow Wilson’s legislative agenda, though this shift …
