For many years a difference of opinion has existed regarding the role, if any, that a teacher should play in the political life of the community. There existed, and still exists, a great variance of opinion even on the part of teachers as to their political role. Some would have teachers set themselves completely apart from anything that even remotely resembles politics. Others would have teachers become deeply involved in the political life of the community. Heretofore no basis for participation in politics has been given other than personal opinion.

Published as a series sponsored by the Smithsonian Institution Bureau of American Ethnology, the “River Basin Surveys Papers” are a collection of archeological investigations focused on areas now flooded by the completion of various dam projects in the United States. The River Basin Surveys Papers (numbered 1-39) were mostly published in bundles with 5-6 papers in each bundle. Few terms are more popular today than “collective security,” and few are used with such diverse meanings.
Former Secretary of State Dean Acheson used the term no fewer than fourteen times in his address at the opening meeting of the Sixth Session of the General Assembly of the United Nations on September 20, 1950. And, of course, Secretary of State John Foster Dulles had as the main purpose in negotiating the Southeast Asia Collective Defense Treaty “to establish a collective security arrangement for Southeast Asia and the Eastern pacific.”

The decline of British influence in world affairs is one of the more pronounced political phenomena of modern times. Over the past century key territories subject to British rule have been slipping loose from their imperial moorings at an ever more rapid rate. Those remaining subject to British authority grow progressively more belligerent.

The California of today is a union of complexities. It is a geographic giant composed of startling climatic and topographic variations. It is an economic elasticity satisfying the differing demands of agriculture, industry,and commerce. It is a social syncretism uniting a vast assortment of living patterns. With all of these diversities, California is a single, sovereign state.
Within the state, however, there are two obvious sections: Northern and Southern California.1 They are separated, theoretically, by the Tehachapi mountain range, which runs east and west, on a line with the city of Santa Barbara. So pronounced is this sectionalism that …
