The essential problem of politics are ancient general, and persistent. A particular political system, such as that of the United States, can be interpreted as a way of coping with recurring problems. Some of the ways a political system deals with problems may be unique, some commonplace. The work is a descriptive and comparative study of the British program for economically lagging regions of the country. The author's special interest was local participation in the central Government activity. Secondary sources of information on local aspects were in short supply, and the writer relied upon interviews and unpublished documents obtained on a visit to England to supplement published material. His extensive experience in the American development program also was utilized.
The study offers a classification of elements in the programs of the two countries and identifies comparable trends which have carried further in the British experience. The study …

Modern Nigeria is a creation of the British who because of economic interest, ignored the existing political, racial, historical, religious and language differences. The task of developing a concept of nationalism from among such diverse elements who inhabit Nigeria and speak about 280 tribal languages was immense if not impossible. The traditionalists did their best in opposing the British who took away their privileges and traditional rights, but their policy did not countenance nationalism. An Hegelian Interpretation Of The Vietnam War, Diane Heggarty

This essay attempts to use the philosophy of politics and history of George Wilhelm Friedrich Hegel to interpret a contemporary situation--the Vietnam War. The gradual involvement of America in Vietnam is illustrated by the use of Hegel's dialectic or logic. Internal problems and strife are put in perspective by Hegel's political philosophy. Problems arise because general theories must always ignore particulars in a concrete situation such as Vietnam. But Hegel's view of the world is generally applicable to the twentieth century.

This study attempts to find out the role expectations of the city managers in the policy processes of urban government by using the survey research method. Fourteen managers from Los Angeles , California, and eight managers from Utah selected at random were administered a questionnaire with ten specific statements about a city manager's role in urban· politics. The collective bargaining practices among Utah's council-manager municipalities was studied through a review of existing literature and two surveys, one of which focused upon the policies and practices of Utah's fourteen municipalities governed under the council-manager system and having a population of 2,000 or more. The second survey was a microcosmic study of Ogden City's collective bargaining practices as defined by administrators and employee representatives.
The first survey involving the collective bargaining practices of Utah's fourteen council-manager municipalities indicated that two factors were present. They are: (1) formal employee organizations existed in areas with the largest and densest population structures, …
