This dissertation tests the hypothesis that water disputes cause serious conflict within and between states. It uses a structured case study approach to see whether there is a link between the independent and dependent variables. It also considers the effect of other variables on serious conflict. Specifically it addresses the effects of national identity and the othering process on conflict. The three case studies are built around rivers in the drier parts of the world. This biases the dissertation towards affirming the established mainstream hypothesis which states that water disputes cause serious conflict. In all three cases, historical animosities and …

The major objective of this research is to examine ion mobility spectrometry as a rapid screening tool for specific application to clinical chemistry research and laboratory use. Methodology was developed for target analytes representing several classes of physiologically active substances, including anesthetics, illicit drugs, and their metabolites. The IMS characteristics of animal tissues and other compounds such as amino acids and proteins were determined. Quality assurance and control procedures were developed for specific quality data objectives. Criteria were established relating to use of IMS for assessing the precision and accuracy of data, qualitative screening, and semi-quantitative analyses.

This work develops the approach and presents the results of a new model for applying intelligent agents to complex distributed interactive simulation for command and control. In the framework of tactical command, control communications, computers and intelligence (C4I), software agents provide a novel approach for efficient decision support and distributed interactive mission training. An agent-based architecture for decision support is designed, implemented and is applied in a distributed interactive simulation to significantly enhance the command and control training during simulated exercises. With the acceptance of Unmanned Aerial Vehicles (UAVs) as a primary platform within the Department of Defense (DOD) for gathering intelligence data, the amount of video information being recorded, analyzed, and archived continues to grow. Mechanisms for quickly locating and retrieving video segments of interest amongst the many hours of recorded video are required to accommodate the rapid turnaround expected in today's wartime planning environments. With the initiation of the navigation accuracy prediction algorithm used to estimate the amount of GPS solution (location and time) error for receivers, the capability to accurately predict solution errors due to the major GPS error sources is growing. The remote observations of the temporal and spectral characteristics of the infrared (IR) emissions from exploding ordnance have been correlated with explosion conditions. A Bomem MR-154 Fourier Transform Interferometer with two detectors, InSb and HgCdTe, and a 75 mrad telescope was used to record spectra in the 1.3 - 20 µm range. Data was collected at spectral resolutions of 16 cm-1 and 4 cm-1 and temporal resolutions of 0.045 s and 0.123 s respectively. This thesis is a proof of concept work that will extend the Core Mapping Application Program Interface (CMAPI) components to include weather data. The CMAPI project is headed by Air Force Research Lab (AFRL)/Information Directorate Information Handling Branch (IFEB) at Rome labs in Rome, New York. This work extends the CMAPI project in two distinct areas. The first goal is to figure out how to overlay and display weather data on a dynamically linked Internet platform. Air Force aircraft-painting operations create clouds of paint overspray that contain strontium chromate, a confirmed carcinogen, which poses an exposure hazard to painters. It is often assumed that all particles in paint overspray have the same chemical composition as the original paint mixture, however differences in composition may occur in various particle sizes. Because particle size affects where in the respiratory system a particle deposits, actual exposures to a specific chemical may vary. Paint particles greater than 2.5 µm are deposited in the upper respiratory system and will be eliminated by physiological removal mechanisms. Particles less than 2.5 µm will …

However, all too often, when a decision-maker is bombarded with important information that has an uncertainty associated with it, that information is often neglected. The Air Force has instituted Barrier Reef to protect its networks. The Air Force medical community operates network connections that are incompatible with Barrier Reef. To overcome this problem, OASD(HA) directed the Tri-Service Management Program Office (TIMPO) to develop an architecture that protects all military health systems and allows them to link with all three services and outside partners. Information system (IS) incidents are on the rise. With low manning and undertrained information security specialists it is difficult for organizations to stop IS incidents from occurring. Once an incident has occurred it is the IS manager's responsibility to ensure that a full and accurate damage assessment has been accomplished. However, most IS managers lack the necessary tools to assess the damage from an incident. The repeated game of incomplete information model, a subclass of game theory models, was modified to include aspects of information warfare. The repeated game of incomplete information model was first developed to analyze nuclear weapons disarmament negotiations. The central role of information in this model suggested its applicability to IW, which focuses on the defense and acquisition of information. A randomized experimental design was utilized to determine how people behave in a laboratory IW setting and to test the IW game model's basic predictions. The Integrated Marine Multi-Agent Command and Control System (IMMACCS) is a multi-agent, distributed system, designed to provide a ‘common tactical picture’ with integrated and meaningful decision-support facilities to authorized operators at any access node. IMMACCS has been implemented as a three-tier architecture that distinguishes between information, logic and presentation. It utilizes an object-serving communication facility with subscription and multi-casting capabilities that is based on the Common Object Request Broker Architecture (CORBA). While data mining technology holds the promise of automatically extracting useful patterns (such as decision rules) from data, this potential has yet to be realized. One of the major technical impediments is that the current generation of data mining tools produce decision rule sets that are very accurate, but extremely complex and difficult to interpret. As a result, there is a clear need for methods that yield decision rule sets that are both accurate and compact. The use of many different simulation systems by the United States Department of Defense has resulted in many different scenario data representations contained in heterogeneous databases. These heterogeneous databases all represent the same data concept, but have different semantics due to intrinsic variations among the data models. In this research, I describe a unified scenario database to allow interoperability and reuse of the scenario data components while avoiding the problems of data redundancy. It is well known that array deformations can distort beam patterns and introduce bearing errors if the beamformer assumes linearity. It is also known that deformed arrays can resolve left–right ambiguities, provided the shape is known. In this work, these two effects are studied for undamped and damped sinusoidally deformed arrays with small deformation amplitudes in the horizontal (x,y) plane only. By use of fixed arc-length separations along the array, the hydrophone (x,y) coordinates are determined numerically and the error in assuming equal x spacing is summarized for a sample array. With the increasing birth rate of new viruses and the rise in interconnectivity and interoperability among computers, the burden of detecting and destroying computer viruses is severe. This research integrated four domains: computer virus detection, human immunology, computer immunology and an automated form of machine learning called constructive induction. First, a Computer Health System, based on the public health system, was defined to improve the 'global' approach to computer virus protection. As a result of the doctrines exposed in the Air Force's "Global Engagement: A Vision for the 21st Century Air Force," the concept of a "Battlelab" was devised to support and develop the key warfighting capabilities needed in the next century. Although geographically separated, these labs must have the capability to exchange information with each other in a "Virtual Battlelab Environment" (VBE). HLA standards for interoperability between various DoD Modeling and Simulation paradigms are being enforced in parallel with the rapid onset of new Object Web / Commodity standards for distributed objects and componentware, emergent at the crossroads of CORBA, COM, Java, and XML technologies.
