Fluorescent probes have been proved to be very valuable tools in chemical and biological applications, and extensive exploration has been made. Recently, reaction-based fluorescent probes became a new design trend and displayed great potential with remarkable implementation to the conventional design method. However, this field is still underdeveloped, and a lot of problems remain to be solved. Standards Developing Organizations (SDOs) are pairing up with academia to continue to break the barriers to standards education at the undergraduate level. In addition, SDOs are working with the research facilities of academic institutions in a public-private partnership to maintain standards technological relevancy and to find new opportunities to provide standardization to industry and government. This session provides several examples of relationships between SDOs, government, academic institutions, and SES, and describes the advances made from these relationships.

The need to manage the rivers of Arkansas has been a driving force in developments that have resulted in dramatic changes to the geographical "face" of Arkansas over the last 200 years. These changes are the creation of man-made lakes throughout the state, where before, there had been none. The many lakes that dot the Ozarks and the Ouachitas were created by dams. There are 1,251 dams over 25 feet in height, or that impound more that 50 acre-feet of water, in Arkansas, and uncounted smaller dams. Obesity is a worldwide epidemic that affects adults and children, impacts over 30% of the population in several states of the U.S., damages national economies, and is a factor in four out of the six of the leading causes of death, including diabetes and heart disease. Obesity is preventable: solution approaches include better education, more exercise, better nutrition, and changing eating habits. This study examines the global growth competitiveness of countries using the dynamics of growth, ICT, and innovation. It also introduces a new dynamic, cybersecurity, and argues that within a growth competitiveness framework, ICT, innovation, and cybersecurity mechanisms allow some countries to achieve higher ranks on the competitiveness ladder than others. Based on a theoretical framework that encompasses the economic growth model, the complementarity theory, and the international law theory, a model that integrates ICT, innovation, and cybersecurity, depicts the relationships amongst them and with growth competitiveness, and incorporates complementary factors with possible moderating effect is presented. Infrared absorption of high-quality, commercial, polycrystalline MgAl2O4 spinel is ∼40% greater in the range of 3.8 to 5.0 μm than the value predicted by the computer code OPTIMATR®, which has been used for window and dome design for more than 20 years. As a result, spinel and a-plane sapphire windows designed to support the same external pressure with the same probability of survival have approximately the same infrared absorptance in the range 3.8 to 5.0 μm. c-Plane sapphire has greater absorptance than spinel in the range 3.8 to 5.0 μm. The proliferation of the Internet has created a culture of a connected society dependent upon technology for communication and information sharing needs. In this dissertation, we hypothesize that attackers are increasingly using electronic resources that are capable of leaving a digital footprint, such as social media services, e-mail, text messages, blogs, and websites for the communication, planning, and coordination of attacks. The continual battle for network dominance between attackers and defenders is considered to be a complex game. Hypergame theory is an extension of game theory that addresses the kind of games where misperception exists, as is often the case in military engagements. As part of the research to development an optical communication design of a leader-follower formation between unmanned underwater vehicles (UUVs), this paper presents light field characterization and design configuration of the hardware required to allow the use of distance detection between UUVs. The study specifically is targeting communication between remotely operated vehicles (ROVs). As an initial step in this study, the light field produced from a light source mounted on the leader UUV was empirically characterized and modeled. The objective of my thesis was to add to a catalogue of molecular structures that is being compiled as a part of the Standoff Detection Project. The optimized geometry of P8O20 and P20O20 were calculated using restricted Hartree-Fock Theory, using the standard quantum mechanics and computational chemistry programs ECCÈ and NWChem. Unfortunately, due to the extremely time consuming nature of these calculations there was not enough time to complete the calculations for P24O48 and P24O60.

The focus of this thesis is on Actual Entities, a concept created by the philosopher Alfred North Whitehead, and how the concept can be applied to Unmanned Aerial Vehicles as a behavioral control method. Actual Entities are vector based, atomic units that use a method called prehension to observe their environment and react with various actions. When combining multiple Actual Entities a Colony of Prehending Entities is created; when observing their prehensions an intelligent behavior emerges. Tularemia is a deadly, febrile disease caused by infection by the gram-negative bacterium, Francisella tularensis. Members of the ubiquitous serine hydrolase protein family are among current targets to treat diverse bacterial infections. Herein we present a structural and functional study of a novel bacterial carboxylesterase (FTT258) from F. tularensis, a homologue of human acyl protein thioesterase (hAPT1). The structure of FTT258 has been determined in multiple forms, and unexpectedly large conformational changes of a peripheral flexible loop occur in the presence of a mechanistic cyclobutanone ligand. Modern toxicology has embraced in vitro methods, and major hopes are based on the Omics technologies and systems biology approaches they bring along (Hartung and McBride in ALTEX 28(2):83–93, 2011; Hartung et al. in ALTEX 29(2):119–28, 2012). A culture of stringent validation has been developed for such approaches (Leist et al. in ALTEX 27(4):309–317, 2010; ALTEX 29(4):373–88, 2012a; Toxicol Res 1:8–22, 2012b), while the quality and usefulness of animal experiments have been little scrutinized. Network defenders are unable to become oriented with these attacks, determine the potential impacts, and assess the damages in a timely manner. Since the observations of network sensors are normally disjointed, analysis of the data is overwhelming and time is not spent efficiently. Today's computer networks are under constant attack. In order to deal with this constant threat, network administrators rely on intrusion detection and prevention services (IDS) (IPS). Most IDS and IPS implement static rule sets to automatically alert administrators and resolve intrusions. Changes To Tensile Strength And Electromagnetic Shielding Effectiveness In Neutron Irradiated Carbon Nanocomposites, James F. Shinn

Electromagnetic interference shielding effectiveness (EMI-SE) and tensile strength of nanocomposites containing multi-walled carbon nanotubes (MWNTs) are investigated following neutron irradiation. This nanocomposite material consists of two plies of MWNTs in an epoxy resin, and 4 plies of an E-glass substrate. EMI-SE measurements over the X-band frequency spectrum and monotonic tension tests to determine Young’s Modulus were performed before and after irradiation on the nanocomposite material. The nanocomposite and the MWNT plies were irradiated to a total fluence of 1.4 × 1014 1 MeV (Si-eq) n/cm2. The nanocomposites showed an average increase of 8 dB in shielding effectiveness …

During our fieldwork with real-world organizations---including those in Public Key Infrastructure (PKI), network configuration management, and the electrical power grid---we repeatedly noticed that security policies and related security artifacts are hard to manage. We observed three core limitations of security policy analysis that contribute to this difficulty. First, there is a gap between policy languages and the tools available to practitioners. Traditional Unix text-processing tools are useful, but practitioners cannot use these tools to operate on the high-level languages in which security policies are expressed and implemented. Validation of new approaches in regulatory toxicology is commonly defined as the independent assessment of the reproducibility and relevance (the scientific basis and predictive capacity) of a test for a particular purpose. In large ring trials, the emphasis to date has been mainly on reproducibility and predictive capacity (comparison to the traditional test) with less attention given to the scientific or mechanistic basis. Assessing predictive capacity is difficult for novel approaches (which are based on mechanism), such as pathways of toxicity or the complex networks within the organism (systems toxicology). Electron Transport Models And Precision Measurements With The Constant Voltage Conductivity Method, Justin Dekany, Jr Dennison, Alec Sim, Jerilyn Brunson

Recent advances are described in the techniques, resolution, and sensitivity of the Constant Voltage Conductivity (CVC) method and the understanding of the role of charge injection mechanisms and the evolution of internal charge distributions in associated charge transport theories. These warrant reconsideration of the appropriate range of applicability of this test method to spacecraft charging. We conclude that under many (but not all) common spacecraft charging scenarios, careful CVC tests provide appropriate evaluation of conductivities down to ≈10-22 (Ω-cm)-1, corresponding to decay times of many years.
