The government of Hong Kong officially launched the HK$300 million Child Development Fund (CDF) in November 2008. In the words of Hong Kong’s Secretary for Labor and Welfare, Mr. Matthew Cheung Kin-chung, the CDF’s purpose was to “capitalize on the strengths of various sectors in the community to help our disadvantaged children.” The Hong Kong government drew upon the asset-building research and experience of the Center for Social Development (CSD) at Washington University in St. Louis. A New Approach To Promote Economic Independence Among At-Risk Children: Child Development Accounts (Cdas) In Korea, Yunju Nam, Chang-Keun Han

This case study investigates the adoption and implementation of Child Development Accounts (CDAs) in South Korea, using information collected from in-depth interviews and existing documents. The design of the program, an asset-building program for children in the child welfare system, reflects unique needs and conditions of the target population and promotes strong collaboration among governmental and private entities. Issue framing emerges as an important strategy for the CDA policy’s adoption. Institutional and organizational factors, such as sponsorship and well-developed collaboration among multiple partners, may explain the successful implementation of the program.

Social development refers to the integration of improvements in human welfare with economic development and widespread participation in the process and benefits of development. While the notion of social development provides a useful complement to economic-oriented development, it has been criticized as utopian, wide-ranging, and theoretically underdeveloped. After summarizing major conceptualizations of social development, this paper focuses on a particular social development issue -- investment in human development. The present paper attempts to analyse some of the shortcomings that have impeded efforts in the field of disability in Afghanistan. After an overview of recent disability initiatives, this article presents elements that have contributed to the limited impact. The context of a Conflict Affected Fragile State (CAFS) makes particularly intricate the development of state-capacity as well as the delivery of basic services for the population. To overcome identified gaps, it is argued that Amartya Sen’s Capability Approach (CA) constitutes a relevant framework for designing disability policy and implementation. Investigating The Effects Of Marriage And Relationship Education On Couples' Communication Skills: A Meta-Analytic Study, Victoria L. Blanchard, Alan J. Hawkins, Scott A. Baldwin, Elizabeth B. Fawcett

This meta-analysis probes into previous research substantiating the positive effects of marriage and relationship education (MRE) on couples' communication skills. We reviewed 97 MRE research reports that yielded 143 distinct evaluation studies. We found modest evidence that MRE functions both as a universal prevention and as a selective or indicated prevention. That is, MRE demonstrates program effects at longer term follow-ups for more distressed couples. In addition, we found that observational assessments produced larger effects than self-report assessments, although interpreting the meaning of this difference is difficult.

Measuring The Impact Of A Community Revitalization Program: The Case Of Beyond Housing In Pagedale, Missouri, William Winter, William Elliott Iii

The paper examines the impact of a comprehensive housing development program initiated by a nonprofit organization working in a small municipality in St. Louis County, Missouri. The development program includes rental housing, for sale housing and repair grants to existing residents. The analysis serves both as opportunity to test hedonic price modeling on the housing work and as an examination of the applicability of such techniques in evaluation of local community development efforts. The analysis finds evidence of price differential comparing municipal sales to sales within a comparable, larger geographic area, with a negative differential switching to positive over the …

For many children, especially minority and low-income children, attending college is a genuinely desired but elusive goal. Research on aspirations and expectations provides a way to understand the gap between what children desire and what they actually expect to happen. This study examines the potential role of children’s college accounts (CCAs) as a way to reduce the gap between aspirations and expectations among at-risk children. I find that only 39 percent of children without savings for college expect to attend college; there is an aspirations/expectations gap of 41 percentage points among children with CCAs. This analysis examines rates of international volunteering among various demographic groups in the United States using data from the 2005 Current Population Survey. We use logistic regression analyses to address the importance of inclusion. Those most likely to serve overseas are white, highly educated, young, foreign-born individuals without dependent children in the home and not employed full-time. As a type of volunteering implemented primarily through the nonprofit sector, these findings suggest implications for recruitment and retention of volunteers who serve abroad.
