Changing Roles Of Parental Economic Resources In Children's Education Attainment, Yunju Nam, Jin Huang

We investigate whether the relationship between parents’ economic resources and children’s educational attainment has changed over time by comparing two cohorts from the Panel Study of Income Dynamics. We examine multiple measures of economic resources, including income, net worth, liquid assets, and homeownership. We employ probit regressions and Chow tests in multivariate analyses. Results show that the associations between parents’ liquid assets and college attendance became significantly stronger among the later cohort, suggesting the increasing importance of liquid assets. of particular interest is a change in the role of negative liquid assets (unsecured debt exceeding savings) in high school graduation: …

China’s health care reform of the 1990s has not yielded much success. The market-oriented health system has resulted in declines in fairness of health services and efficiency of investment in the health sector. Further health care reform will be required. Building Assets From Birth: A Global Comparison Of Child Development Account Policies, Vernon Loke, Michael Sherraden

Asset building is a growing theme in public policy, and building assets from birth in the form of Child Development Accounts is now occurring in several countries. This paper provides an overview of the Child Development Account policies in Singapore, Canada, the United Kingdom, and Korea, and the proposed policy in the United States. The key elements of inclusiveness, progressivity, coherence and integration, and development are explicated and discussed.

Equal Opportunity For All?: Parental Economic Resources And Children's Educational Achievement, Yunju Nam, Jin Huang

We investigate the roles of parents’ economic resources in children’s educational attainment and test the liquidity constraint hypothesis. Using data from the Panel Study of Income Dynamics, we find that parents’ liquid assets have significantly positive associations with years of schooling, high school graduation, and college attendance. We find that the relationship between liquid assets and education is non-linear: children from negative liquid asset households have a higher chance of finishing high school but a lower chance of graduating college than those from zero liquid asset households. Results suggest that we should consider assets when seeking to understand educational mobility.

A growing body of evidence suggests parental assets have positive effects on children’s well-being. Using 2004 data from the Survey of Income and Program Participation, this study tests the effect of parental asset holding on child educational outcomes, and explores whether this relationship is mediated by parental involvement and expectations. Results indicate that assets are a significant predictor of all child academic outcomes of our study, however income is not a significant predictor for school outcomes when controlling for assets. Exploring Saving Performance In An Ida For People With Disabilities: Some Preliminary Findings, Margaret Lombe, Jin Huang, Michelle Putnam, Kate Cooney

Asset development policies have been promoted as a means to create a more inclusive “ownership society.” During the past few years, asset building scholarship has begun to focus specifically on marginalized groups including persons with disabilities. Using a sample of Individual Development Account (IDA) program participants (N=376), we examine effects of disability status on IDA saving performance; we also assess variations in saving performance by individual and programmatic characteristics. Our results suggest that disability status, in addition to a number of individual and program characteristics, is associated with saving performance in an IDA. Implications for practice and scholarship are presented.

Does Banking Experience Matter: Differences Of The Banked And Unbanked In Individual Development Accounts, Michal Grinstein-Weiss, Yeong H. Yeo, Mathieu R. Despard, Min Zhan

Using data from the 4-year American Dream Demonstration, this study compared saving performance and program participation of banked participants (n = 1,538) with unbanked participants (n = 466) enrolled in 14 IDA programs across the United States. The study found that unbanked participants had $3.26 lower average monthly net deposit (p<.05) and 5% lower deposit frequency (p<.001) than banked participants. Unbanked participants had 45% greater odds of dropout than banked participants (p<.001). Further analyses looking at the intervening variables suggested that the combined effects of car ownership, education, race, and monthly savings targets significantly reduced the savings gap between the two groups.

Childhood-onset schizophrenia is perceived as more complicated because of its complexity, pervasive duration, and impact on individual and family functioning. Viewing the symptoms of childhood schizophrenia as creating a bio/psycho/social competence within which the therapist and family must interact may help contribute to treatment success. Competent family therapists working within this culture should be knowledgeable about the characteristics of childhood-onset schizophrenia, aware of their own biases towards psychosis, and skillful in its treatment. Guidelines are provided to help therapists identify their attitudes about schizophrenia and understand appropriate skills for treating the disorder.

This article attempts to examine the methodological intricacies of measuring prevalence rate of disability through a population based survey using the International Classification of Functioning, Disability and Health of the WHO and the Capability framework, developed by Amartya Sen and others. After a rapid overview of the Afghan context and the process leading to the research programme, it presents the example of the methodology used in the NDSA and the survey protocol. The United States is arguably one of the richest countries in the world. However, poverty is still an issue of great concern. This observation suggests the need for more innovative interventions to reduce severe need and create terms for meaningful participation of vulnerable individuals in economic, political, and social exchange. Using a sample of IDA program participants (N=840), who were randomly assigned to a control and experimental group, this study explores the relationship between an asset-building intervention and social inclusion from the human capabilities perspective. In response to the growing rural-urban inequality, China is undertaking a series of policy initiatives to promote rural development. In addition to redistributive policies aiming at social protection, asset-based policy, which integrates social protection and social investment, is another viable option for progressive rural development. In 1998, the Hutubi local government in the Xinjiang Uygur Autonomous Region of China implemented an innovative retirement program which allows account holders to use accounts as legal collateral to borrow small loans and invest in productive assets such as farming supplies and equipment, education, and small businesses. For low-income families, homeownership represents an important strategy to move out of poverty and offers long-term social and economic development opportunities. Individual Development Account (IDA) programs facilitate savings towards assets such as home purchase through matched savings, financial education and case management. Using longitudinal experiment data from the American Dream Demonstration, this study examines the influence of IDA participation on homeownership rates among low-income participants after 18 months (Wave 2) of program participation and after 48 months (Wave 3) at program completion. On an individual and family basis, the Earned Income Tax Credit (EITC) has important poverty alleviation characteristics. Few populations or places in the United States are as needful of the dollars provided by EITC receipt as Indian Country. The receipt of EITC will not alleviate poverty in Indian Country alone, but can be a viable start by providing thousands of dollars to families in Native communities.
