Introduction
This study involves conceptual analysis in a broad interpretation of the term of a public administration problem situation embracing cultural, as well as politico-economic factors. A program ot action is recommended in considerable detail, calling tor the settlement of colonists to develop agriculturally a large amount of Bolivian land that promises to become, with proper husbandry, highly productive.
The author is a Bolivian agricultural economist who is making public administration his career, with particular emphasis upon the efficient utilization or land--and manpower, which for sometime past in his native country has been poorly organized and under employed. During the …

All of us have a handicap of one kind or another. We may not be crippled in limb or mentally broken, but most of us do have handicaps that reveal themselves every once in a while. Sometimes we harbor prejudices that cause us to suffer extremely "low vision"; some people are subject to spells of "blind rage" while other "limp" socially on a withered sense of inferiority. All of us have areas and moods which find us "stumbling" in a kind of half-world between the real and the unreal.

In the spring of 1953, a group of American colleges received grants from The Fund for the Advancement of Education (Ford Foundation) to make a study of their undergraduate teaching in liberal arts. As part of the study, many gave the Graduate Record Examination to the entire graduating class, believing that this would give an indication of their success in liberal arts training. Results of the examination in some cases led to curriculum changes. It is these last points which occasion the present remarks.

Bulletin No. 369 - Impact Of Urbanization In Davis County, Utah, Therel R. Black, Carmen D. Frederickson, William A. Dehart, C. Jay Skidmore, Don C. Carter
UAES Bulletins
This study of Davis County should assist community leaders to understand some areas of change and possible effects of changes in an urbanizing area and to understand possible sources of friction and cooperation. It should help residents of any urbanizing area to understand personal adjustments that may be necessary. Such understanding is needed by Utah's residents because Utah is becoming urban-in fact, approximately two-thirds of her population was urban in 1950. A brief summary of the study of Utah's fastest growing county shows the following changes during the 1940-1950 decade.

Every state has a compulsory school attendance law, and yet at any time during the school year approximately 12 percent of the children will not be in school - cannot very well be in school, because of some physical, mental, or emotional handicap, either temporary or permanent.
These absentees are what are now often called the “exceptional” children, including the blind and partially-blind, the deaf and hard-of-hearing, the speech-defective, the crippled, the delicate, the epileptic, the mentally deficient, those with serious social maladjustments, together with those who are temporarily out of school because of a disease or accident. Handsome, urbane, educated in medicine at Heidelberg, Berlin, Bonn, Wiirzburg, Prague, and Vienna, member of the Royal College, of Physicians of London, this scientist-philosopher whose work was. admired by Europe's keenest intellects, lived for many years obscurely on a plantation at Hempstead, Texas.
