The three men began their work on the morning of 26 January 1850. They were in the snowy street of the village of St.-Grrgoire le Grand, on the St. Lawrence south shore, to assess the population for school taxes. Hardly had they begun when they were confronted by a mob of three hundred angry men who ordered them to stop, tore up and burned their assessment books, and warned them not to attempt to carry out the government's work. Rise And Fall Of Nova Scotia's Attorney General: 1749-1983, J. Murray Beck

The performance of Nova Scotia's thirty-seven attorneys general in the 234 years between 1749 and 1983 has been influenced by a variety of factors. In part, it has been dependent on the kind of political regime they helped to work: representative government up to 1848; responsible government in a single province between 1848 and 1867; and federal government since 1867. But it has been strongly affected, too, by the training, character, and attitudes of the attorneys general themselves; so, while the office has undoubtedly done much to mould the man, the reverse has been no less true, especially before 1900. …

The Coming Jurisprudence Of The Information Age: Examinations Of Three Past Socio-Economic Ages Suggest The Future, Gary G. Klueck
San Diego Law Review
The Comment examines the jurisprudential evolutions inspired by the Feudal Age (property law), the Commercial Age (contract law), and the Industrial Age (labor relations law). The author suggests that, while humankind has recently moved from one great socio-economic epoch, the Industrial Age, into a new Information Age, there has not been a corresponding jurisprudential shift that would reflect the socioeconomic changes. The author argues that this "time-lag" phenomenon is consistent with past jurisprudential shifts that followed the changes from past socioeconomic eras. The author concludes by speculating on the probable evolution the shift to the Information Age will inspire.

This Comment addresses President Reagan's March 10, 1983 Proclamation declaring a 200-mile Exclusive Economic Zone for the United States and the issue of the application of national legislation to that zone. The author discusses the feasibility of extending domestic ocean dumping legislation under the Marine Protection, Research, and Sanctuaries Act to a United States Exclusive Economic Zone in the context of existing international agreements dealing with ocean dumping.

There is general agreement among observers of contemporary international affairs, and national and international officials from all sides, that there is a serious crisis in arms control. As of January 1984, the Soviet Union had broken off two major arms control negotiations: the Intermediate- Range Nuclear Force Talks (INF) and the Strategic Arms Reduction Talks (START). Negotiations in the United Nations Conference on Disarmament (CD) on a variety of arms control issues were stalemated. This Article takes a preliminary look at how deregulation has fared in the courts and at the significance of the evolving federal appellate and United States Supreme Court case law for future agency rule making decisions.
Part II of this Article examines the various categories of regulation and the aspects of each category that may be subject to deregulation.
Part III defines deregulation and explores some of the reasons why an agency may wish to deregulate. Part IV examines the utility of judicial oversight of deregulation, and part V then discusses the mechanics of deregulation, focusing on the various means …

Fifty Years Of Securities Regulation In Search Of A Purpose, Homer Kripke

This Article examines the SEC'S purposes in formulating disclosure requirements throughout the past fifty years, the SEC'S disciplinary measures for violations, and the SEC'S recently proposed legislation prohibiting insider trading on nonpublic information. The author suggests that although the SEC exceeded its proper authority in the area of disciplinary measures in the 1970's, much of the overreaching has subsided. The author reviews certain proposed legislation and concludes that the proposed legislation is still too indefinite to meet the legitimate needs of the financial community.

Marine Affairs Theses and Major Papers
High-level radioactive waste produced by nuclear power generation, weapons production, and medical research has been accumulating in temporary storage pools in many countries. A permanent method of disposal will soon benecessary to ensure against contamination of man and the environment. Land-based geologic formations, such as salt domes, are the preferred sites for disposal at this time in the United States. Subseabed emplacement is one option under consideration and the technological aspects of this method are currently being studied. In order to resolve these issues, it is proposed that relevant laws be conditionally amended to legalize subseabed emplacement, but only after …
