The California Grand Jury System: A Review And Suggestions For Reform, A. Wells Peterson
The California Grand Jury System: A Review And Suggestions For Reform, A. Wells Peterson
McGeorge Law Review
Suggestions for fundamental reform have recently been directed at virtually every phase of our judicial process, and the grand jury system has been no exception. During the current legislative session Assembly Bill 410 was introduced, proposing comprehensive reform of the California grand jury system. Although the bill failed to advance from committee to the Assembly floor, its proposed modifications were significant. Among the most dramatic proposals was the establishment of a bifurcated grand jury-one jury empaneled for the consideration and issuance of criminal indictments and anolher jury empaneled for the performance of civil investigatory functions. Herein, the author analyzes the …

State Implementation Of The Consumer Product Safety Act, Robert A. Faller
State Implementation Of The Consumer Product Safety Act, Robert A. Faller
Hofstra Law Review
Despite the recognition of insufficient state product safety regulation, both the NCPS and Congress were aware that the states can provide invaluable assistance to the federal government in the establishment of product safety standards. The "local eyes and ears" of the state can aid in the gathering of product injury information, and the proper state agencies can commit manpower to oversee local manufacturers, distributors and retailers and to determine whether the standards established by the Consumer Product Safety Commission (CPSC) are receiving compliance. The embodiment of these ideas is found in Section 29 of the CPSA, which provides for the …

As Western man approaches the last quarter of the twentieth century, he is developing the power to control the forces of nature. Few areas of human behavior have not been affected by new technologies. In health care, progress has been dramatic in such areas as the determination of prenatal genetic defects through amniocentesis, asexual reproduction through artificial insemination, the use of an artificial placenta, cloning, artifical modification of man-especially through transplantation, ' modification of human behavior through psychosurgery and chemotherapy,' and the mechanical postponement of death. No aspect of health care has escaped the impact of technology.
