On Criteria For Redistricting, Robert L. Morrill
On Criteria For Redistricting, Robert L. Morrill
Washington Law Review
The one month effort to reapportion the legislative and congressional districts of the State of Washington did not provide an extensive opportunity to probe either the logical human bases for or methods of reapportionment. However, on the basis of the redistricting experience and subsequent analysis and reflection, an appraisal of the generally accepted criteria for reapportionment is appropriate

The Railroad Passenger Problem: American And British Experiences As Bases For A New Model, Vincent J. Tolve
The Railroad Passenger Problem: American And British Experiences As Bases For A New Model, Vincent J. Tolve
University of Michigan Journal of Law Reform
This article examines the character of the rail passenger problem, identifies the American and British governments' responses and proposes a hybrid model of a rail passenger service organization based on several intrinsic characteristics of these existing systems. The article implies that the profit standard inadequately measures the success of a public utility, and suggests the adoption of an eclectic standard that measures enterprise success in terms of economic viability, response to public need, and quality of service rendered. The proposed model involves the rediscovery, application, and combination of two organizational concepts: the public corporation and the interstate compact.

Rich And Poor Countries And The Limits Of Ideology -- An Introduction To The Day's Proceedings, L.F.E. Goldie
Syracuse Journal of International Law and Commerce
This is the eighth annual Regional Meeting of the American Society of International Law here at Syracuse. Our topic for this meeting is "The United Nations and the Resources of the Deep-Ocean Floor." The problems which this theme signals are becoming cute as the world's population increasingly presses on our diminishing resources and as our environment is threatened with major and possibly irreversible degradation.

The Problems Of Delimitations Of Base Lines For Outlying Archipelagos, Michael A. Leversen
The Problems Of Delimitations Of Base Lines For Outlying Archipelagos, Michael A. Leversen
San Diego Law Review
An archipelago has been defined as a formation of two or more islands (islets or rocks) which geographically, socially, politically and economically may be considered as a whole. Outlying archipelagos are groups of islands situated out in the ocean at such a distance from the coast or firm land as to be considered complete in themselves, an independent whole rather than forming a part of an outer coastline of the mainland. The United States has long been of the view that until there is international agreement the three mile territorial sea is established international law, and the unilateral acts of …
The Council Of An International Sea-Bed Authority, Louls B. Sohn
The Council Of An International Sea-Bed Authority, Louls B. Sohn
San Diego Law Review
It is generally accepted that the international regime for the exploration and exploitation of the sea-bed, to be agreed upon at the 1973 Law of the Sea Conference, will consist of a basic set of rules and of an international machinery for the implementation of these rules. Except for some early proposals limited to a simple secretariat for registering claims, and apart from some recent proposals for an all-embracing international organization dealing with all aspects of the law of the sea, most models of an international sea-bed authority are designed on lines similar to those of the specialized agencies of …
