Adversaries can exploit vulnerabilities within these networks, potentially compromising mission integrity and national security. Critical water infrastructure in the United States faces increasing cybersecurity threats from state-sponsored actors, with potentially devastating consequences for national security, economic stability, and public health. Quantifying Adversary Military Forces’ Susceptibility To Cognitive Attacks, Bonnie Rushing, Cole Nelson, Shouhuai Xu, Christofer “Raven” O’Keefe, Olga Karpoyan

This paper introduces a method to quantify international populations’ susceptibility to cyber cognitive attacks using press freedom and media trust metrics. We present the Cognitive Influence Calculator, a tool that estimates susceptibility (𝑆) based on Press Freedom Scores (PFS) and media trust levels. Findings show that while authoritarian regimes are harder to reach, successful cognitive attacks have greater impacts due to higher trust in state-controlled narratives. Using U.S. wargaming data and international trust metrics, we compute susceptibility scores for the U.S., Russia, China, Iran, and North Korea. This study analyzes the strengths and weaknesses of Russia’s cyber policies, strategies, and doctrines through a systematic set of attributes, leading to key insights: (i) Russia has proactively adapted its cyber policies, strategies, and doctrines to its evolving environment; (ii) Russia actively conducts cognitive warfare, but remains equally vulnerable to it; and (iii) Russia’s cyber posture faces significant challenges, including a limited technological base, shortage of skilled personnel, and restrictive approach to information control, all of which undermine the effectiveness of its strategies. These insights offer valuable implications for US Cyber Command and the Department of Defense.

Abstract: In order to solve the problems of difficulties in expressing dynamic characteristics and lack of decision analysis support in developing models of the department of defense architecture framework (DoDAF), an integrated iterative method for combat SoS architecture design is proposed. The DoDAF architecture model integrates and expresses combat-related information from multiple perspectives; the ExtendSim executable model simulates the emergence behavior and dynamic characteristics of combat SoS architecture in multiple scenarios; and the decision model quantitatively analyzes and selects architecture schemes by multi-objective decision rules. Abstract: Aiming at the problem of insufficient solution speed and poor generalization of traditional algorithms in large-scale scenarios, this paper intelligently solves the large-scale distributed equipment system preference problem based on deep reinforcement learning. According to the characteristics of distributed equipment system combat, using the complex network to its graph form modeling, and based on the attention mechanism to the equipment between the connecting edge relationship for the characterization, in order to build a distributed equipment system digital simulation environment. Over the last few years, there has been great interest in distributed antenna arrays. These arrays require each element to be precisely located and synchronized with each other in time, phase, and frequency. To this end, a drone-mounted, two-tone communication system was developed. It uses a transmit-retransmit-receive architecture, which obtains all of the necessary data required to compute and correct the phase, frequency, and time differences between each element while estimating distance. When integrated into a distributed array of drones, this two-tone communication system will be essential for reliable operation.

This review explores various advanced photonic-assisted techniques for microwave frequency measurement, highlighting their distinct advantages and challenges in detecting multi-tone and broadband microwave frequency signals. Different optical processing techniques for instantaneous frequency measurement, including frequency-to-time mapping techniques, are discussed in detail. The application of multicore and few-mode fibers, artificial intelligence-enhanced, and complex modulation techniques are also discussed. These recent advances collectively push the boundaries of microwave frequency measurement, offering robust and scalable solutions for various applications.

This thesis examines the evolution of the U.S. military's patient movement system during World War I and World War II to evaluate how well it may perform under the conditions of future large-scale combat operations. It asks whether the United States can move, treat, and sustain wounded personnel at the scale and pace required to preserve combat power in a prolonged, high-intensity conflict. Combustion products of three different Al-based materials, Al-CaCO3, Al-SiO2, and Al-Fe2O3 , have been produced to understand their interaction with liquid diisopropyl methyl phosphonate (DIMP), a surrogate for chemical weapon agents. The purpose of this is to see which materials were more effective at DIMP adsorption and decomposition at different temperatures. Prepared materials were characterized using electron microscopy, x-ray powder diffraction, and nitrogen adsorption. Prepared powders were submerged in DIMP and heated in a thermal analyzer, tracking the mass changes as a function of temperature. Surfaces of the recovered materials were studied using …

The restricted nonlinear (RNL) model is employed as low-order representation of turbulent flow over riblets at 𝑅𝑒𝜏 ≈ 395. Comparisons with direct numerical simulations (DNS) verify the ability of the model to accurately capture low-order statistics, as well as trends in drag-alteration and secondary motion as a function of riblet geometry and spacing. We demonstrate the ability of the RNL model to reproduce additional flow features by decomposing the roughness function to isolate contributions from the total stress and comparing its predictions to DNS data. This work describes a microstrip log-periodic dipole array (MLPDA) antenna that uses metamaterials and operates across the whole Ka-band. The suggested MLPDA antenna layout provides a wide bandwidth with fewer dipole elements than traditional MLPDA antennas while maintaining the same resonance frequencies. To reduce size while covering a wide operational spectrum, the antenna design includes bending dipoles as radiating elements, as well as an incomplete ground plane. Abstract: The new distributed confrontation in future emphasizes systematic combat and flexible use of power in the resistance environment. To study and analyze the potential threats of such new forms of distributed confrontation, this paper proposes a system confrontation strategy focused on decisionmaking confrontation from the perspective of network and electromagnetic space. In addition, a highly flexible and saleable behavior model adversarial framework is proposed. This study uses fixed and variable video game types to measure pretest sensitization as a proxy for repeated and varied threat test scenarios in system performance testing of air and missile defense systems. The pretest sensitization phenomenon exists when repeated exposure to a test condition influences the participant's response. Research shows air and missile defense development correlates with video games, resulting in similar interfaces and computer operating environments. This paper presents a synchrophasor-based real-time cyber-physical power system testbed with a novel security evaluation tool, pySynphasor, that can emulate different real attack scenarios on the phasor measurement unit (PMU). The testbed focuses on real-time cyber-security emulation using different components, including a real-time digital simulator, virtual machines (VM), a communication network emulator, and a packet manipulation tool. Abstract: Cognitive bias, stemming from electronic measurement error and variability in human perception, exists in cognitive electronic warfare and affects the outcomes of conflicts. In this paper, the dynamic game approach is employed to develop a model for cognitive bias induced by incomplete information and measurement errors in cognitive radar countermeasures. The payoffs for both parties are calculated using the radar's anti-jamming strategy matrix A and the jammer's jamming strategy matrix B. With perfect Bayesian equilibrium, a dynamic radar countermeasure model is established, and the impact of cognitive bias is analyzed. While biometric identifiers—such as fingerprints, retina scans, and facial recognition—offer reliable and convenient authentication, they also raise significant concerns regarding privacy and security. This paper examines how biometric data is stored, the vulnerabilities it faces, and the most effective methods for safeguarding it. By highlighting the critical importance of biometric data protection, this study reviews current research on approaches, strategies, and policies that enhance security while preserving the functionality and efficiency of biometric systems.

Resulting from breakup events, such as collisions and explosions, hypervelocity fragments create potential hazards for both terrestrial and on-orbit environments, such as terrestrial weapons explosions and satellite breakup events, respectively. To avoid unnecessary damage, an accurate understanding or characterization of hypervelocity fragmentation events is vital. Currently, publicly available two-line elements collected from on-orbit breakup events are limited, excluding pre-detonation parent body conditions, such as orientation, and information of smaller fragments.
