This research investigates the ability of large language models (LLMs) to recognize due process issues. Due process is a legal concept focused on the protection of the individual during interactions with government when life, liberty, or property are being impacted. Due process presents both substantive and procedural aspects that are challenging to incorporate into generative artificial intelligence. Through assessing model performance, creating benchmarking techniques, retrieval-augmented generation (RAG), and fine-tuning, this work seeks to measure due process recognition performance and improve performance in identifying due process issues. In an increasingly interconnected world, cybersecurity professionals play a pivotal role in safeguarding organizations from cyber threats. To secure their cyberspace, organizations are forced to adopt a cybersecurity framework such as the NIST National Initiative for Cybersecurity Education Workforce Framework for Cybersecurity (NICE Framework). This dissertation introduces a novel computational simulation framework for evaluating the emergent behaviors of three swarm drone models using Agent-Based Modeling and Simulation (ABMS). The three swarm models are a Leader-Follower swarm model based on Bruckstein's antline theory, a Flocking model based on a simplified Reynolds 'Boids’ model, and a Stigmergic model with pheromone-based coordination. The primary objective of the simulation is to evaluate the performance of these models in delivering a user-defined number of drones of each type to a target area of interest in four separate scenarios, resulting in 50,000 separate simulation trials. This article argues that the United States must adapt its nuclear deterrence strategy to counter the People’s Republic of China’s (PRC) accelerating nuclear force expansion. As Beijing seeks to achieve nuclear parity with Washington—projecting up to 1,500 warheads by 2035—the authors contend that U.S. strategy must evolve from Cold War-era models to meet the Indo-Pacific’s unique strategic challenges. This article argues that in the unique physical and operational environment of outer space, offensive operations hold intrinsic advantages over defensive ones. Drawing upon classical military theorists such as Clausewitz and Corbett, the author contends that the traditional dominance of the defensive form of war—rooted in terrestrial conditions—does not extend to celestial conflict. The transparency and remoteness of the space domain neutralize key defensive benefits, such as proximity to supply bases, concealment, and fortified positions, while also diminishing the factors that typically cause terrestrial offensives to culminate. As space becomes an increasingly vital domain for national security, debates persist about how much secrecy should surround U.S. military space programs. This article argues that the strategic declassification and disclosure of selected space capabilities can strengthen U.S. deterrence by enhancing the credibility of deterrent threats. Drawing from theories of costly signaling and audience costs, the paper introduces strategic disclosure as a novel form of costly signal. Such disclosure imposes bureaucratic and operational costs while exposing capabilities to potential adversary countermeasures—thereby demonstrating resolve and seriousness of intent. The Navy spends $60 billion annually on dangerous ship maintenance performed by sailors. To save lives and resources, the Naval Surface Warfare Center (NSWC) is looking for robots to replace sailors and navigate ships to perform various tasks. Robots with tracks and wheels have been most recently explored by NSWC, however they have encountered significant problems navigating the ships, especially through naval ship doorways with a significant ledge. By using a legged robot, our team hopes to solve these problems and have a robot that can navigate the ship with relative ease and stability.

Required areas of proficiency include the ability to use available ML tools and the ability to develop new tools to solve engineering problems. Recent advances in Radio Frequency (RF)-based device classification have shown promise in enabling secure and efficient wireless communications. However, the energy efficiency and low-latency processing capabilities of neuromorphic computing have yet to be fully leveraged in this domain. This paper is a first step toward enabling an end-to-end neuromorphic system for RF device classification, specifically supporting development of a neuromorphic classifier that enforces temporal causality without requiring non-neuromorphic classifier pre-training. This study examines U.S. maritime transportation readiness in the Indo-Pacific, highlighting fleet age, mariner shortages, shipyard decline, and port vulnerabilities. It also considers contested logistics and technological threats. Recommendations include fleet recapitalization, mariner pipeline growth, port diversification, and defensive upgrades. This article investigates NATO’s dependence on space systems in joint warfighting and explores the use of simulation to quantify degradation effects. Using a custom-built AFSIM model of a NATO Arctic operation, the study demonstrates how GNSS spoofing and crosslink jamming undermine data integrity, commander trust, and strike execution—even without kinetic losses. Results show that partial degradations can cause mission failure through decision paralysis. By moving beyond binary modeling, this research highlights the need for nuanced simulations to prepare NATO for contested space environments and the challenges of great power competition.

This article analyzes the survivability of Russia’s second-strike capability in the Arctic through the lens of classical nuclear deterrence theory. Despite heavy commitments in Ukraine, Moscow continues to modernize its Northern Fleet and reinforce bastion defenses, underscoring the Arctic’s role as the cornerstone of its retaliatory deterrent. While these strategies mirror Cold War practices, they face unprecedented challenges from NATO expansion, multipolar competition, and advances in anti-submarine detection technologies. The study concludes that safeguarding Russia’s second-strike capability not only shapes regional security dynamics but also has broader implications for global strategic stability.

This article examines how Russia’s 2022 invasion of Ukraine has intensified nuclear reliance among Arctic states. Applying a new framework of “conventional-nuclear vulnerability,” it analyzes the nuclear policy shifts of Sweden, Finland, and Russia. The findings show that Finland and Sweden pursued NATO membership to secure nuclear guarantees, while Russia adopted riskier nuclear signaling and lowered thresholds for nuclear use. These developments highlight the growing centrality of nuclear deterrence in Arctic security, underscoring the challenges for U.S. and NATO policymakers in balancing assurance and deterrence in a volatile regional environment.

This study analyzes Russia’s evolving strategic culture to assess its implications for deterrence in the Arctic. It argues that Western deterrence frameworks insufficiently account for Russia’s integration of military, economic, informational, and political tools into a holistic strategy. Rooted in a siege mentality and aspirations for great power status, Russia perceives the Arctic as central to its security, economic modernization, and geopolitical influence. By situating Arctic policy within this cultural framework, the analysis highlights the need for U.S. and NATO practitioners to reassess assumptions and develop more culturally attuned deterrence strategies.

Cell-free biosensors harness the selectivity of cellular machinery without living cells’ constraints, offering advantages in environmental monitoring, medical diagnostics, and biotechnological applications. This review examines recent advances in cell-free biosensor development, highlighting their ability to detect diverse analytes including heavy metals, organic pollutants, pathogens, and clinical biomarkers with high sensitivity and specificity. The purpose of this qualitative case study was to describe the use of drones by suburban police departments in Texas, and its central research question asked how that drone use aligns with what prior research found the public supports. The research design used a holistic multiple-case approach that involved interviewing police officers who use drones as part of their law enforcement responsibilities. Relevant theoretical frameworks were social contract theory, Packer’s theory on law enforcement, and evidence-based policing theory. This report summarizes the findings of a two-day Old Dominion University Mission Engineering Workshop involving the U.S. Navy, U.S. Marine Corps, U.S. Air Force, National Aeronautics and Space Administration, the University of New South Wales, and Old Dominion University, focused on defining the roles, competencies, and skills essential to Mission Engineering. It presents a structured competency framework and offers recommendations to guide workforce development, training, and cross-agency collaboration in support of complex, mission-driven systems.

The growing usage of the Internet of Things (IoT) has made it necessary to ensure
the security of these interconnected devices. Key management becomes particularly
challenging when devices are not always online due to resource constraints or business
decisions. Moreover, the IoT infrastructure typically relies on the publish-subscribe
model for communication, which raises additional security considerations since the
message broker becomes a central point of attack. Existing solutions with end-toend
encryption from publisher to subscriber are either computationally expensive for
resource constrained devices or compromise on the decoupling in publish/subscribe

A 28-GHz multibeam joint communication and sensing system called SideSense is presented, in which a line-of-sight (LoS) beam is used to maintain reliable communication, while other sensing beams are used to enhance physiological motion detection. SideSense decodes the motion frequency and shape from the channel state information (CSI) by first tuning the gain ratio and phase differences between the LoS communication beam and non-LoS (NLoS) beam to maximize the sensing signal-to-noise ratio (SSNR) without significantly degrading the communication channel capacity (CCC).
