The events of recent hurricane seasons have made evacuation one of the leading emergency management issues. In 1998 and 1999, Hurricanes Georges and Floyd precipitated the two largest evacuations in U.S. history and perhaps, its two largest traffic jams. In response to the problems experienced during these events, many State Department’s of Transportation (DOT) have begun to take a more active role in the planning, management, and operation of hurricane evacuations. The Federal Highway Administration (FHWA) requires state transportation agencies to submit a biennial report on local highway finances. The purpose of these reports is to provide FHWA with the data it needs to capture the financing of highway activities at the local level. Based on this information, it can identify trends in revenue, expenditures, investments, and program development, and in turn make decisions about future investments. The report, FHWA-536, asks agencies to report on four areas of local highway finance: 1) disposition of highway-user revenues; 2) revenues used for roads and streets identified by source and funding type; 3) road …

This report presents a Business Plan for Intelligent Transportation Systems (ITS) in Kentucky. The purpose of the Business Plan is to define ITS projects that are planned for implementation from 2002 through 2007. The list of projects contained within this document was developed using Kentucky’s ITS Strategic Plan, the ITS National Architecture, and stakeholder input.
There are 21 projects planned for implementation over the next 6 years at a total estimated cost of nearly $80 million. Another five projects will be considered when the Business Plan is updated in two years. These projects cover a wide range of topics including: …

Kentucky Transportation Center Research Report
This report summarizes the efforts to provide the Kentucky Transportation Cabinet with a system for evaluating the quality of the performance of contractors on highway construction projects and using that evaluation in the Cabinet’s annual prequalification process for contractors. Contacts with several other state departments of transportation were made to identify best practices and concerns. An advisory committee of experienced KyTC engineers plus Kentucky contractor representatives met extensively to develop the final performance evaluation documents to be used in the process.

Research regarding the administration and collection of road fund revenues has focused on gaining an understanding of the motivations for tax evasion, methods of evasion, and estimates of the magnitude of evasion for individual states. To our knowledge, little attention has been focused on the impact road fund collection, assessment, audit, and enforcement processes have on tax evasion. The purpose of this study is to review the current road fund assessment, collection, audit, and enforcement processes and procedures and to develop recommendations to improve the efficiency and effectiveness of the process.

Changeable message signs (CMS) are used to communicate accurate, timely, and pertinent information to travelers on Kentucky’s roadways. This information helps travelers avoid hazards or delays and respond properly to changing roadway conditions. In an ideal environment, the Kentucky Transportation Cabinet (KYTC) would be able to allocate CMS to various areas of the state based upon changing needs. The location of each sign would be monitored, and the message could be controlled and checked remotely.

A study of the effects of time on axial pile capacity in glacial deposits is presented in this report. The dynamic and static load database test results of the Route 21, Viaduct Replacement project are studied and analyzed. In this project two sizes (18-inch and 24-inch dia.) of closed end pipe piles varying in length 100 to 150 feet driven through highly variable glacial deposits were utilized. Within a small reach the subsurface conditions and the behavior of pile capacity with time varied considerably. About 112 piles were tested dynamically by Pile Driving Analyzer. The objective of this study was to investigate the needs of and resources available to local public agencies to construct and maintain their transportation infrastructure. Components of the infrastructure included in this study are roads, bridges and culverts, traffic and traffic safety, and operational and administrative costs. The results of the study indicate there exists a significant shortfall in funding in most of these areas.

This paper first provides an overview of the evolution of tailings dam engineering over the years. It then highlights key factors affecting seismic performance of tailings dams: such as site seismicity, foundation and damfill geotechnical characteristics, dam design, construction, operation and decommissioning, seismic slope stability, and dam rehabilitation. Finally, it reviews some of the recent trends that lead to new challenges to the engineering profession. These challenges include: coping with heightened public concern about dam safety; balancing potential conflict between seismic and environmental requirements; and addressing issues introduced by globalisation of the mining industry. Despite a proliferation of papers on quantitative risk analysis for dams during the past twenty years, risk analysis has not found widespread application in dam safety practice. Recent experience suggests that, despite a great deal of enthusiasm in the 1990’s, the professional opinion concerning the usefulness of risk analysis in dam safety practice is almost as divided now as it was in the early 1980’s. This report shows the revenues and expenditures associated with county and city resources for fiscal year 1998-1999 within the state of Kentucky. Federal Highway Form 536, which is included as the primary product of this project, shows where all revenues were generated as well as all allocations of the local highway funds. Also included within this report is a detailed report on county road finance, which is widely used within government throughout Kentucky to determine where allocated funding has been spent.

Highway Advisory Radio (HAR) is a broadcasting system used by transportation agencies to disseminate vital real-time traffic information to motorists. Each transmitter is restricted by the rules and regulations of the Federal Communications Commission (FCC) to an average broadcast radius of three to five miles. Most commonly these transmitters are located at major highway intersections, such that motorists may take alternate routes in case of congestion or emergencies.

This research is being conducted as part of a larger study of the public’s perceptions of state-maintained rural highway pavements in Wisconsin, Minnesota, and Iowa. Later stages of this project will involve interviewing residents of the three states by telephone to gather information about people’s concerns about the pavements in general and specific stretches of highways in particular. Information from this effort is expected to aid the states’ Departments of Transportation refine the standards used to set pavement reconstruction priorities to better meet the needs of residents.

Another Look At The L'Ambiance Plaza Collapse, Rachel Martin, Norbert J. Delatte

The collapse of the L'Ambiance Plaza building, under construction in Bridgeport, Conn., in 1987, killed 28 construction workers. A number of concurrent investigations were undertaken to attempt to determine the cause. At least six separate theories were developed. However, a prompt legal settlement kept these investigations from being completed. This paper reviews the collapse and discusses the competing theories. The failure focused controversy on the safety of the lift-slab construction method. Because there is a need in civil engineering education for case studies to illustrate ethical and professional issues as well as technical principles, this paper also addresses these aspects. …

The purpose of this study was to review new aircraft deicing technologies and developments and surmise which approach may be the most appropriate for the Dane County Regional Airport’s (KMSN) expansion plans, size, available funds, and environmental impact reduction efforts. This paper focuses on the emerging glycol source reduction issues that may be most suitable for this particular airport. A new deicing technology at KMSN would reduce the amount of aircraft deicing fluid used, allow for effacing flight operations, limit environmental impact, and lessen the costs of maintaining and operating the current glycol fluid recovery and treatment system.

The 26th Conference on Senior Engineering Design Projects was held on April 11, 2000 at the College of Engineering and applied Sciences on the Parkview Campus of Western Michigan University. The college sponsors the conference to showcase the work of its graduating seniors, who are required to complete a capstone project that puts into practice what they have learned. Many of the projects are sponsored by business and industry.

The Riverside Parkway comprises some 3.2 miles of elevated steel (plate-girder) in downtown Louisville having approximately 24,054 tons of steel. The structures had existing coatings that contained lead. The project posed significant operational and public safety and operational constraints due to close proximity of the structures with residences and businesses along the entire route. In 1996, the KYTC Paint Team developed experimental specifications to re-paint the Parkway by overcoating. Surface preparation procedures included 3,000-psi pressure washing and power-tool cleaning. Containment enclosures were employed throughout the project and hazardous wastes were collected and disposed of. The Parkway spans were painted with …

This study describes how lean principles and thinking can be applied to space range operations. The "lean" concepts of the right thing, right place, and the right time are applicable and relevant to this study. The basis for the lean concepts and principles considered is the Lean Aerospace Initiative (LAI). The LAI originated from the International Motor Vehicle Program (IMVP) that was conducted by a team from the Massachusetts Institute of Technology (MIT). The service life of highway bridges is limited by the deterioration of their substructure components. In the U.S., it is estimated that more than 240,000 (about 40%) of the highway bridges are functionally or structurally deficient. Repairing these deteriorated bridges using traditional methods is usually time-consuming and expensive. Furthermore, these methods are such that they can cause a number of problems, such as being a threat to public safety and severe traffic disruption. This study addresses the issue of whether the message content of variable message signs (VMS) can be used as a control variable to favorably influence traffic conditions in real-time. The focus is on the level of detail of information displayed on the VMS, and not human factor issues. It implies an understanding of driver sensitivity to information content. Also, for real-time implementation, the displayed information should be consistent, timely, and reliable.
