Many Departments of Transportation (DOTs) have made tremendous efforts for managing their civil infrastructure systems effectively and to meet public demands for their performance and safety. The introduction of warranties help many DOTs keep their construction with better quality by shifting post-construction responsibilities to contractors. Warranties are applied to numerous items according to each DOT’s needs, and this research focuses on steel bridge painting protection policy for Indiana Department of Transportation (INDOT). Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. It would also include incentives for municipalities to think beyond their borders and to act with greater efficiency and effect. It is the purpose …

Decision analysis in subsurface contamination management is generally carried out through a traditional engineering economic viewpoint. However, new advances in human health risk assessment, namely, the probabilistic risk assessment, and the growing awareness of the importance of soft data in the decision-making process, require decision analysis methodologies that are capable of accommodating non-technical and politically biased qualitative information. In this work, we discuss the major limitations of the currently practiced decision analysis framework, which evolves around the definition of risk and cost of risk, and its poor ability to communicate risk-related information. Automated image segmentation of objects in complex lighting environments is a difficult task since it is not possible to pre-define a threshold to distinguish the object from the background. It is ascertained that an effective threshold citation for such objects depends on the negative binomial distribution of the object region with respect to the background lighting. Based on this concept, a novel adaptive threshold selection method for automatic segmentation of the lumen region in endoscopic images is presented in this thesis. There are both internal and external pressures on the U.S. Department of Energy to reduce the estimated costs of isolating radioactive waste, $19 billion for transuranic waste at Waste Isolation Pilot Plant (WIPP) and $57 billion for high level waste at Yucca Mountain. The question arises whether economic analyses would add to the decision-making process to reduce costs yet maintain the same level of radiological protection. This paper examines the advantages and disadvantages of using cost-benefit analysis (CBA), a tool used to measure economic efficiency as an input for these decisions. A new wide-band shorted planar monopole with a bevel is presented. The numerical simulations and measurements demonstrate that the impedance bandwidth of a wide-band planar square monopole is shown to increase dramatically by combining bevelling and a shorting technique. The radiation pattern stability is also discussed.

In this study, CORSIM 5.0 simulation model results were used to evaluate the effectiveness of the contraflow segment on westbound I-10 out of the City of New Orleans. The Louisiana State Police plan for the contraflow segment was used to construct the CORSIM network. Alternative plans were also developed in this study to compare the effectiveness of the contraflow operation. With the use of CORSIM, traffic flow on the contraflow segment was determined based on the amount of evacuating vehicles leaving the exit nodes. The following report demonstrates the accuracy of using Ground Penetrating Radar (GPR) to determine both the surface layer thickness for asphalt, and concrete pavements. In addition tests were conducted to identify GPR’s repeatability on dry pavements, GPR’s ability to determine pavement layer thicknesses in wet conditions, and an attempt was made to determine the number of actual field cores necessary to accurately post-process radar data into thickness values.
The equipment used to perform these evaluations was Geophysical Survey Systems Inc.’s model SIR 10B with the model 4108 (1 GHz.) air-launched horn antenna.

The objective of this research is to demonstrate pattern recognition tools such as decision trees (DTs) and neural networks that will improve and automate the design of relay protection functions in electric power systems. Protection functions that will benefit from the research include relay algorithms for high voltage transformer protection (TP) and for high impedance fault (HIF) detection. A methodology, which uses DTs and wavelet analysis to distinguish transformer internal faults from other conditions that are easily mistaken for internal faults, has been developed. I-65 project in downtown Louisville consisted of 27 bridges having approximately 1,493,100 ft2 of steel. The structures had existing coatings that contained lead. The project posed significant operational and public safety and operational constraints due to close proximity of the structures with residences and businesses along the entire route. In 2000, the Central Office Project Design Team developed experimental specifications to abrasive blast and re-paint the bridges. Surface preparation procedures included solvent cleaning, pack rust removal and abrasive blast cleaning. The state of New Jersey enacted two regulations with significant importance to the highway operations: 65 mph speed limit and truck restriction on the National Network. The speed limit of 65mph was used on limited sections of interstate system highways with an objective to reduce energy consumption by vehicles and truck restriction was used on the interstate system and other state highway system to reduce large truck accidents and thereby increase truck safety. In this research, the safety impacts of these two regulations on truck crashes were studied.

This study addresses the wireless geolocation problem that has been an attractive subject for the last few years after Federal Communications Commission (FCC) mandate for wireless service providers to locate emergency 911 users with a high degree of accuracy -within a radius of 125 meters, 67 percent of the time by October 2001. The Kentucky Transportation Cabinet implemented a 220 MHz wireless communication system as part of the TRIMARC traffic management system. The purpose of this research effort was to evaluate the use of the 220 MHz system to transmit data collected at the roadside to an operations center to enable operators to make sound decisions regarding traffic flow within the greater metropolitan area of Louisville, Kentucky. The attributes of the 220 MHz communication system, relative to functional reliability and cost effectiveness of the system were evaluated to determine if further use of 220 MHz technology for ITS applications is warranted.

The objective of this research project is to identify the effects of service exposure on aircraft materials. The senior author participated in the KC-135 Corrosion Prevention Program conducted by the University of Utah, Salt Lake City. Data from this research program was analyzed to compare the fatigue crack growth rates of aged aircraft materials with those of virgin materials. 2024-T3(clad) Middle Tension (M(T)) specimens were machined from the fuselage and upper wing skins of a retired aircraft. Fatigue crack growth rate (da/dN) and mode 1 stress intensity factor range (Δ K) plots were generated for both sets of data. The …

In Missouri, 11 traffic signal mast arms fractured at the arm-post weld connection in 7 years. To reduce this fatigue failure, the Missouri Department of Transportation developed a fatigue-resistant weld profile that increases the weld leg and reduces the slope of the weld at the toe. This study investigated causes of the failed arms, compared performance of new and old weld profiles, and suggested retrofitting measures for further investigation.
