The 25th Conference on Senior Engineering Design Projects was held on November 30, 1999 at the College of Engineering and applied Sciences on the Parkview Campus of Western Michigan University. The college sponsors the conference to showcase the work of its graduating seniors, who are required to complete a capstone project that puts into practice what they have learned. The Air Force Class A aviation mishap rate has hovered around 1.5 mishaps per 100,000 flight hours since 1985. Recent attention on Air Force accidents has caused the leadership to seek to reduce its mishap rate. The Army's Class A aviation mishap rate declined after it implemented risk management (RM) principles in 1987. This reduction caught the attention of Air Force leadership who have since stated that the application of operational risk management (ORM) is how the Air Force will reduce, even eliminate, mishaps. Throughout North America, selected public agencies have been assigned the responsibility for monitoring commercial vehicle traffic to make sure the commercial vehicles operating on public roadways are in safe operating condition, have proper registration and operating authority, are within legal size and weight limits, and have paid all appropriate fees and taxes. To accomplish this goal, all 50 States have established roadside monitoring and enforcement programs.

With limited resources and increasingly heavy truck volumes, roadside enforcement officers must continually make decisions about which trucks to check and which to allow to proceed. This process of selecting some trucks for closer …

A risk-enhanced approach to dam safety risk assessment combines the benefits of the traditional approach with those of risk assessment. There is a need to automate the risk analysis calculations component of the risk assessment process so that the time and effort thus saved can be beneficially expended on strengthening risk assessment inputs.

The United States Army Safety Center is challenged with identifying the top ten most severe hazards in Army Aviation. This research utilizes value-focused thinking and multiattribute preference theory concepts to produce a decision analysis model designed to aid decision-makers in their analysis process. The severity model is based on the Army's Risk Management doctrinal manual and has been tailored specifically for aviation related accidents and hazards. The model determines the severity and risk ranking for 65 categories of accidents and 24 existing hazards. The study identifies various painting systems that are successfully used in Indiana’s surrounding states and other industries. The identified systems are further screened and evaluated. After prudently comparing INDOT’s inorganic zinc / vinyl system with the waterborne acrylic system, the moisture cure urethane coating system, and the 3-coat system of zinc-epoxy-urethane, the results show that the new 3-coat system fulfills INDOT’s needs with the most benefits. Therefore, the 3-coat system is recommended to replace INDOT present inorganic zinc / vinyl system. To deal with the problems facing the lead-based paint, a comparison between full-removal and over-coating alternatives is made. Results …

This document provides general considerations for evaluating the feasibility of photovoltaic (PV) lighting applications. These considerations include assessing lighting requirements, understanding site conditions and investigating alternative lighting and power source options. These guidelines are intended to help prospective buyers of PV lighting equipment evaluate applications, as well as helping those supplying systems and equipment identify potential markets for their products. Also covered in this document is an overview of popular PV lighting system applications, including area and sign lighting, signal and warning systems, consumer lighting devices and solar home lighting systems.

Seismic Isolation Of A Highly Skewed, Prestressed Concrete Girder Bridge, Bradley Neil Robson, Issam E. Harik, David L. Allen

Kentucky Transportation Center Research Report

A relatively new approach for designing or retrofitting highway bridges in seismic zones involves isolating the superstructure from the substructure. Through experimental and analytical investigations, this study evaluates the effectiveness of isolating one particular bridge: a highly skewed, prestressed concrete, slab-on-girder bridge. Dynamic testing of the bridge was performed using the pullback, quick-release method. A three dimensional finite element model of the bridge was created. It was refined, or calibrated, to match experimentally determined natural frequencies and mode shapes. Time-history analyzes, using site-specific acceleration records, were conducted for the seismically isolated bridge model and an identical, non-isolated bridge model.

Since the advent of radar in the 1940s, it has been well known that water drops composing precipitation scatter microwaves in a predictable manner. This characteristic of early. radar has lead to the present day Weather Surveillance Radar (WSR-88D) or NEXRAD systems, operated by the National Weather Service (NWS). One of the important environmental issues raised recently in regard to coal ash reuse for highway construction purposes (e.g., embankment development) is that of worker, and public, exposure to radiation which might possibly be emitted by these types of residuals. Radiation emission is, in fact, a natural phenomenon for most materials, both natural and man-made, but in the case of coal ash residuals the process of combustion produces an inevitable concentration of radionuclides from the original virgin coal. These advancements and interests require a regulatory framework to control the operation of, and competition within the telecommunications industry. This paper focuses on government regulation of telecommunication carriers, information services (internet), video-programming and wireless telecommunication (spectrum). This paper also highlights the roles of the Federal Communication Commission (FCC) under the Telecommunications Act of 1996 as compared to previous laws prior to the 1996 Act.

Delays associated with incidents and accidents on heavily traveled highways have been recognized as a major inconvenience and a burden on the driving public. Heavy traffic volumes on interstates in Kentucky result in significantly increased probability for delay occurrences. When there is an occurrence which disrupts traffic, the adverse effects are widespread. High volumes of trucks use the north-south corridors in the state and delays can produce significant costs to both shippers and users of products being shipped.

This report presents fundamentals of battery technology and charge control strategies commonly used in stand-alone photovoltaic (PV) systems. This work is a compilation of information from several sources, including PV system design manuals, research reports and data from component manufacturers.

Details are provided about the common types of flooded lead-acid, valve regulated lead-acid, and nickel cadmium cells used in PV systems, including their design and construction, electrochemistry and operational performance characteristics. Comparisons are given for various battery technologies, and considerations for battery subsystem design, auxiliary systems, maintenance and safety are discussed.
