Net-centric services shall be designed to collaborate with other services used within the supported Community of Interest (COI). This requires that such services not only be integratable on the technical level and interoperable on the implementation level, but also that they are composable in the sense that they are semantically and pragmatically consistent and able to exchange information in a consistent and unambiguous way.

Just getting started with knowledge management can be difficult enough for many organisations, however the real challenge is actually how to embed the new practices. The expression "Success is a journey, not a destination" is particularly apt for KM. This research presents findings from stakeholder analyses carried out in an Irish government agency. The agency has been on its KM journey for nearly four years and has attempted to implement a comprehensive and full-scale strategy. As businesses consolidate and modernize their operations, the impact on their network and computing infrastructure is a major consideration. In this thesis, discrete event simulation is used to show how implementation of an Enterprise Resource Planning (ERP) system can impact network performance and ultimately affect end-users. More specifically, the model simulates the flow of data packets across a network, through a Service Delivery Point (SDP), which is comprised of routers, switches, and firewalls that connect a Local Area Network to a Wide Area Network.

The long-term care (LTC) industry provides medical and social services in facility-based settings to the elderly, chronically ill, and disabled. With the aging of the United States population, the need for LTC workers is expected to drastically increase in the next decade. However, the industry faces a significant staffing shortage. One potential cause of staffing problems in LTC is working non-standard work schedules. Because of the need to provide around the clock care, LTC employees often work non-standard shifts, long hours, night work, and over weekends and holidays. A scenario is a description of potential future conditions produced to inform decision-making under uncertainty. Scenarios can help inform decisions that involve high stakes and poorly characterized uncertainty, which may thwart other, conventional forms of analysis or decision support. Originally developed to study military and security problems, scenarios are now widely used for strategic planning and assessment in businesses and other organizations, and increasingly to inform planning, analysis, and decision-making for environmental issues, including climate change.

Drawing on social network theories and previous studies, this research examines the dynamics of social network structures in open source software (OSS) teams. Three projects were selected from SourceForge.net in terms of their similarities as well as their differences. Monthly data were extracted from the bug tracking systems in order to achieve a longitudinal view of the interaction pattern of each project. Social network analysis was used to generate the indices of social structure. The present study identifies the dimensions and variables using prior research within each of the constructs under the management systems, fit and, organizational strategy, structure, lifecycle and performance. The constructs from the research model were defined with a combination of direct, calculated and coded measures. Context analysis for each case categorized management systems design into either prescriptive or descriptive. The selected performance measures have been extensively investigated in the research fields associated with organizational management. Given the high demand for mission capable airlift aircraft and considering increasing budget pressures, Air Mobility Command decision makers need a better understanding of mission capable (MC) rate-related factors and their interactions for mobility aircraft. A simulation technique was used to investigate the impacts of organizational structure on an organization's social network. By simulating personnel in an organization as vertices in a graph and the aging of the corporation as the aging of the same graph, the maturation of an organization was realized. The characteristic path length of the graph was measured after each year returning an optimistic average organizational distance. Results include the finding that, per this model, an organization's characteristic path length can drop over 50% in a 20 year period with consideration of edges of all strengths. The main drivers for this research are the complexities associated with the project management and an organization's project management style in dealing with these complexities. This research aims to demonstrate that alignment between project complexity and project management style increases project performance and decreases project issues, and also, with increased project issues, project performance deteriorates. Heuristic optimization methods are adaptive when they sample problem solutions based on knowledge of the search space gathered from past sampling. Recently, competent evolutionary optimization methods have been developed that adapt via probabilistic modeling of the search space. However, their effectiveness requires the existence of a compact problem decomposition in terms of prespecified solution parameters. How can we use these techniques to effectively and reliably solve program learning problems, given that program spaces will rarely have compact decompositions? Kentucky Transportation Center Research Report
This study investigates the impact of DOT organizational structures on effective transportation planning and performance. A review of the 50 state DOT authorizing statutes and DOT organizational charts found minimal differences in organizational structures among the states. However, 37 states have quasi-independent commissions (sometimes called boards, or councils.) A statistical analysis showed that the commission states have higher Government Performance Project (GPP) scores than the non-commission states. The analysis suggested that effective commissions avoid having members represent geographical regions and political parties and avoid giving the commission the power to select the director of the DOT. Optimizing operational organizational effectiveness is the central, although often unstated, goal of engineering management and systems engineering research and applications. Two fundamental problems remain to be addressed in pursuit of this goal. First, despite over fifty years of research in various disciplines, there is still no universally accepted definition of organizational effectiveness. The goal of this research was to develop a data collection instrument for an existing information technology implementation and sustainment model. In 2003, a unique system dynamics model was developed at the Air Force Institute of Technology to predict the behavior of information technology implementation and sustainment (Fonnesbeck, 2003).
