The Safety Management System (SMS) is one of six management systems mandated by Section 1 034 of the 1991 lntermodal Surface Transportation Efficiency Act (ISTEA). The overall goal of a SMS is to reduce the number and severity of traffic crashes. lt is to be comprehensive in that it incorporates all public roads and all contributing factors associated with the driver, the vehicle, and the roadway. The objective of this study was to develop a procedure to implement a SMS for Kentucky. A recommended process is described. The record of performance of landfills in earthquakes is excellent. However, the advent of geosynthetic liner and cover systems has increased the susceptibility of modern landfills to seismically-induced instability and deformations. Analyses used to assess the performance of landfills in earthquakes include site response, limit equilibrium stability, and Newmark deformation analyses. Well documented case histories of the behavior of landfills subject to seismic loading are necessary to improve knowledge of the parameters required for these analyses and thereby enhance the reliability of seismic performance evaluations for landfills.

Many hillside fills located in the Santa Monica, Santa Susana, and San Gabriel Mountains were damaged during the 1994 Northridge Earthquake. While no deaths have been attributed to fill movement, on the order of tens of millions of dollars in property damage was caused by fill movements which typically involved less than about 7.5cm (3 inches) of localized displacement. Some of the damage was induced by permanent deformations of underlying native materials, but most appears to have resulted from ground failure or ground shaking phenomena associated directly with the fill materials. These phenomena include cyclic compaction, lurching, and amplification of …

A simulation/optimization (S/0) model to aid managing multiobjective wastewater loading to streams while maintaining adequate downstream water quality is presented. The conflicting objectives are to maximize the human and dairy cattle populations from which treated wastewater can be discharged to the river system. Nonindustrial municipal (domestic) wastewater undergoes primary and secondary treatment by a sewage treatment plant (STP) before entering as a steady point source. Dairy wastewater is treated by overland flow (OLF) land treatment before entering the stream as a controlled steady diffuse source. Research and development is presented of real time signal processing methodologies for the detection of fetal heart tones from noise contaminated signals obtained from passive acoustic sensors. A nonlinear Teager energy operator is utilized for detection of the fetal heart tone event. Autocorrelation and a parallel redundancy correction algorithm derives fetal heart rates. A real time monitoring system is described which records and plots the time history of both the fetal heart rate and the acoustic fetal heart signal. Development in electronic displays and computers have enabled avionics designers to present the pilot with ever increasing amounts of information in greater detail and with more accuracy- However, technological developments have not always brought about enhancement of the pilot's role. Investigating the interaction of cockpit crew members and the vast array of automated systems they control and monitor will contribute to the determination the effect this interface has on the performance of the cockpit team. Environmental managers must compare the potential impacts of waste products when deciding upon courses of action. The estimation and comparison of these impacts is a subjective process, and few methods of comprehensive, quantitative comparison of waste products currently exist. The intent of this study is to develop a decision methodology to evaluate the environmental impacts of waste products and to score them for comparison. The method will follow established system design principles and incorporate significant characteristics of the waste material. This research has two primary objectives. The first is to develop a generic, interactive, spreadsheet-based life-cycle cost model that uses net present value and risk analysis techniques for cost comparison. The second is to apply the model specifically to the vitrification and cementation methods of waste remediation. By using spreadsheet analysis and graphics capabilities, the model will provide direct and objective comparisons of remediation alternatives. Since vitrification is a new technology, the plant design and operations are conceptual. Therefore, computer simulation and engineering judgement are integral to the vitrification LCC estimate.

The purpose of this work is to investigate the efficiency of existing methods for on-line fault detection when applied to three-phase induction motors, spc:cifically to test known theoretical calculations of harmonics developed by certain types of faults experimentally. The work involves the development of equipment and test procedures needed and research of existing methods of fault detection. The experiments are cor~ductedb y planting a fault in a test induction machine and then performing a Fast Fourier Transform (FFT) on the line current. Recently, we presented a method for estimating the pulmonary capillary volume and transport function based on the use of a reference indicator and two or more indicators that rapidly equilibrate (radially) with the tissue (i.e., the concentrations in the vascular and extravascular spaces at a given axial location are in equilibrium) during transit through the capillaries in a bolus-injection indicator dilution method (S. The feasibility of converting fuel-bound chlorine and nitrogen into HCl and N2 with reduced pollutant emissions of CO, NO, and unburned hydrocarbons was investigated in a two-stage turbulent flow reactor. The study consists of four segments: completion and validation of the experimental facility, experimental and modeling studies of methyl chloride (CH3Cl) combustion, similar studies on monomethyl amine (CH3NH2), and finally studies on simultaneous CH3Cl and CH3NH2 combustion.

Power spectral analysis of heart rate variability (HRV) provides a powerful non-invasive too] for exploring the balance between sympathetic and parasympathetic components of the autonomic nervous system. In the spectrum of HRV, there are three distinct peaks. The high frequency (HF) band (0.15 to 0.4 Hz) is correlated with parasympathetic activity and this is the band of interest 'in the study.

Spectral analysis of the EMG signal is a useful tool for studying the complex phenomena of fatigue. The spectral parameters of mean frequency and median frequency, and the time domain parameter of root mean square have been used to measure localized fatigue.
The normal values of median frequency and its decline with fatigue have not as yet been determined in healthy subjects. This should be done in order to apply spectral analysis for clinical evaluations of abnormal populations. The primary purpose of this work is to help define the optimum window of operations for an immobilized cell oxidative bioreactor. The analytical technique employed requires no outside verification (such as G.C. analysis) and is independent of liquid flow rate. Method of aeration has been determined to be an important parameter for optimizing bioreactor efficiency, and optimization of the quantity of hydrogen peroxide added to provide oxygen during bio-oxidation has been investigated. Ammonium hydroxide as a fixed nitrogen source can be used to restore the vitality of the bioreactor under certain conditions.

A method for non-intrusive tracking of a particle in 3-dimensional space, based on processing of signals emitted from a transmitter embedded in the particle, is being developed. This method uses a mathematical model, which predicts the induced signal in receivers present in the vicinity of flowing particle, and supporting numerical techniques. Specific application aspects related to improving the accuracy of this method are presented.

Measurement of physiological parameters associated with the stress response and the relaxation response caused by various forms of meditation can provide valuable information about the reaction of the body to the mind and to the external environment.
This study used two different techniques to evaluate physiological parameters. The first part examined the meditation response by recording the EEG and calculating the coherence between brain waves originating from different parts of the brain. It was found that high levels of coherence in the alpha portion of the EEG frequency band coincided with a restful state associated with the relaxation response. In …

In the present climate of quality assurance policies, rigorous requirements for informed consent, and a constantly changing patient population, a system of preoperative risk assignment for cardiovascular surgery was developed to monitor and evaluate surgical outcomes. The goal of this work is to estimate the preoperative risk associated with cardiac bypass surgery for patients in different risk categories. These risk categories are determined by the Parsonnet model which is based upon studying the severity of illness. In this research, an effort was made to better understand light-dark cycles which influence the physiological and psychological rhythms, circadian rhythms and their behavior. The research concentrated on mathematically modeling circadian rhythms (specifically hamsters' circadian activity rhythms) and establishing a physical correlation and creating a meaningful relationship between the mathematical model's parameters and the real biological oscillators which are responsible for these rhythms. The internal nature of the circadian rhythms is unclear. There is insufficient information and empirical data that describe them. The decline in defense spending has resulted in defense dependent companies seeking new markets through re-designing existing products, developing new products and restructuring their businesses. Defense diversification is defined as the process of transitioning a defense company's core capabilities (technologies, products, services) into commercial and non-Department of Defense government markets. A combination of site visits and review of the literature on defense diversification demonstrates the need for diversifying companies to adopt a systematic approach.
