This study was designed to (1) consider the role of public input in the transportation planning process; (2) obtain citizen perceptions of system needs and develop priorities in the state of Kentucky; and (3) use that experience (and the experiences of other states) to provide recommendations for ways to enhance the role of public input in Kentucky’s transportation planning. Telephone survey of Kentucky adults and focus groups of community leaders were utilized to gauge the public’s attitudes and perceptions regarding Kentucky’s transportation needs, issues and priorities, and system satisfaction. The findings from the survey and the focus groups were compared …

The embedded modulated scatterer technique has been investigated in the past as a means of determining the dielectric properties of a material of interest using an open-ended rectangular waveguide and an embedded PIN diode-loaded dipole probe. This technique has been further explored in a unique application utilizing the complex ratio of dynamic reflection coefficients for the two states of the modulated dipole probe. By utilizing this ratio, the calculation of dielectric properties becomes independent of measurement parameters such as distance, orientation, and location of the dipole probe relative to the waveguide radiator. The impedance of the middle-ear air space was measured on three human cadaver ears with complete mastoid air-cell systems. Below 500 Hz, the impedance is approximately compliance-like, and at higher frequencies (500-6000 Hz) the impedance magnitude has several (five to nine) extrema. Mechanisms for these extrema are identified and described through circuit models of the middle-ear air space. The measurements demonstrate that the middle-ear air space impedance can affect the middle-ear impedance at the tympanic membrane by as much as 10 dB at frequencies greater than 1000 Hz. Many science and management problems can be formulated as global optimization problems. Conventional optimization methods that make use of derivatives and gradients are not, in general, able to locate or identify the global optimum. Sometimes these problems can be solved using exact methods like brute force. Unfortunately, these methods become computationally intractable because of multidimensional search spaces. Hence, the application of heuristics for a class of problems that incorporates knowledge about the problem helps solve optimization problems. Restenosis caused by neointimal hyperplasia (NH) remains an important clinical problem after stent implantation. Restenosis varies with stent geometry, and idealized computational fluid dynamics (CFD) models have indicated that geometric properties of the implanted stent may differentially influence NH. However, 3D studies capturing the in vivo flow domain within stented vessels have not been conducted at a resolution sufficient to detect subtle alterations in vascular geometry caused by the stent and the subsequent temporal development of NH. Aircraft structural components such as wings and fuselages are constantly exposed to harsh environments, which make them susceptible to corrosion initiation and growth. To complicate matters, corrosion is normally hidden under paint and primer and cannot be visually detected until significant corrosion has occurred, causing the paint to blister. Corrosion of this type is usually preceded by the presence of corrosion precursor pitting. Hence, early detection of pitting is a critical issue in the maintenance of an aircraft and its structural components. When a surgeon uses a wedge shaped blade or an osteotome to cut cortical bone during an operative procedure the bone will fail by a process of microcracking and primary crack propagation. It has previously been observed that crack propagation is dependent on the direction of cutting relative to the main axis of the bone. It has also been observed that microcracks occurring during fracture release acoustic signals that facilitate real-time monitoring of a cutting process. This paper introduces the new ASAE Standard D384.2, Manure Production and Characteristics. This new standard provides an equation-based approach that integrates dry matter and nutrient intake as well as animal performance into the final estimate of total solids, nitrogen, and phosphorus excretion for seven livestock and poultry species. The manure excretion estimates of the new standard are compared with the past ASAE standard as well as other commonly used reference values for three specie groups. The purpose of this project was to quantify the odor and gas emission benefits of a fine ground rubber cover on laboratory scale manure storage units and to evaluate the ability of a fine ground rubber cover applied to a commercial swine manure storage unit to remain intact and functional over an extended period of time. A three-inch cover of fine ground rubber reduced odors by 77 to 99 percent from the manure storage tanks over a six-week period. However, consistent reductions of NH3 emissions were not observed and H2S emissions from all manure storage treatments were …

We present in this paper an energy efficient media access control (MAC) protocol for chain-type wireless sensor networks. The chain-type sensor networks are fundamentally different from traditional sensor networks in that the sensor nodes in this class of networks are deployed along narrow and elongated geographical areas and form a chain-type topology. This dissertation addresses the research for the development of spinal cord-computer interface (SCCI). The main objective of SCCI is to generate voluntary motor control signals for individuals with spinal cord injury (SCI).

In the neuroscience aspect, organization of the fibers in the descending tracts of the dorsolateral funiculus of the cervical spinal cord was investigated in cats. The spinal cord was penetrated with silicon substrate microelectrodes at 400 μm intervals in the medio-lateral direction at the C5/C6 and C6/C7 segmental borders. Significant spatial yield variations are known to exist in cornfields with different soil types, topsoil depth, and other variables. Similarly, variations might also be found among the highly valued chemical components (oil, protein, and starch) in corn kernels due to local differences in soil type, fertility, acidity/pH, organic matter, etc. This study quantified the spatial variability of protein, oil, and starch content of corn from two conventional cornfields and two high-oil cornfields. This report presents the baseline modeling of the Maysville cable-stayed bridge which connects Maysville, Kentucky and Aberdeen, Ohio over the Ohio River. The objective of this study is to establish the bridge baseline model via the dynamics-based technique and finite element method. The scope of research includes finite element modeling and modal analysis, field free vibration testing, finite element model calibration using field test results, and cable dynamic testing and modeling. It is demonstrated that a cable-stayed bridge is a highly pre-stressed structure. The stress stiffening of cable elements plays an important role in both static and dynamic analysis. The …

The need for these “rapid” methods stems from the increase in traffic on Kentucky roadways coupled with the rise in conventional road and bridge construction methods. Gallium Nitride (GaN) is a relatively new and promising semiconductor material. It is finding its place in commercial applications such as transistors, light-emitting diodes, and in blue lasers. The large bandgap of GaN allows for very low canier densities and high breakdown voltages. This combination results in a greatly reduced background current and noise, and can withstand large applied voltages. In addition, GaN is sturdy and has strong mechanical properties. In this paper, we describe an original mathematical technique for calculating the position and orientation of an electromagnetic coil from a minimum of four collinear magnetic field measurements. This problem arose in the development of a system for evaluating the efficacy of inflatable back rafts designed to mitigate complications that arise from the immobilisation of patients with suspected spinal injuries on spinal boards during transport to hospital. Electromagnetic markers are attached to points of interest on the back of an immobilised test subject. Spinal curvature is then measured by passing a magnetometer underneath the board.

In most states, police officers and trained investigators complete crash reports for nearly all reportable crashes that occur on public roads. Many states have made significant improvements in the quality and timeliness of their crash data systems by implementing, in addition to other improvements, electronic filing of these reports by police officers. Oregon relies on citizen reports for a majority of their crash data and paper forms must be submitted to the responsible state agency and are then manually coded into the crash data system.
