Optimization Of The Air Apportionment In A Tac Thunder Scenario Using Response Surface Methodology, Steven L. Forsythe

To effectively compare different sets of available aircraft, it is necessary to find the apportionment that maximizes the effectiveness of each set of aircraft. This research effort uses an unclassified TAC THUNDER scenario to show how an analyst can use response surface methodology RSM techniques to estimate the relationship between aircraft apportionment and campaign outcomes. The optimal apportionments for one phase of a hypothetical conflict was found by using a steepest-gradient search of the constrained response surfaces. The results are illustrated by illuminating charts showing the various relationships between the number of aircraft in the theater and measures of effectiveness …

The Indiana Department of Transportation has sponsored the design and implementation of a decision support system for routing highway maintenance vehicles – the Computer Aided System for Planning Efficient Routes (CASPER). Designed for solving multiobjective route design problems, CASPER has been used by agency personnel to design routes for winter maintenance vehicles with significant results: cost savings of more than $9-million to the State of Indiana through more efficient use of materials, equipment, and personnel, while at the same time significant improvement in overall level of network and public service. This paper considers the risk of drought and develops drough scenarios for use in the study of severe sustained drought in the Southwestern United States. The focus is on the Colorado River gbasin and regions to which Colorado River water is exported, especially southern California, which depends on water from the Colorado River as well as the four major rivers in northern California. Drought scenarios are developed using estimates of unimpaired historic streamflow as well as reconstructions of streamflow based on tree ring widths. A CAI (computer-aided instruction) package is being developed to be used as a classroom tool for the instruction of undergraduate mechanical engineering students in an introductory kinematics of mechanisms course. This graphical environment allows the instructor to emulate on the projected graphics screen everything that is currently done on the blackboard for planar mechansims. Unlike the blackboard, the software will have the intelligence to interpret the drawings in a kinematic sense so that the drawing of the linkage will behave as a linkage. Kentucky Transportation Center Research Report

The Extended-Weight Coal Haul Road System, created by Kentucky's Legislature in 1986, consists of all roads which carry over 50,000 tons of coal in a calendar year. Trucks hauling coal on this system are authorized to exceed normal weight limits through the payment of an annual decal fee. A research study was initiated in July of 1992 to analyze the impacts of the extended-weight system. This interim report, prepared after one year of a three-year study, describes the analyses performed thus far and presents preliminary findings, recommendations, and a discussion of future work.

This thesis serves as a guide for implementing landfill reclamation techniques on municipal solid waste or construction debris landfills owned, operated, or used by the DoD. The research describes historical and current methods for disposing of solid waste including open dumping, sanitary landfilling, and the development of state-of-the-art sanitary landfill cell technology. The thesis also identifies the factors which have led to the need for new methods of managing municipal solid waste. This paper examines several decision-support tools for transferring AM/FM/GIS technology to small communities. The term Computer-Assisted Spatial Information Systems (CASIS) provides a basis for a systematic categorization and definition of AM/FM/GIS systems that will serve to enhance small communities' understanding of these technologies for future decisions. The acronym CASIS includes such areas as database-management systems, automated mapping/facilities management/geographic information systems (AM/FM/GIS), and computer-aided drafting (CAD). A support tool for ground-water management decision making involves integration of a multiobjective optimization model, GIS and graphics software. Two results are improved consideration of spatial data within the optimization model and improved conversion of optimal strategies to real-world application. Another result is improved visualization of the trade-offs involved between conflicting management goals.

Based on, e.g., a comprehensive assessment of what is known of factors influencing automobile safety, previous industry responses to requirements for fuel economy and prior success of regulators in reducing injuries, Professor Graham concludes that pending fuel economy bills are apt to add 1650 fatalities and 8500 serious accidents to the annual highway toll. He also presents several short-term and long-term strategies for simultaneously saving fuel and lives.

The Token Bus, IEEE 802.4, provides high priority message options. The delay of high priority messages becomes an important criterion in the design and management of computer communication networks. A goal of the protocol is to allocate sufficient bandwidth and frequency of access to minimize of the high priority message delay. In this study, a simulation model of a priority based network, consisting of two token bus networks interconnected by a bridge is implemented. There are many small earth dams for irrigation called "TAMEIKE" in Japan, Most of them were constructed before modern soil engineering were established on the basis of empirical techniques. Earthquakes in the past gave much damage to these earth dams. This paper surveys damage of earthquake for those remaining on records again, and as for Nipponkai-Chubu Earthquake, detailed investigations such as in-situ test, laboratory test, analysis were made to clarify causes of the damage to earth dams. Investigation of subsurface conditions in the Memphis and Shelby County area, located within 100 miles south of the New Madrid seismic zone, was conducted by studying the soil data of more than 8,500 boring logs in the study area. These soil boring logs were collected from government agencies and private geotechnical companies so that the overall subsurface investigation was feasible and affordable. The subsurface conditions were presented in the standardized format of representative soil logs in accordance with a grid system applied to the study area. "The American Public Works Administration (1987) states that communities' infrastructures are in need of repair and better management and recommends CATIS (Computer-Assisted Terraspatial Information Systems) as an excellent tool to assist in that endeavor. Small communities have several voids that CATIS technology can fill.
