The purpose of this study was threefold. The perceptions of the school superintendent, one of the most experienced school board members, and one of the least experienced school board members from each district included in the study were surveyed to: (1) ascertain the current status of in-service training for school board members at the local district level; (2) determine the areas of training needed by local district school board members; and (3) assess the reasons for the lack of adequate in-service training programs for school board members at the local district level.

The field experience consisted of updating the needs assessment and the Title I Project Proposal for the 1978-79 school year for Pittsfield Community Unit District #10.

One measure of the level of achievement for the students was the use of the 1977 results of the annual testing program. Test scores from the Metropolitan Readiness Test for grade one, the S.R.A. Achievement Test for grades two through eight, and the California Achievement Test for grades nine through twelve were used. As illustrated by the title, this field experience included two major areas: (1) an administrative internship and (2) the development of a high school curriculum guide and the updating of course descriptions for the author's school district.

The administrative internship was established for the purpose of giving the author as much first-hand administrative experience as possible. It involved the author (then a teacher at the high school) working during his preparation period each day in the high school office under the direction of the principal. This field study is a descriptive analysis of the creation and operation of a general advisory council currently functioning in the Witt Unit School District Number 66, Witt, Illinois. Included within this field study is a description of the procedures used to create the Advisory Council and an analysis of the current operations of the Council along with recommendations for its continued operation.

This project reflects the concern for maintaining and improving the quality of educational programs in the region to be comprised of Clark, Coles, Cumberland, Moultrie, Edgar, and Shelby Counties.

The establishing of this region of six counties was brought about by a change in the organization and structure of the Illinois State Education Agency. A State Board of Education was established and began a system reorganization which tended to decentralize the state agency into regional area service units. This project is an attempt to provide the Federal Way School District with an observation system. The system was patterned after the Instrument for the Observation of Teaching Activities by a twelve member committee of District Administrators. The system was then implemented to all supervisory personnel through a series of five workshops in the Fall of 1977.

The system's success was monitored and an evaluation was made by teachers and other supervisors.

Recommendations are for continued growth of this system.

The past decade has recorded increased demands by parents and legislators for leadership accountability in special education. However, contemporary research on special education leadership accountability has been largely directed at instructional or support professional personnel. Literature on accountability concerns at supervisory, middle-management, and top management positions is noticeably sparse. This study centered on the collection and comparison of survey data concerning middle-management accountability attitudes and practices utilized in Iowa's fifteen area education agencies (AEAs). The major concern of this study was how middle-management/supervisory functions in special education were viewed and held accountable by both top management and middle-management/supervisory personnel.

Problem. During the period 1962-1976, the Government of Trinidad and Tobago directed very specific attention to the development of education in general and secondary education in particular. Three major documents related to educational planning were prepared. A survey of the literature revealed that a detailed analysis of educational planning in Trinidad and Tobago had not yet been undertaken. The purpose of the study was to analyze the planning process in secondary education in Trinidad and Tobago during the period 1962-1976.
