I know that each Executive Director of POD has felt a surge of excitement at the prospects of managing the affairs of the Network for a year. And each would describe the complex bundle of that sensation in a distinctly personal way. For me, the excitement has to do with three clear themes.

POD Quarterly is a publication of the Professional and Organizational Development (POD) Network in Higher Education. POD is an association of people bound together by an interest in improving higher education through faculty, instructional, and organizational development activities and programs. The Network was created in 1976 so that those who share common interests and concerns could exchange information, ideas, and resources; enhance professional skills; debate issues and strategies; and contemplate and plan for the future. The POD Quarterly is designed to further those aims through refereed articles about professional, organizational, and instructional development practice and research. It will also include …

Over the past decade, the use of student evaluations of teacher effectiveness has grown in popularity. The student typically completes a standardized evaluation form for the teachers of classes in which he or she is enrolled. Not only are more schools using this method of assessing teacher effectiveness, many also use the results to make faculty retention, promotion, salary, tenure and other personnel decisions. As Centra (1972) indicates, the question is no longer whether college teaching should be evaluated; it is how, when and by whom? POD Quarterly: The Journal of the Professional and Organizational Development Network in Higher Education
Thirty-four states, the District of Columbia and Canada were represented at POD's Fifth Annual Conference at Fairfield Glade, Tennessee. This introductory sentence should sound vaguely familiar to many of the Quarterly's readers, since it is numerically the same as last years' opening summary report statement. Tennessee and Canada, with 13 participants each, wrested top honors from last year's winner, Texas, which fell from 16 to 9 participants. Other double-digit states were Ohio and Virginia, with 11 each, and California and Illinois, with 10 each.

The purpose of this study was to discover ways to reduce expenditures in the budget of the Edwards County Community Unit School District No. 1 for the 1978-79 fiscal year in the light of a projected loss of revenues complicated by inflationary trends.
The need arose due to three factors:
- A loss of a portion of the district's state aid due to a previous overpayment.
- A rise in the assessed valuation which would mean an additional loss of state aid: It was projected that local monies collected would not offset the loss of state aid.

The purpose of the field study project was to develop a functional student handbook for use at Crestwood School in Paris, Illinois. Crestwood School is a kindergarten through 8th grade elementary school and the initial intention was to produce a handbook for use at all nine grade levels. As the project took form, however, differences between the needs for grades K-5 and 6-8 became extensive to the point that it became obvious that separate handbooks would be required to fulfill the desired purposes. This project became, then, the production of the handbook for the middle school (6-8) grades.

There are two purposes of this field study. The first purpose of the field study is to predict the anticipated revenues available in the building fund of the Beecher City school district. The prediction includes building and life safety monies available through the end of the 1984 fiscal year. The main purpose of the field study is to provide a schedule for maintaining and refurbishing the junior-senior high school building for the school years of 1979, 1980, and 1981.

The purpose of this field study was to develop a comprehensive, codified policy manual for the Edwards County Community Unit School District #1. Until the field study was completed, the district's policy manual was very sketchy and next to impossible to find a particular item since it lacked a proper coding system, page numbers, and index.

This project presents a faculty handbook prepared for the staff at Tahoma Junior High School in Maple Valley, Washington, The handbook was designed with two main purposes in mind: 1) to establish two-way communication among staff members as well as staff and administration; and 2) to render the educational process more efficient. The handbook includes fifteen major sections dealing with such topics as duties, rights and responsibilities, school policy and procedures, evaluation, and scheduling. This project presents a proposed policy handbook to the board of directors of the Union Gap School District which will replace the present outdated handbook. Prior to writing the new policies, a review was made of educational literature on policy development, the Union Gap School District's board minutes, and surrounding school districts policy handbooks. The policies from the surrounding school districts were categorized according to subject matter, and, utilizing these policies along with a close communication with the school board and the superintendent, new policies were developed that would meet the unique needs of the Union Gap School District.

A primary objective of the field experience consisted of conducting a feasibility study for the establishment of a Career Education Instructional Cooperative for the high schools within the Crawford Educational Service Region, Illinois.
Major employers, students in each Crawford County high school, and randomly selected parents of county high school students were surveyed as part of the study. The results indicated a need for skilled workers to fill a void in Crawford County businesses and industries. Projections were made by the employers surveyed to 1985. The use of a computer system to schedule students in a junior high school was the subject of this particular field study. This process has only been used for one year at Martin L. King Junior High School, and the administrative procedures surrounding this had not yet been spelled out, especially in specific terms. It was through observations and conferences with the principal, administrative assistant, and TIES (Total Informational Educational Service) personnel, that I felt a need to look more closely into the scheduling process and develop some guidelines for the administrator to follow.

The purpose of the study was to determine if first grade students could gain control of the handwriting skill with greater perfection of letter formation through the simplified method devised by the investigator than through
a combination of commercial handwriting programs used by the control group. Participating in the program were forty-eight first-grade students from a rural school in New Mexico. No significant difference resulted between the experimental handwriting program emphasizing visual perception and the control handwriting program with little emphasis on visual perception.

The field experience consisted of presenting options available to the Westfield School District, Westfield, Illinois, when faced with the fact that in the school year 1982-83, the enrollment in Westfield high school district #201 will fall below an average daily attendance figure of sixty. At this point the district will no longer be eligible to receive revenue from the state of Illinois in the form of state aid.
