Learning takes place at several levels-in the individual, in groups, in organizations and in the larger society. It is amazing how much of our efforts in the past have focused exclusively on individual learning. It may be that we are learning slowly as a society, and our institutions seldom seem to develop much beyond their initial geniuses. But as a group, those of us engaged in faculty, staff and organizational development in higher education have aimed at being more reflective and intentional about our learning.

No one gets out of graduate school without learning that the proper emphasis in "critical thinking" is on the word critical: if you don't think otherwise, you must not be thinking. Not surprising, then, is it that we are regularly, inevitably asked "What is the evaluation?" "Does it work?" "What is the effect?" "Yes, but compared to what?" "What is the level of significance? Surely at least the .05 level!"

Here is where the rubber hits the road. The materials that follow are attempts to translate theory into practice. Much of what we read (and do) for training our colleagues to be more effective teachers is rough and untidy. It often seems simplistic. But that is the state of the art - and it will always be so to some degree. In the classroom, in the faculty lounge and at the sylvan retreats where workshops are held, we must finally decide what to do on Monday.

Special education cost studies since the mid-nineteen fifties report problems in obtaining accurate financial information relative to programs and pupils. The author addresses similiar difficulties encountered when restrictive sources of revenue are maintained as separate from the special education joint agreement budget.

This study was conducted for two purposes: (1) To develop a planning-budgeting system which would organize multi-sources of revenue into one joint agreement financial plan; and (2) To develop a planning-budgeting chart of accounts.

School district boards of education and administrators need to constantly gather information about the attitudes and opinions of the community they serve if the true educational needs of the community are to be served. Total community consensus or opinion is preferable, but often impractical. Casual information gathered from self-selected individuals from the community is readily available, but unrepresentative and often misleading. Surveys of a selected sample of the school community can be inexpensive, practical and accurate depending on the method of information collection, the nature of the questions and the manner in which the sample is selected.

This field experience took place during the 1981-82 school year at Centralia High School in Centralia, Illinois. The researcher served as the Director of Guidance and was responsible for scheduling 1,350 students into classes for the 1982-83 school year. The field experience started in December of 1981 and was completed in August of 1982. Computer scheduling was the method chosen to schedule the 1,350 high school students into 165 courses.

The Illinois Constitution guarantees every child an opportunity to receive an education. However, when a child commits an act of gross disobedience or misconduct as defined by the school board, the student's right to an education may be temporarily withheld. [122 Ill. Rev. Stat. 10 - 22.6 (1979)].

The purpose of this study was to examine the knowledge of administrators in higher education relative to Section 504 of the Rehabilitation Act of 1973. Particular emphasis was placed on the population of individuals labeled handicapped because of a learning disability. Given the number of students who receive federal aid and the wording of subsections 84.3(f) and 84.3(h) of the Federal Register of May 4, 1977, it is probable that all American postsecondary educational institutions are required to comply with Section 504 of the Rehabilitation Act of 1973. The number of private institutions of higher education grew rapidly in Indonesia after 1961. No research studies can be found that ascertain the role expectations of presidents of private institution of higher education in West Java. This study attempted (1) to determine the role expectations of presidents as perceived by presidents, board members, and faculty members of private institutions of higher education in West Java, and (2) to discover any significant differences in the perceptions of the roles of presidents among and between presidents, board members, and faculty members and among and between universities, sekolah tinggi, and academies.

The opinions of school principals and superintendents were assessed concerning federal and state paperwork requirements. A questionnaire was used to obtain the opinions of eighty school administrators. The results showed that school administrators expend a considerable amount of time completing federal and state paperwork. The cost of completing paperwork was found to represent a large portion of the education budget in Washington State. Related problems are discussed.

Preparation and certification of school principals at Central Washington University have developed according to the requirements of the Washington State Standards. This study determined the real and estimated costs for the development, implementation, and operation of the competency-based, principal preparation program. A questionnaire elicited data from participants and revealed that professional time devoted to the project incurred the greatest costs. The developmental period was determined to be the most expensive phase. An instrument for future data collection was devised and recommended.

The differences and similarities concerning the role of the secondary school principal as perceived by superintendents, principals, and teachers was studied. All superintendents and principals and twenty-five randomly selected teachers at the five traditional high schools in the Tri-Cities provided the input from which the data was drawn and conclusions were reached. A survey questionnaire containing forty statements frequently suggested for the secondary school principal was the tool utilized for this procedure. Since a major purpose of American education is to meet each child's individual needs, then the intellectually gifted children require the same consideration as those who are slow learners, handicapped, economically disadvantaged, or emotionally disturbed. Research reveals that there are approximately one and one-half to two million gifted children in the United States which means that between two and three percent of the students in any given classroom fall into this category.
