Institutional Effectiveness : The Integration Of Program Review, Strategic Planning, And Budgeting Processes In Two California Community Colleges, Eileen Knight White
Institutional Effectiveness : The Integration Of Program Review, Strategic Planning, And Budgeting Processes In Two California Community Colleges, Eileen Knight White
Dissertations
Problem. Effective institutional planning is vital to the ability of community colleges to deliberately respond to external and internal pressures to increase accountability and demonstrate institutional effectiveness. A significant indicator for assessing the effectiveness of a program review process is the use of the outcomes for other institutional purposes such as research, planning, and resource allocation—in other words, informed decision making. In the past, program review, planning, and budgeting processes for the most part have been independent functions or limited in their integration within an institution. The literature provides theories of integration, but little has been written about how …

Superintendents ’ Perceptions Of Clinical Supervision Practices In A District-Wide Implementation Program, Myrna Rae Ladner Bourgeois
Superintendents ’ Perceptions Of Clinical Supervision Practices In A District-Wide Implementation Program, Myrna Rae Ladner Bourgeois
Dissertations
In 1990 a new idea swept through the educational industry. Forty-nine school districts in Pennsylvania instituted a new form of organizational management called clinical supervision. In effect, this was a change in the relationship between administration and teachers concerning instructional behaviors. Formerly, when teachers were supervised and evaluated by administrators, they felt intimidated. They also felt their privacy was being invaded. Clinical supervision is an attempt to organize the methodology of teacher supervision while improving instruction. The purpose of this study was to provide data to the participating school districts for use in developing supervision, evaluation, and involvement training modification …

Change Agents’ Orientations To Change, Mir Afzal Tajik
Book Chapters / Conference Papers
This study explores five field education officers’ (FEOs) understanding of their dual roles as educational reformers and community developers in the rural, mountainous district of Chitral, Pakistan. In particular, it examines their specific actions and methods (strategies) and their underlying assumptions and core values (orientations) of change. These FEOs work as change agents in schools and in the local communities where schools have been established by the Aga Khan Education Service, Pakistan (AKES,P). The study’s findings derive from empirical data collected through qualitative research methods, such as semi-structured interviews (individual and focus-group), non-participant observations, post-observation discussions, informal conversations and analysis …

This article explores the use of an evaluation model of learning and development utilizing formative, summative, and confirmative steps, along with a framework for developing evaluation tools aligned with organizational change goals. A case study is presented in which formative, summative, and confirmative evaluations were used to assess materials and learners following implementation of a new performance management process, tools, and supporting training. A specific model for developing evaluation tools and techniques is introduced as a way to integrate the evaluation process with the specific content of a learning and development intervention, as well as link to higher-order cultural change …
Leading To Develop A Culture Of Learning : A Reflective Essay, Stacie A. Henderson
Leading To Develop A Culture Of Learning : A Reflective Essay, Stacie A. Henderson
Graduate Research Papers
As a principal, being the.instructional leader is a tremendous challenge. An instructional leader is a principal who knows the students in the school and is a constant advocate of what is best for them. Carrying the title of Principal does not automatically qualify you as an instructional leader. Instructional leaders set high expectations for the school community and support those members in reaching the expectations. This is done by being on the front lines, attending to student needs, researching best practice and learning and practicing strategies with the teachers. It is only in this capacity that an instructional leader can …
Reflective Practitioner As The Leader Of Learning : A Reflective Essay, Julie A. Amendt
Reflective Practitioner As The Leader Of Learning : A Reflective Essay, Julie A. Amendt
Graduate Research Papers
The role of the principal has changed significantly over the last twenty years. Today's principal is always multi-tasking, changing gears and changing roles over the course of a day. Leadership must come from the inside out instead of top down. To fulfill this role, an effective principal must adhere to their personal philosophy and belief of education as well as live and model with ethical consideration. Philosophy and ethics will guide specific qualities of leadership that will prove to be effective in the management of an effectively run school. The principal must be a reflective leader who can promote and …

A Preferred Vision For Leading Schools : A Reflective Essay, Tashona R. Marshall
Graduate Research Papers
An excellent leader understands that the life jacket of education for many of our students is often not given to students while they are out in the canoe of life. Many times schools have stood at the shore with the life saving apparatus, urging students to come to shore to access it. Yet all the while, children are sinking and drowning because no one has considered what would happen if educators dared to go out in the water and bring them in.

A Preferred Vision For Educational Leadership : A Reflective Essay, Amy M. Beach
Graduate Research Papers
Educational leadership is a calling. Changes in the world are reflected within the school walls; principals must be ready to accept the challenges the lie ahead. Effective leadership means embracing the desire to accept this calling, reflecting upon practice and experience for continuous improvement, modeling effective instructional strategies, inspiring learning in students and adults and being a catalyst for positive change. The responsibilities are vast, but the success of our students and community is dependent upon steadfast leadership.

Two-Year College Faculty And Administrator Perceptions Of The Transition To A Learning-Centered College, John Michael Brackin
Two-Year College Faculty And Administrator Perceptions Of The Transition To A Learning-Centered College, John Michael Brackin
Theses and Dissertations
A single qualitative case study design was used to determine the perceptions of administrators and faculty from a community college that is considered to be transitioning to a learning-centered college. The researcher conducted the case study to describe, explain and evaluate the phenomenon, and also recorded facilitators or roadblocks identified during the process. A conceptual framework model was used to produce an auditing procedure that identified the progress, perceptions and status of the community college as it transitioned to become a learning-centered college. Interviews of administrators and faculty, a survey of full-time faculty, and document reviews were the primary means …
Why Does Policy Fail? Understanding The Problems Of Policy Implementation In Pakistan - A Neuro-Cognitive Perspective, Sajid Ali
Institute for Educational Development, Karachi
Education policy in Pakistan, as in other developing countries, faces the challenge of poor implementation. The article explores the history of education policy in Pakistan and describes the conventional accounts of policy failures. It particularly highlights the issues of unclear goals, political commitment, governance, centralisation, resources and foreign aid. Generally, it is assumed that overcoming these conventional challenges will result in better policy outcomes. Although this is partially true, Spillane, Reiser and Reimer (2002) direct our attention to the cognitive factors that play a critical role in policy implementation. They argued that implementing agents try to make sense of policy …

A Study Of The Status Of The Strategic Planning Process As Used By Public School Districts In Six Suburban New York City Counties, Bartholomew Linehan
Seton Hall University Dissertations and Theses (ETDs)
Over the past two decades, strategic planning has emerged as a management tool to assist administrators in leading public school districts forward. If strategic planning is an important administrative tool in moving a school district toward its vision, how and in what form is it being utilized in suburban New York City school districts? The purpose of this study was to understand the utilization of strategic planning in suburban New York City school districts and to understand the constraints, training and technical needs regarding strategic planning. This study also discusses the relationship existing between strategic planning and the key district …
Site-Based Management: A Review Of The Literature Part I: Setting The Stage, Terry-Ann Rodriguez, John R. Slate
Site-Based Management: A Review Of The Literature Part I: Setting The Stage, Terry-Ann Rodriguez, John R. Slate
Essays in Education
Americans have been rethinking and redesigning the way in which public schools should be most effectively operated through the process known as restructuring or systematic reform (Fiske, 1995). One of the most frequently used approaches to school reform is site-based management (SBM) (Mohrman, 1994). The major objective behind the site-based management approach is to move decision-making control from the central office of a school system to the local school level (i.e., at each school campus) (Short & Greer, 1997). Critical to the implementation of site-based management is the participation of school stakeholders (i.e., teachers, parents, administrators, staff, and community and …
Role Expectations Of The District Superintendent: Implications For Deregulating Preparation And Licensing, Theodore J. Kowalski, Lars G. Björk
Role Expectations Of The District Superintendent: Implications For Deregulating Preparation And Licensing, Theodore J. Kowalski, Lars G. Björk
Educational Leadership Faculty Publications
At this juncture when policymakers are being asked to choose between deregulation and reform, problems affecting the superintendency need to be framed appropriately and policy decisions need to be based on evidence and not raw politics or emotion. Deregulating a profession clearly is a serious matter that is prudent either when the need for the state to protect the public from practitioners is no longer valid or when the underlying knowledge has been found to be fraudulent or irrelevant (Kowalski, 2004). This paper identifies role expectations and position requirements that have evolved for school district superintendents over the past 100 …

Learning For All, Barry Cohen
Learning For All, Barry Cohen
Theses and Dissertations
The purpose of this study was to demonstrate that all students acquired similar learned material without considering their socioeconomic background. Through social interaction and technology, the intern provided an environment of equal learning between both groups. Through a case study, both third grade groups identified one's academic, cultural, economic, and historical backgrounds. In addition, this study demonstrated that the teachers' expectations were vital in the students' learning process. By setting attainable expectations, both groups were exposed to an academic and social learning experience.

Feasibility Of Privatizing Custodial Services, Thomas P. Grossi
Theses and Dissertations
The purpose of this study was to see if it would be feasible to privatize custodial services within the district. This study resulted in a decision as to whether privatizing custodial services would be beneficial to the school district. The privatizing of custodial services means the hiring of an outside contractor to handle the entire operation of cleaning the building and no longer using in-house employees to do these functions.
The intern used interviews and research to support the findings and conclusions of the study. The intern believes that the study showed that privatization of custodial services would not be …
Peer Coaching For History Teachers At Oakcrest High School, James M. Reina
Peer Coaching For History Teachers At Oakcrest High School, James M. Reina
Theses and Dissertations
The purpose of this project was to evaluate the utilization of Peer Coaching as a tool for increasing teacher communication and promoting the sharing of methodology and content knowledge. Within a high-school setting, scheduling and multiple course-loads kept teachers from capitalizing on the greatest resource that surrounded them; each-other. This program allowed teachers to observe and be observed in a non-threatening, supportive environment outside the domain of supervisors and administrators. Originally designed to focus solely on the History Department, the study came to also include members of the English and Special Education Departments, who work with the history teachers through …

A Helping Hand: A Mentoring Program Between Staff And Students, Beth Frances Norcia
Theses and Dissertations
The purpose of this study was to determine the effectiveness of a mentoring program in increasing academic success, improving self-esteem and decreasing disciplinary infractions. Data collection and initial interviews conducted with the mentors indicated the program was successful in improving the self-esteem, social skills and academic performance of most at-risk students. However, these evaluations need to be further developed and expanded in order to make a more conclusive judgment on the program's effectiveness, due to several factors.
Results were determined by using two methods of research. The first method used interviews from program participants. The second method was data collection. …

Thwarted Ambition: The Role Of Public Policy In University Development, Michael N. Bastedo
Thwarted Ambition: The Role Of Public Policy In University Development, Michael N. Bastedo
New England Journal of Public Policy
Paradoxically, Massachusetts is the home of a world-class system of private higher education and a struggling system of public higher education. The influence of private higher education and persistent indifference by state government repeatedly thwarted UMass’s ambition to increase its stature on the national scene. The result was a “boom or bust” cycle of financial support that made rational planning and institutional expansion extremely difficult, exacerbating the university’s late start toward world-class status.
Change And Persistence In An Independent Nonprofit College: A Case Study, John Selmon
Change And Persistence In An Independent Nonprofit College: A Case Study, John Selmon
Master's Theses and Doctoral Dissertations
Private independent nonprofit colleges and universities serve millions of students annually, yet very little is written about this group. Most of the literature and research concern large public institutions of higher learning. Davenport College, a private independent nonprofit college system in Michigan and northern Indiana, serving 15,000 students, was the focus of the case study that offers a historical view of how the college evolved and changed over the institution’s 134-year history. The study highlights the influence of the five leaders and significant environmental events that that led to change and persistence in Davenport College from its inception on January …
