A Model For Initiating Change In Large Social Systems, Richard E. Ault
Dissertations
The purpose of this study was to develop a model for introducing change in large social systems. The model was based on (1) a review of existing models, and (2) the analysis of a participant-observer study of an attempt at intraducing large system change. Organization Development was the focal change modality examined. It was intended that the model thus developed would be of utility to the practicing change agent in whatever field--education, social work, community development, government, unions, business, or industry.

When the federal government's War on Poverty began, it was based on the assumption that economically depressed urban and rural areas could be stimulated into economic activity through the massive use of federal funds. After sufficient time had passed for trends to develop, it was evident that the funds were going into urban areas at the expense of rural areas. This unequal usage of funds existed even though the same types of organizations which could use federal funds were present in both urban and rural areas. This study assumes interest and recognition by administrators of the profound need for organizational change. The study will attempt to utilize the experiences of schools experimenting with modular scheduling in order to establish guidelines for administrators who wish to promote innovative scheduling in their own districts. It is the purpose of this study to show that modular scheduling is possible and can offer added benefits for any school district.

It appears that technological innovations have increased pressures on all elements of society including education.
