A Case Study Of The Base-Closure Community Initial Redevelopment Process, Stephen R. Cliatt, Gregory A. Stanley

In 1990, Public Law 101-510 created the independent, five-year Defense Base Realignment and Closure Commission BRAC. This law provided for the Commission to meet in 1991, 1993, and 1995. The 1993 Commission recommended transfer of the Defense Electronic Supply Center DESC, a Defense Logistics Agency inventory control point, to Columbus, Ohio. This action resulted in an Air Force decision to close Gentile AFS, Kettering, Ohio. A case study of the closure and initial redevelopment of Gentile AFS was undertaken to construct a framework to be used by future redevelopment policy makers affected by a defense base closure. In 1988, the Department of Defense DOD began a massive series of military base closures. Communities affected by these closures must contend with regulations of numerous agencies which impact the closure process. Since 1961, DODs Office of Economic Adjustment OEA has assisted communities in their attempts to recover from effects of base closures. In the 1980s and 1990s, the governments level of involvement increased it added the Air Force Base Conversion Agency AFBCA and the Base Transition Office BTO to assist communities recovery efforts. Research Collection School Of Economics

Current therapy can induce a long-term remission in half the patients with diffuse lymphomas with a large-cell component (DLLC), but more intensive treatment has the potential to improve outcome. Rearrangement of a novel candidate proto-oncogene, bcl-6, correlates with a favorable clinical outcome in DLLC and may thus serve as a prognostic marker.

Rural Wages And Returns To Education: Differences Between Whites, Blacks And American Indians, Jean Kimmel

Upjohn Institute Working Papers

Workers in rural areas earn lower wages than nonrural workers and previous evidence has attributed these differences to lower returns to worker characteristics. This paper builds on that data by examining racial and gender differences within the broader group of rural workers. While there is extensive evidence on both the structure of wages and the source of racial wage differentials between Whites and Blacks, there is no such evidence for those in either group living in rural areas. The guidelines presented in this report propose an efficient architecture for structuring the huge volume of information flow necessary to manage and administer the several labor market programs operated by the System of Labor Offices (SOLO). That represents 13.5 percent of the total population, or more people than live in the state of California. The Effect Of Joint-Product Export Smuggling On Export Tax Policy, Scott Fausti

This paper analyzes the effect of joint-product export smuggling on the revenue-maximizing export tax rate and tax revenue collection under the small country assumption. The results indicate that the effect of introducing joint product export smuggling is dependent on whether legal and illegal exports are considered a substitutable or complementary activity for the exporting firm. The results of the model are applied to the issue of cigarette smuggling in the United States. The paper concludes that if legal and illegal interstate trade in cigarettes are substitutable activities for firms in the wholesale and retail tobacco industry, then states levying relatively …

Universal coverage, it is argued, implies universally required insurance, to avoid adverse selection into last-resort care implicitly guaranteed. It also entails community rating, such that insurers cannot choose among risks. Individual mandate makes more sense than employer mandate. A system is proposed in which individual can choose among a government Medicare-like plan and private insurance offering equivalent services. Means-tested assistance would help individuals pay premiums.

This thesis outlines the theoretical factors impacting dairy profitability. The theoretical portion includes: a general review of production and profit maximization theory, a review of related studies, and an outline of the variables impacting dairy profitability.

An empirical study follows using data gathered from three applied technology centers in Utah in conjunction with dairy herd improvement production records for the farms where these data were available. Risk regulations directly reduce risks, but they may produce offsetting risk increases. Regulated risks generate a substitution effect, as individuals' risk-averting actions will diminish. Recognition of these effects alters benefit-cost criteria and the value-of-life estimates pertinent to policy analysis. Particularly expensive risk regulations may be counterproductive. The expenditure level that will lead to the loss of one statistical life equals the value of life divided by the marginal propensity to spend on health. Regulations with a cost of $30 million to $70 million per life saved will, on balance, have a net adverse effect on mortality because of these linkages.
