The following remarks were made as the closing keynote address at the conference, "Mainland Puerto Ricans: Myths and Realities on Poverty," held at Yale University in New Haven, Connecticut, on October 22 and 23, 1993.

There are two "stories" frequently cited to explain the causes of the poverty among Puerto Ricans: the first suggests that Puerto Ricans are poor because they are going through a transition as they move toward full assimilation; the second proposes that Puerto Ricans are becoming part of an urban "underclass." Neither of these explanations stands the test of reality.

The federal government should focus its policies towards economic development on areas in which the federal government has some unique advantages. Federal policy should: (1) discourage financial subsidies to specific large firms by state and local governments; (2) expand the federal role in economic development services in which national action has some special advantages, such as developing information on foreign markets, encouraging large national banks to be more involved in economic development, supporting the development of the "Information Superhighway," and encouraging new technology development; (3) provide modest support for state and local efforts to increase business productivity through technology extension …

This paper investigates the theoretical relationship between economic reforms and inequalities in socialist countries and tests it empirically in the case of China. The paper argues that the issue of whether market oriented reforms are likely to increase or decrease inequality in the former socialist economies is an empirical question which cannot be settled by a priori reasoning. On the one hand, economic inequality may rise with the reintroduction of property income and incentive payments and the reduction of barriers to opportunity for labor and capital to fully realize their highest earning potentials, On the other hand, inequality may decline …
