This edition of SEEDS explores the challenge of extending earning opportunities and access to valued social roles to young women in the garbage settlement of Maqattam, Egypt. This edition furthermore underscores the degree to which livelihood programs must confront the social circumstances—such as health, marriage, and cultural and family traditions—that play a major role in shaping girls' current and future economic prospects.

Economic Reforms And Health Conditions Of The Urban Poor In Tanzania, Joe Lugalla

This paper examines the impact of economic reforms, namely Structural Adjustment Policies (SAPs), on the health conditions of the Tanzanian urban poor. My conclusion is that these policies have had detrimental effects on the living conditions of the urban poor. Thus, SAPs are contributing to the deterioration of health conditions among these people rather than improving them. SAPs are affecting these people in a variety of ways. First, by affecting negatively the development of the urban environment, SAPs are destroying the environmental conditions on which the poor depend for their existence and survival. Firms in the U.S. invest billions of dollars annually in workforce training. Growing evidence of the effects of this training on worker productivity, wages, hiring and turnover has led researchers to gradually incorporate the role of training into their analyses. Barron, Berger and Black advance this line of research by offering new evidence on the amount of training provided to workers during the first three months on the job, and the characteristics of those workers who received that training.

This paper measures the economic impact of the University of Northern Iowa on the state of Iowa following the incremental approach which is the current academic thinking on quantifying a university's impact on its state. The methodology established by Bluestone (1993) and Elliot et. al. (1988) serves as the basis for this study. This paper attempts to answer the question: how much money would the state lose if the university were dissolved and the funding diverted to other areas? The economic impact can be measured on an incremental tally of the economic base and also on a skill-based approach. This …

East Asia has a remarkable record of high and sustained economic growth. From 1965 to 1990 the twenty-three economies of East Asia grew faster than all other regions of the world (World Bank 1993). Most of this achievement is attributable to seemingly miraculous growth in just eight economies: Japan; the "Four Tigers"--Hong Kong, the Republic of Korea, Singapore, and Taiwan; and the three newly industrializing economies (NIEs) of Southeast Asia--Indonesia, Malaysia, and Thailand. Economic and environmental interests are typically opponents in the public arena. Most efforts to bridge intellectual differences involve economists trying to get environmentalists to develop an "economic way of thinking" while conversely, ecologists attempt to sway economists toward kinder environmental values. It is time for a new approach to public policy that takes advantage of the middle ground between these two ideologies. This study presents six specific reforms that make both sound economic and environmental sense. These reforms occur within selected government spending programs, special federal tax provisions, and particular regulatory requirements.

The Economics Of Prefunding Social Security And Medicare Benefits, Martin Feldstein, Andrew Samwick

This paper presents a detailed analysis of the economics of prefunding benefits for the aged, focusing on social security but indicating some of the analogous magnitudes for prefunding Medicare benefits. We use detailed census and social security information to model the transition to a fully funded system based on mandatory contributions to individual accounts. The funded system that we examine would permanently maintain the level of benefits now specified in current law and would require no new government borrowing (other than eventually selling the bonds that are officially in the social security trust fund). Household Saving: Micro Theories And Micro Facts, Martin Browning, Annamaria Lusardi

In this survey, we review the recent theoretical and empirical literature on household saving and consumption. The discussion is structured around a list of motives for saving and how well the standard theory captures these motives. We show that almost all of the motives for saving that have been suggested in the informal saving literature can be captured in the standard optimizing model. Particular attention is given to recent work on the precautionary motive and its implications for saving and consumption behavior. We also discuss the "behavioral" or "psychological" approach that eschews the use of standard optimization techniques and focuses …

Public Sector Unions And Public Spending, Michael L. Marlow, William Orzechowski

Economics

This study examines the influence of public sector unions on the expansion of the public sector. Based on public goods theory, our paper models how unions influence the supply of and demand for public sector activities. On the demand side, public sector unions are special interests which advocate public sector expansion to policy makers; on the supply side, they exert pressure to maintain and expand monopoly powers. Empirical evidence supports the hypothesis that a positive relationship exists between public sector unionism and public spending.

Economic Development And The Distribution Of Land Rents In Singapore: A Georgist Implementation, Sock-Yong Phang

Independent Singapore, which has a tradition of free trade, has implemented large doses of Henry George's prescriptions. It has successfully captured land rents for redistribution through its land acquisition, public housing and other programs. These policies have been instrumental in the successful economic development of the island city state. Industrial estates on state-owned land were leased to foreign multinationals for export-oriented manufacturing which created the bulk of jobs in the sector. Commercial developments are built by the program. Affordable 99-year leasehold housing, built by the state, provided added economic incentives for employment, and helped keep inflation and wages down. Private …
