No. 01: Covert Operations: Clandestine Migration, Temporary Work And Immigration Policy In South Africa, Jonathan Crush
No. 01: Covert Operations: Clandestine Migration, Temporary Work And Immigration Policy In South Africa, Jonathan Crush
Southern African Migration Programme
Significant numbers of foreign workers, both legal and undocumented, are engaged in temporary work in the mining, commercial agriculture and construction sectors in Gauteng, Northern Province, Mpumalanga and KwaZulu/Natal. The actual numbers involved are unknown and unknowable under existing systems of data collection and migration policy. The issue of temporary employment is inextricably liked to the broader issue of undocumented migration to South Africa. The Aliens Control Act is based on principles of exclusion and expulsion. Because non-South African temporary workers have few legal modes of access to the South African labour market, they are unprotected by law and vulnerable …

Sense Of Community And Neighbourhood Form: An Assessment Of The Social Doctrine Of New Urbanism, Emily Talen

Towards this goal, the paper ®rst delineates the social doctrine of new urbanism, and then discusses the conceptual fram eworks and empirical ®ndings that …
Isolation Or Interdependence? The Impact Of Central City And Metropolitan Statistical Area Economic Growth On The Welfare In Poor, Inner-City Census Tracts, Amy C. Novak
Masters Culminating Experiences (1993-2011)
This paper critically analyzes the relationship between the central city low income census tract and the economic vitality of the central city and the metropolitan statistical area. It attempts to provide an understanding of the impact of central city and metropolitan statistical area (MSA) economic activity on inner-city, poor census tracts. This study began by examining ninety-six low income census tracts in twenty-four of the fifty largest US cities. The variables examined included income levels, employment, and social variables (educational attainment, female-headed households, type of employment, percent of persons in poverty, percent of persons receiving federal public assistance dollars) in …

Measuring The Public Realm: A Case Study, Emily Talen
Measuring The Public Realm: A Case Study, Emily Talen
Regional Research Institute Working Papers
Urban planners are vitally interested in the role, meaning, and use of public space. The recent trend toward building neighborhoods and towns according to the doctrine of new urbanism - a movement which seeks to promote sense of community by adhering to certain principles about the physical arrangement of space - brings the debate about the use of public space and its effect on social life to the forefront. New urbanism stresses the need to resurrect a more civic focus in town planning principles via the provision of public space ( Kunstler, 1996 ; Hochstein, 1994), a view based on …
Expanding The Scope Of Individual Risk Management: Moral Hazard And Other Behavioral Considerations, Robert J. Shiller
Expanding The Scope Of Individual Risk Management: Moral Hazard And Other Behavioral Considerations, Robert J. Shiller
Cowles Foundation Discussion Papers
There is a large potential for improving individual risk management through new risk management contracts and associated new index-settled derivatives. However, there are some difficult problems in designing contracts so that they will be used effectively. Individuals have idiosyncratic individual risks that can be hedged only at some real resource cost due to moral hazard. Individuals seem to exhibit behavior indicative of lack of appreciation of the principles of risk management. These problems are discussed, and some potential new risk management contracts that would make improvements in the management of major income risks are proposed

Development, Change, And Poverty In The Informal Sector During The Era Of Structural Adjustments In Tanzania, Joe Lugalla
Development, Change, And Poverty In The Informal Sector During The Era Of Structural Adjustments In Tanzania, Joe Lugalla
Institute for Educational Development, East Africa
This article focuses on periods of economic crisis and structural adjustments in Tanzania, when the informal sector changed both quantitatively and qualitatively. It highlights that the traditional view that the informal sector accommodated the unemployed, the poor, the unskilled, as well as utilizing family labour and local resources, was questionable in most of the sub-Saharan countries which were experiencing a severe economic crisis and have adopted structural adjustment policies (SAPs). The author suggests that policy programs aimed at promoting the informal sector should acknowledge the fact that the crisis, as well as SAPs, have forced not only the poor, but …
Estimating County Cost Of Living Indexes:The Issue Of Urban Versus Rural, Laura A. Blanciforti, Edit Kranner
Estimating County Cost Of Living Indexes:The Issue Of Urban Versus Rural, Laura A. Blanciforti, Edit Kranner
Regional Research Institute Working Papers
This paper summarizes the outcome of a survey of cost of living/price index programs at the county level in the U.S. Additionally, it presents results of econometric analyses of price level data by counties for two states, Florida and Minnesota. Unlike previous studies that use a sample of urban counties and/or metropolitan areas, this analysis uses all units of the defined geographical area. It reviews the differences that occur from applying the same analytical methods to different data groupings, specifically, urban and rural counties. Finally, it points out issues that regional statisticians must consider when developing indexes for counties within …
Nondisclosure As A Contract Remedy: Explaining The Advance-Notice Puzzle, John T. Addison, John B. Chilton
Nondisclosure As A Contract Remedy: Explaining The Advance-Notice Puzzle, John T. Addison, John B. Chilton
Faculty Publications
Prior theoretical work predicts an underprovision of advance-notice contracts stemming from their enforcement costs. In the present model, it is rather the fundamental inability of workers to alienate their right to quit taken in conjunction with parameters central to job separation decisions that jointly determine the mix of notice and no-notice contracts observed in equilibrium. Not all equilibrium contracts are efficient, but there is no underprovision of notice. Mandating notice cannot improve on joint value and indeed may reduce it. Furthermore, although a mandate can be merely redistributive, there are cases in which it harms all parties.

The Administrative Efficiency Of Hospitals And The Effect Of Electronic Data Interchange: A Critical Evaluation Of The Stochastic Frontier And The Data Envelopment Analysis Models To Efficiency Measurement, Dimitrios N. Tsaprounis
Dissertations, Theses, and Capstone Projects
The investigation and measurement of administrative efficiency is an issue of great concern for health care policy decision makers and has important implications for the efficiency of the overall health care sector itself as well as for the cost containment efforts and the restructuring of the health care system.
The administrative cost efficiency of the United States health care system has received much attention during the last years, and has been under continuous criticism since it became widely known that the country's administrative costs are higher than those of any other country in the world.
As criticism on administrative inefficiency …
Stochastic Modeling Of Active Life And Its Expectancy, Douglas A. Wolf, Sarah B. Laditka
Stochastic Modeling Of Active Life And Its Expectancy, Douglas A. Wolf, Sarah B. Laditka
Center for Policy Research
The concept of “active” (or “disability-free”) life, and its average value, has proven to be a useful index of public health and of quality of life for populations. A question of great interest in recent years is whether recent trends towards longer life expectancy have been accompanied by comparable increases in active life expectancy. Past research on patterns and trends of active and “inactive” life has focused almost exclusively on the expectancy—or, the average value—of years spent with and without disability. This measure is useful for actuarial calculations, for example analysis of the insurance value of programs that provide long-term …
Economics Of Quebec Separatism, J. Scott Attenborough
Economics Of Quebec Separatism, J. Scott Attenborough
Masters Culminating Experiences (1993-2011)
The status of the economies in various regions of Canada is continually a key concern for the nation's political leaders. Historically disparities have existed between regions as the nation developed over time. The fact that the regions have not developed equally has been highlighted by the Premiers of each province bringing their plight before Canada's parliament.
One region that has recently lagged behind the economic development of most other regions is the province of Quebec. Although quite competitive with the overall Canadian economy until 1960, the Quebec economy now lags behind overall national economic performance. Quebec's unemployment rate remains high …
