For more than three decades, Vinyard Software's two ITERATE (International Terrorism: Attributes of Terrorist Events) datasets have set the standard in events research for terrorism researchers. It has recently been supplemented by the DOTS (Data on Terrorist Subjects) biographies project, which covers all terrorists, supporters, and other individuals mentioned in the ITERATE project.

At this year's annual conference of the International Association for Intelligence Education (IAFIE) in Monterey, CA, the keynote speaker posed the question, "How much do you need intelligence education outside the beltway?" Which led to a second question discussed during the conference: "What should such education look like?" In short, what should we be teaching in universities? What should we leave to the intelligence community as training? And what could be done in either or both settings? Cluster munitions have been used in at least 23 countries, produced in 33 and stockpiled in over 70; their submunitions number into the billions. They cause lasting humanitarian problems and have recently been the target of campaigns to ban their use. This article aims to summarize the history, utility, legacy and legislation surrounding cluster munitions.

In 2010, at the First Meeting of States Parties to the Convention on Cluster Munitions in Vientiane, Lao People’s Democratic Republic, the Vientiane Action Plan was adopted by States parties to the Convention on Cluster Munitions (CCM). Developed in consultation with partners with the objective to ensure e ective and timely implementation of the provisions of the treaty following the First Meeting of States Parties, the Vientiane Action Plan set out concrete and measurable steps, actions and targets aimed to be completed within speci c time frames over the next ve-year period and with de ned roles and responsibilities.

Intelligent Robotic Behaviors For Landmine Detection And Marking, David Bremmer, David Few, Curtis Nielsen, Miles Walton

This article discusses experimental results achieved with a robotic countermine system that utilizes autonomous behaviors and a mixed-initiative control scheme to address the challenges of detecting and marking buried landmines. By correlating aerial imagery and ground-based robot mapping, the interface provides context for the operator to task the robot. Once tasked, the robot can perform the search and detection task without the use of accurate global positioning system information or continuous communication with the operator. Results show that the system was able to find and mark landmines with a very low level of human involvement. In addition, the data indicates …

This article describes the development and the experiments performed with Gryphon, a new platform for tele-operated landmine detection. With Gryphon, the authors aim at reducing the gap between research and application by introducing partial autonomy in mine-detection operations with a robust platform. Social engineering is the art and science of persuading individuals to bypass in place security mechanisms causing the unintended release of information. It is a low tech solution to a high tech problem and is as much an art as a science. As is true of many such solutions, social engineering is both ill-defined yet extremely effective. Its low cost, high payoff nature makes it an extremely attractive alternative to adversaries that do not have access to all the resources of a nation state. More than a decade has passed since the monumental Ottawa Mine Ban Convention was opened for signature in December 1997. Now, with the adoption of the text of the Convention on Cluster Munitions in May 2008, the global community is closer than ever to an international agreement prohibiting the use of cluster munitions. On 30 May 2008, the international community adopted the Convention on Cluster Munitions. It is little wonder that those who were against a convention of this sort are still reeling from the shock of it. Africa, on the other hand, can give itself a well-deserved pat on the back for having played a pivotal role in the adoption of a groundbreaking, legally-binding instrument of which posterity will judge the results.

For some years, Japan has pursued its own missile defense system in cooperation with the United States. The Japanese government claims that the missile defense (JMD) program is purely defensive and will not pose a threat to other countries. JMD may seem justified by North Korea's development of ballistic missiles and nuclear weapons. However, neighboring states regarded it as a sign of military ambition and revival of Japan's prewar militarism. The development and deployment of JMD could have grave implications for regional and global security. This essay explores the ways that the Four Freedoms were intended to address the dire circumstances of the Second World War. It analyzes the historical context of the 1940s in which the Four Freedoms first emerged, how they formed the basis of the International Bill of Human Rights, and how they evolved over the decades that followed. EMAO (Ethiopian Mine Action Office) is a large demining organisation, with growing capabilities, that has performed increasingly well since its establishment. Its demining operations have made a substantial contribution to the resettlement and rehabilitation efforts in the war-affected districts (woredas) of Tigray and Afar, delivering significant socio-economic benefits for those regions and promoting Ethiopia's post-war recovery. Adversarial influence operations perpetrated by Islamist terrorist networks confront the most foundational of America’s national defense capabilities: the will of the American people to fight. This assertion is predicated on four key determinations. First, Islamist terrorist networks use influence operations as an integral tool of global jihad.
