The author discusses current challenges relating to an effective global mine action strategy; he considers approaches and policies that could enhance or impede demining efforts worldwide. There are many emerging concepts to consider in order to improve mine action, such as mainstreaming, risk management and national ownership. The author discusses potential future plans of action the community must undertake regarding these issues in order to deal effectively with landmines and explosive remnants of war.

This article examines the post-conflict situation of Tajikistan, which has not only anti-personnel mines but various kinds of explosive remnants of war. Recently Tajikistan signed Protocol V of the Convention on Certain Conventional Weapons, which includes a commitment to clear the nation’s ERW. The author highlights some of the different sources of ERW in Tajikistan as well as the progress being made by authorities to clear and destroy ERW.

Understanding The Ottawa Convention’S Obligations To Landmine Victims, Kerry Brinkert

The Ottawa Convention is unique for a number of reasons, not the least of which being that the Convention has linked obligations concerning the use of a weapon with a requirement that Convention signatories assist a victim wounded by that weapon. When the Convention was adopted in September 1997, this aspect, while lauded by diplomats and activists, was certain to be a challenge to implement. The real work began once the Convention entered into force and states had to act on this responsibility. This article discusses in particular the Convention’s victim assistance obligations.

An Alternative Perspective On Landmines And Vulnerable Populations, Shelby Weitzel

By offering a different view on the International Campaign to Ban Landmines’ dominant message concerning mine action, this article presents an argument for possible alternatives. The author brings up such points as a lack of discussion and an acceptance of facts without proper checking of research. In addition, suggestions of constructive use of landmines in the defense of vulnerable populations are made to refute the idea of a necessary worldwide ban.

Conflict over water resources is rare and has not occurred for thousands of years. However, the dynamics in South Asia are changing so rapidly that a conflict in the not-so-near future may be unavoidable. Water shortages could have the nonlinear effects of food shortages, political instability, migration problems, and diminished economic growth. All of these factors, caused by water shortages, could be a driver of conflict in the region, causing territorial disputes. Global instability would be sure to follow as both the U.S., attempting to protect their national security interests, and China, reacting as the regional power, tries to intervene. …

In order to bring the doctrine of Effects-Based Operations (EBO) into a fully operational capability, Effects-Based Assessment (EBA) must provide relevant insight to the commander and his planning staff. Assessments of an effects-based plan and execution must include an assessment of the effects of a campaign on the enemy in addition to an assessment of the accomplishment of friendly actions taken to achieve the desired effects. The ‘crime-war’ operational environment, found in failed and failing-states dominated by non-state (criminal) soldiers, has been increasing in scope for decades. This trend is viewed as part of the process of transition from the modern (Third) to the post-modern (Fourth) epoch. Within this environment, non-state entities utilize asymmetric warfare against nation-states. The most dangerous of these opponents are those whose approach is asymmetric by nature (due to their network-type organization) and who thereby represent a direct challenger to the nation-state form. Considered one of the most heavily mine-affected countries in the world, Cambodia has endured a harsh history of warfare. The country's turmoil dates back to World War II, when UXO was strewn across the country. As one war ended, another was soon to come, and subsequently landmines were emplaced throughout Cambodia, increasing civilian casualties by the thousands. The French-Indochina Wars hit Cambodia during the 1950s and were followed by the South Vietnamese invasion from 1970 through 1975, when 539,129 tons of bombs were dropped over Cambodia. These weapons still pose a threat to Cambodians today.

Afghanistan is one of the most heavily mine-infested countries in the world. During a 10-year occupation beginning in 1979 followed by years of internal warfare, landmines were planted throughout the country. The most heavily impacted areas are near the borders of Pakistan and Iran. Following the Soviet occupation, over 800 square kilometers (308.88 square miles) were contaminated with landmines. The exact number of mines plaguing the country is unknown, as minefield records are still incomplete. With such a vast problem, there was an immense need for action. Statement of Problem

National guardsmen are a unique human resource issue because their association with the guard is frequently part-time with another position, such as a State Trooper, acting as primary employment. When mobilized, the guardsman leaves an opening in their department, which must be available upon return. This can create operational and management stresses, especially if the guardsman has unique skills. Moreover, the loss of personnel can mean critical loss of manpower to small emergency service departments.
