Counterinsurgency is the dominant aspect of US operations in Afghanistan, and since ISAF—the NATO-led security and assistance force—has assumed growing security responsibility throughout the country, it is also a mission for the Europeans.1 The frame in which military operations are conducted is irregular warfare, a form of conflict which differs from conventional operations in two main aspects. First, it is warfare among and within the people. Second, it is warfare in which insurgents avoid a direct military confrontation, using instead unconventional methods and terrorist tactics.

This article reviews the need for transparency and community participation in the land-release process. Participation is a fundamental part of post-war reconstruction, and the author argues that combining reconstruction with transparent participation will contribute to the quality, accountability and national ownership of the land-release process.

Despite the efforts of governments, nongovernmental organizations, and disarmament and human rights activists worldwide, the global arms trade continues to exacerbate the situation caused by conventional weapons and, in particular, small arms/light weapons. Proliferation of SA/LW not only fuels conflict, but also disrupts development in war-ravaged regions. The following article provides an overview of SA/LW-control issues and remediation efforts. It also considers the progress of the international movement in support of an arms-trade treaty.

This paper assesses the parameters and utility of “targeted killing” in combating terrorism and its role within the norm of state self-defense in the international community. The author’s thesis is that, while targeted killing provides states with a method of combating terrorism, and while it is “effective” on a number of levels, it is inherently limited and not a panacea. The adoption and execution of such a program brings with it, among other potential pitfalls, political repercussions. This paper is organized into four chapters that focus on the terrorist group Al Qaeda in the Lands of the Islamic Maghreb (AQIM). The four chapters examine different facets of the collective environment that have allowed AQIM to succeed and even thrive at times. We face difficult challenges when confronting non-state actors that tend to attack in the time between conventional battles and the establishment of stable governments. The recent surge in acts of maritime piracy in the waters off the Horn of Africa stands in sharp contrast to a steep decline of such acts in Southeast Asia. In this study, we compare the development of the problem of piracy in both Southeast Asia and the Horn of Africa. We find that four main elements contributed to the recent decline in piracy in Southeast Asia: U.S. hegemonic interests, existing and emergent international institutions, bilateral relations among regional actors, and the density of naval forces in the region. The aim of this paper is to show how counterterrorism measures and policy are shaped by the national frame of reference of a country, here in particular the United States. This insight is important not only in the interpretation of political developments but also in the formulation of policy responding to these developments. The need for a common representation of entities and their relations to support the easier composition and federation of independently developed solutions in support of the user has been identified and addressed in several papers presented during recent simulation interoperability workshop. Projections of the future national-security environment are always laden with uncertainty and ambiguity. However, they help to serve an early-warning function concerning emergent threats and the nationalist capabilities that will be required to respond to them. Over thirty-four years since the 1960-1975 Second Indochina War, Unexploded Ordnance (UXO) continues to inhibit a multitude of development priorities in Laos. One of only three remaining Least Developed Countries in Southeast Asia, greater understanding of the socio-economic effects of UXO is crucial to the development of Laos. Drawing on three weeks of field work in June 2009, primarily composed of semi-structured interviews, non-participant observation and literature analysis, this thesis examines the effects of UXO alongside an analysis of how existing responses to UXO contamination in Laos may be improved.

This thesis tries to explain why the Taiwanese have postponed several critical defense plans for seven years while China's threat toward Taiwan is increasing year by year. Many observers and scholars relate the deadlock over arms procurement in Taiwan to domestic political struggles since the DPP is not the majority party in the Legislative Yuan and opposition parties, such as the Kuomintang (KMT) and the People First Party (PFP), have repeatedly boycotted President Chen Shui-bian's policies. Within the Department of Defense, with changing missions to counter dynamic and asymmetrical threats, the acquisition workforce strives to maximize capability for joint warfighting. How acquisition professionals measure and select capability improvements for the nation’s weapon systems is a perpetual challenge, made even more complex with constrained defense budgets. This study identifies a method for determining which upgrades should be purchased (production) for which aircraft in the F- 15C fleet by optimizing a capability proxy measure. Each upgrade’s “necessity” for a given mission area was obtained by conducting a survey of over 250 experienced F-15C pilots. The solution presented in …
