As more Department of Defense resources are being allocated toward software development, the necessity to accurately plan for software costs has become critical. Obtaining reliable estimates from software cost models, like PRICE S, can be a problem when input parameters are not precisely defined or calibrated. This research effort centered on refining Productivity Factor (PROFAC) values for defense industry applications. The Space and Missile Systems Center Database was used to calibrate PROFAC values for eleven stratified data sets: military ground, military mobile, missile, unmanned space, Ada, Assembly, C, COBOL, FORTRAN, JOVIAL, and PASCAL. This research conducts a cost-benefit analysis of the implementation of lean logistics to the repair of aircraft structural components at the Air Force Material Command's (AFMC) Warner Robins Air Logistics Center (WR-ALC). A literature review identifies new business practices in the automotive industry, collectively 'termed "lean production," that were translated by the RAND Corporation into a modified Air Force logistics system-- the "lean logistics" model.

Theoretical costs and benefits from the lean logistics model are translated into empirical costs and benefits associated with aircraft structural repair. The cost-benefit analysis results clearly demonstrate that express distribution costs for the sizable aircraft …

The authors identify and analyze the strategies for change and techniques most often used in today's labor negotiations. Nearly gone, they say, is the traditional "arms length" approach used by negotiators in the past. Instead, modern collective bargaining is characterized mainly by divergent strategies the authors characterize as either "forcing" (highly contentious) or "fostering" (highly cooperative). A dozen detailed case studies from a variety of industries are presented that show when, why and how these strategies are used, by whom, and to what result. This study analyzes the effects of personnel reduction initiatives on aircrew experience levels of Air Force pilots and navigators. Four key measures of experience were defined, including total flight hours, flying hours in Primary Assigned Aircraft PAA, total hours at time of upgrade to instructor, and total PAA hours at time of upgrade to instructor. Three objectives were established for this study. These objectives measured the degree of change in overall aircrew experience for pilots and navigators in six major weapon systems, to determine if changes in aircrew experience varied by weapon system, and if changes in aircrew experience varied …

This study analyzed the process currently endemic to the activity of producing written TDY orders. Business Process Improvement BPI methodology using IDEF ICAM Integrated Computer Aided Manufacturing Definition and Activity Based Costing methods were used for this study. The objectives of the written TDY order activity were determined as identifying the travelers and verifying authenticity of the travel requirement and subsequent entitlements. Processing the TDY information, generating the TDY order, and processing the TDY order showed activities that add no value or limited value for either the traveler or the government. The presentation emphasizes the growing importance of electromagnetic survivability and compatibility. Operation Desert Storm demonstrated the clear military advantage provided by sophisticated electronic weapon and communication systems. In addition, the offensive tactic of taking out the enemy's eyes and ears during the air war paid off, giving our military decisive air superiority. The lessons for the future are clear. High-tech electronics now so dominates the battlefield that the outcome of future conflicts could well be decided by electronics attrition rather than human casualties. This research examined the training needs for contingency contracting officers for a Power Projection Strategy. Contingency contracting officers (CCOs) that deployed to Operation Desert Shield/Storm (ODS) where asked to provide their perceptions of the training they received before ODS, training and equipment needs identified as a result of lessons learned from ODS, and whether current training meets those needs. The results of the study show that CCOs believe there are many areas of training that can be improved to ensure future contingency participants do not have to relearn the same lessons of ODS.

This study analyzed survey responses of 290 Navy pilots and Naval flight officers (NFOs) regarding their perceptions of technology's ability to replace the NFO in typical combat missions carrier-based aircraft are tasked to perform. The study is a follow-on to a similar USAF effort conducted with pilots. The objective of this study is to provide operator input to the critical crew complement issue. These missions vary significantly in complexity and in demands placed on the aircrew. The survey instrument and analysis methods were designed to detect and evaluate these differences. To achieve this goal, it is, however, necessary to provide some historical background about the country and to review the nation's economic progress before the onset of the Russian war (1979-1989) . While the presentation of this thesis has a historical dimension, it investigates and evaluates the consequences of communist rule and Soviet occupation. Historically, Foreign Military Sales non-standard item support has been a labor-intensive, time-consuming process. Additionally, when forced to compete for USAF resources, the foreign customer's need is often subjugated to the higher priority active USAF requirements. These problems motivated the Air Force to initiate a program to streamline procedures for the procurement of non- standard items. The program is the Nonstandard Item Parts Acquisition and Repair Support (NIPARS) program. Military manpower management principles and policies are in constant flux as the military forces mobilize and demobilize during periods of war and peace. This study identifies trends in U.S. military manpower policies and procedures from 1890 to 1991. Major military conflicts reviewed are the Spanish- American War, World wars I and II, the Korean Conflict, the Vietnam War, and the Persian Gulf War. In all wars until Vietnam, post war active duty forces were larger than prewar forces. However, these active duty forces tended to be relatively small until the Cold War period. Virtually all of the guidance and organization for unit level mobilization within the USAF is focused on inter- theater movement. This research examined the magnitudes of the performance, supportability, life-cycle cost, schedule, and management risk factors in current Republic of China Air Force (ROCAF) weapon systems acquisition programs and analyzed the risk drivers with respect to those risk factors. Mid-to-high level managers in the ROCAF and Chung-Sun Institute of Science and Technology (CSIST) were surveyed to determine the extent to which various risk factors were contributing to program risk. A total of fifty-four (54) managers responded to the survey. The results indicate: high risks to performance, supportability, life cycle cost, and schedule, and moderate risk to management. The purpose of this research was to propose a MIS to assist RAAF strategic operational airlift planning. The present manual approach suffers deficiencies in flexibility, consistency and timeliness. Airlift planning was first analysed and found to comprise activities of investigation, detailed static planning, implementation and dynamic planning, and review. Planning performance is measured by the effectiveness and efficiency of resulting airlift. Automation of planning functions was investigated, especially the routing and scheduling of airlift. An Evaluation Of Logistics Support For F-16 Aircraft Owned By Foreign Countries, Paul J. Lyons

The purpose of this thesis was to examine the logistics support provided by the United States Air Force (USAF) for F-16 aircraft owned by foreign countries. The research drew from historical trends and personal experiences to examine the ability of the U.S. to provide logistics support for F-16 aircraft owned by U.S. allies. The study found that timely, efficient support of FMS customers possessing F-16 aircraft does not appear to be a principal concern of the USAF logistics system. Complexity of processes, untimely responses, and failure to consider customer needs are common failings on the part of the USAF.

This study determined the minimum essential active Army Total Force Combat Service Support structure required for Contingency Force (CF) operations to provide the Army with the necessary organization for a response to a national crisis. A model called MICROFASTALS, used in combination with LOTUS 1-2-3 software, developed these forces.
