An Analysis Of Army Transportation Capability To Support The Distribution Of Liquid Propellant In Field Artillery Applications, John S. Lenart Jr.

This study applied a screening technique methodology to systematically obtain organizational consensus in the establishment and ranking of Army surface transportation performance measurement criteria and system design attributes. This performance evaluation model was then used to assess the feasibility of three potential liquid propellant logistics concepts. Two sample groups of subject matter experts from the Army's Transportation and Ordnance (Munitions) Corps participated in the research. The methodology consisted of nominal-interacting group processes, repeated used of the pair comparison instrument, and use of a scoring model to rank-order the ten attributes. Operation Desert Shield/Storm provided an opportunity to test the planning for U.S. forces to operate in a low intensity conflict. Both operations provided the opportunity for the logistics community to observe how the support forces provided the required supplies to the forward combat forces. In response to customers' requests, the U.S. Transportation Command created Desert Express, a daily package express flight from Charleston, SC to Saudi Arabia. The research question addresses the how and why Desert Express came about. Additional investigative questions cover the following: mission objectives, planners' and customers' expectations, system performance, and implications on the Defense Transportation System. …

A Value-Based Hierarchy Of Objectives For Military Decision-Making, Lowell A. Nelson

This study develops a rational model for the incorporation of ethical values into military decision-making. The values considered include obedience to superiors, professional competence, and elements of just war theory such as proportionality and discrimination. A review of the relevant literature on just war theory and professional military ethics points to the science of multi-attribute utility analysis as a means of representing the complex value tradeoffs essential to military decisions. The values and tradeoffs identified are interpreted in a hierarchy of objectives model which is used to evaluate value preferences between decision alternatives. The purpose of this research was to examine the issues surrounding the U.S. Air Force vehicle burden-sharing initiative with South Korea. In doing this, the study examined additional vehicle programs with the South Korean government as well as with NATO alliances to provide an historical background and insight into the concerns that faced vehicle managers with those programs. In addition, several transportation experts throughout the Department of Defense were interviewed for their perspective of the vehicle management issues which relate to these programs. This study puts USAF War Reserve Materiel (WRM) into perspective. Its purpose is to serve as an introduction for those who wish to further their knowledge of USAF WRM prepositioning. To fully understand the relevant issues concerning the placement of critical European WRM stockpiles, several areas of research are encompassed in this review. An historical analysis of US military logistics is provided. Then, an overview of current, world-wide events taking shape around the world, with particular emphasis given to their effects on US decision-making strategies, is accompanied by a synopsis of both US and Soviet military doctrine.

This study assessed the challenges Tactical Air Force (TAF) aircraft maintenance personnel face as a result of the TAF reorganization. The goal was to provide aircraft maintenance managers a basis for evaluating and meeting those challenges. The purpose of this study was to determine the effect of the Commander's battle positioning on unit combat performance. Research was focused on analyzing the location of the Battalion/Task Force Commander during daytime deliberate attacks conducted at the U.S. Army's National Training Center, Fort Irwin, CA. Forty battles, from January 1986 to September 1989, provided the basis for this study. Information that described the Commander's location, a general description of the battle, and unit measures of effectiveness, was collected for each battle and put in a format that allowed for ease of analysis. This study attempted to build statistical models which could possibly be used to help predict an individual's final outcome of pass or fail from Undergraduate Navigator Training (UNT). Also, the research tried to develop models to help place a potential trainee into one of the three training tracks at UNT. The variables studied were test scores from a computerized testing device which measured psychomotor and cognitive skills of individuals entering training. This thesis examines the automation of the Directorate of Research and Development Contracting at Wright-Patterson Air Force Base. Background information on the Directorate is given along with the previous methods of producing contractual documents. The central problem of the thesis is to determine if the benefits of automating the Directorate outweigh the costs. A cost benefit analysis was used to make this determination. Each cost and each benefit is discussed in great detail along with the methodology used to measure each particular cost and benefit. The countries of Sub-Saharan Africa have experienced both poor economic performance and substantial political instability since their independence. There have been numerous studies investigating the possible relationship between political instability and economic growth. The common approach to investigating this relationship is to measure the effect of economic growth on the probability of political instability. This paper takes the opposite approach by investigating the effects of political instability on economic growth. We believe that political instability disrupts the economic system causing a reduction in growth. We measure this effect using regression analysis to estimate two models we have developed. The deregulation of AT&T, has impacted telecommunication product pricing in the U.S. market. Previously, pricing had been based on cost plus mark-up, as stipulated by regulatory commissions. Now, pricing decisions require consideration of the competitive impact, consumer demand for the product, corporate pricing objectives and marketing strategies. This paper proposes a pricing process that is relevant for this new environment which enables the product manager to price properly.
