Given n demand points in a geographic area, the elliptical cover problem is to determine the location of p depots (anywhere in the area) so as to minimize the maximum distance of an economical delivery trip in which a delivery vehicle starts from the nearest depot to a demand point, visits the demand point and then returns to the second nearest depot to that demand point. We show that this problem is NP-hard, and adapt Cooper’s alternating locate-allocate heuristic to find locally optimal solutions for both the point-coverage and area-coverage scenarios. This work proposes a risk-and-resiliency-intelligent supply chain (RRiSC) tool which is an SC risk management framework that leverages cutting-edge technologies in Artificial Intelligence (AI), Big Data Analytics (BDA), and Digital Twins (DT) to develop specific capabilities for SC risk management. RRiSC is a convergence of mature tools and techniques embedded in three modules: Modeling, Simulation, and Visualization – all together integrate the optimization, simulation, and data analytics to test the performance of the whole supply network under different scenarios through measuring the vital KPIs, identifying the vulnerabilities, and setting proactive plans to diminish risks consequences.

Economic model predictive control (EMPC) is a flexible control design strategy that can be modified to achieve many operating goals while also ensuring safe operation (e.g., by adding Lyapunov-based stability constraints to form Lyapunov-based EMPC, or LEMPC). Prior works have investigated LEMPC capabilities for achieving goals online beyond optimizing process economics, including aiding in model structure selection to benefit model-based control system design since the accuracy and quality of the process model are important for achieving an expected performance from such systems. One of the most investigated topics in operations research is the Traveling Salesman Problem (TSP) and the algorithms that can be used to solve it. Despite its relatively simple formulation, its computational difficulty keeps it and potential solution methods at the forefront of current research. This paper defines and analyzes numerous proposed solutions to the TSP in order to facilitate understanding of the problem. Additionally, the efficiencies of different heuristics are studied and compared to the aforementioned algorithms’ accuracy, as a quick algorithm is often formulated at the expense of an exact solution.

In this paper, we articulate the challenge of multiple intersecting policies for the realization of rural broadband networks employing dynamic spectrum access (DSA). Broadband connectivity has been identified as a critical component of economic development, especially during the COVID-19 pandemic, and rural communities have been significantly (and negatively) affected by the lack of this important resource. Skilled maintainers are being lost at a higher rate than average of all enlisted career fields within the Air Force. Although incentive programs can provide some retention, attrition rates may continue to vary, placing the readiness of the warfighter in jeopardy. An example of a high-complexity system is a swarm of Networked Cooperative Autonomous Munitions (NCAM) that prioritize wide area search and multiple view target confirmation. First, this research discusses methods toward building behavioral models within a Model-Based Systems Engineering (MBSE) tool. Then, this research presents the parallel modeling effort of NCAM in two environments: the MBSE model in Cameo Systems Modeler, and a physics-based model in the Advanced Framework for Simulation, Integration, and Modeling (AFSIM). This research involves the analysis of standard parametric factors by decade within the development stage of acquisitions. Analysts use factors to develop budgets, create a baseline for measuring project progress, or as a crosscheck to the other estimating techniques. This research analyzed data from 408 1921s across seven decades and eight work breakdown structure (WBS) elements. It further analyzed these decades by commodity type, contract and contractor type, and service branch. The statistical tests used in this research determined which decades within our categories were dissimilar and drew conclusions about the impact of those differences. This research develops a multi-criteria decision analysis model to quantify project complexity and inform decision-makers in resource-constrained organizations with the Tyndall Program Management Office (PMO) as a case study. The complexity score is used as a risk metric to determine the appropriate number of skilled or novice project managers to effectively manage the PMO portfolio to mitigate cost and schedule overruns. The low cost, small form factor, and use of Commercial-Off-The-Shelf components make CubeSats an ideal platform for university use given their unique constraints. Since 2000, roughly 55% of CubeSats developed by universities fail to meet mission goals. Mission assurance, which is used to increase confidence in mission success, is based around traditional government programs, and does not provide an adequate road map for universities. Leaving them without specific guidance in tailoring mission assurance activities to operate within their constraints. This paper adapts these traditional practices to develop a baseline mission assurance framework for university CubeSat programs.

The purpose of this research is to explore the utility and current state of touchless technologies. Five categories of technologies are identified as a result of collecting and reviewing literature: facial/biometric recognition, gesture recognition, touchless sensing, personal devices, and voice recognition. A thematic analysis was conducted to evaluate the advantages and disadvantages of the five categories. A reference analysis was also conducted to determine the similarities between articles in each category. Touchless sensing showed to have the most advantages and least similar references. Gesture recognition was the opposite. Comparing analyses shows more reliable technology types are more beneficial and diverse.

System simulation models are often decomposed and abstracted as a collection of interconnected subsystem block models to facilitate system understanding, design, and analysis. Each subsystem block model contains mathematical functions that receive, process, and transmit signals that are modeled as real numbers, complex numbers, and/or logic values. This dissertation evaluates the use of a single two-layer complex-valued neural network model to approximate 4-input, 4-output subsystem reference block models in terms of accuracy, performance, and error. The Department of Defense has adopted management tools, such as Manufacturing Readiness Levels (MRLs), which seek to address issues that have delayed the transition to production and delivery of deployment-ready systems. The MRL scale and assessment process institutes periodic reviews of products during the acquisition process. Specifically, MRLs provide a scale to measure, and importantly communicate, progress by evaluating and summarizing multiple aspects of product maturity.
