This dissertation explores how to better manage resources in mobile networks, especially for enhancing the performance of Unmanned Aerial Vehicles (UAV)-supported IoT networks. We explored ways to set up a flexible communication architecture that can handle large IoT deployments by making good use of mobile core network resources like bearers and data paths. We developed strategies that meet the needs of IoT networks and enhance network performance. We also developed and tested a system that combines traffic from several mobile devices that use the same user identity and network resources within the core mobile network. Nowadays, some laboratories perform elastic properties tests for concrete or rock cores using equipment manufactured 50 years ago. The original data collection procedure uses analog and manual recordings, which can cause inaccuracies in the measurements taken during these trials The process is tedious and updated since each trial's measurement data is recorded manually. In this context, this study systematizes the process and proposes an automated data acquisition and recording system for this type of equipment, followed by a case study presenting a rock compression test.

Route determination for perishable products is complex due to its unique characteristics, such as limited shelf-life regulatory requirements, or possibility of getting damaged. This research investigates a novel problem of collecting raw milk from a rural network of dairy farms. The research problem is grounded in a real scenario of milk collection in West Virginia, USA. The milk in this scenario is produced by small farms incapable of realizing transportation economies of density out in mostly rural areas throughout the state. Additive manufacturing (AM) is a process of creating objects from 3D model data by adding layers of material. AM technologies present several advantages compared to traditional manufacturing technologies, such as producing less material waste and being capable of producing parts with greater geometric complexity. However, deficiencies in the printing process due to high process uncertainty can affect the microstructural properties of a fabricated part leading to defects. Saliency maps are a widely used methodology to make deep learning models more interpretable. They provide post-hoc explanations through identification of the most pertinent areas of an input medical image. These techniques have been assessed based on 1) localization utility, 2) sensitivity to model weight randomization, 3) repeatability, and 4) reproducibility. Like many libraries, the Georgia Southern University Libraries (GS Libraries) rely on tools to support library services which are run on in-house servers. The servers are run by main campus Information Technology Services (ITS), and ITS is not familiar with how each piece of software is used and how it is supposed to work. ITS monitors the basic high level server architecture but does not work with the actual applications installed on these servers.

This dissertation investigates the construction, optimization, and application of quaternion neural networks (QNNs) to Department of Defense (DoD) related problem sets. QNNs are a type of neural network wherein the weights, biases, and input values are all represented as quaternion numbers. This work provides a critical evaluation of the myriad different quaternion backpropagation derivations that exist in the literature, testing the performance of each on a range of regression problem sets. The optimization dynamics of QNNs are explored, presenting visualizations of QNN loss surfaces and a novel method for assessing the “smoothness” of these loss surfaces. In the armed forces, successful digitalization is crucial to ensure effective operations. Much of the existing literature on project factors during the planning and execution phases of public IT projects do not focus specifically on military sector projects. Therefore, the paper aims to provide empirical insights into the characteristics of successful military IT projects. Data from such projects in NATO countries and agencies were collected through interviews and project documents. The findings relating to the main variable of interest, “delivery of client benefit,” supported previous findings on IT project performance. Cost Estimation Trends For Major Defense Acquisition Programs, Sammantha Jones, Edward D. White, Jonathan D. Ritschel, Shawn M. Valentine

The authors use both descriptive and inferential techniques to investigate average and standard deviation trends in cost estimates for major defense acquisition programs (MDAPs) grouped into decades from the 1970s to 2010s. For total program-cost-growth factors (CGFs), the 2010s exhibited lower CGFs compared to the 1990s. For the program-acquisition-unit cost (PAUC) CGFs, the 2010s appear lower than the 1990s and borderline lower than the 1970s. A statistically significant decreasing trend in the standard deviations of total program CGFs throughout the decades was identified. This lowering variability trend also appeared for PAUC CGFs from the 1980s onward. This finding appears to …

Satellite constellation design must balance many factors that emerge from multiple sources, including environmental hazards and competing mission objectives. The dynamic nature of space systems makes the problem of ‘optimal’ satellite constellation design even more challenging. Restricting satellite constellation designs to predefined geometric frameworks can alleviate many challenges associated with the design problem; however, it raises an important question: which geometric framework performs best for each mission set? This thesis explores the application of Value Focused Thinking (VFT) and multi-objective portfolio optimization to create a well-aligned portfolio for an organization faced with over 50 alternatives and limited funding. A novel technique is proposed to develop an optimized portfolio based on VFT scores, utilizing heuristic approaches like evolutionary algorithms. The research outcomes include an optimized portfolio, the total value evaluation of alternatives, and a sensitivity analysis. The new approach outperforms the organization’s previous method, resulting in a portfolio that better addresses the organization’s core values and objectives, scoring 21.21% higher.
