In an effort to reduce cost and improve quality, health care payers have enacted a number of incentives to motivate providers to focus their efforts on achieving better clinical outcomes and reducing the prevalence and progression of disease. Performance measurement is utilized by organizations in all industries, including research and development (R&D). Measures are developed, data are collected, and the measurement results are used to drive the organization. The implicit hope is, of course, that the measures drive the organization to improve. However, literature identifies high failure rates directly related to performance measurement system (PMS) implementations. Establishing the fundamental operational characteristics associated with successful PMSs would provide a significant contribution towards the establishment of PMS assessment criteria. This article is primarily a research-provoking exposition against the management approach used in the 2013 government furlough program. It is intended to prompt potentially productive research investigations on the impact of personnel furloughs, particularly on defense acquisition programs. Defense acquisition programs are time-sensitive and systems oriented. What appears as a minor delay in one unit of an acquisition life cycle can lead to long-term encumbrances within the entire defense system, resulting in enormous cost escalation. This dissertation examines the potential for two forms of corporate philanthropy, donations of time and money, to have differential effects on consumers' response to corporate giving. Drawing upon indirect-reciprocity theory I show that corporate donations of time compared to money elicit a greater desire to reciprocate on the part of consumers. It is found that the influence of corporate donations on consumers' desire to reciprocate occurs through serial mediation, whereby donations of time are perceived as being more effortful than monetary donations. This in turn leads to more altruistic motive attributions, and ultimately greater admiration towards the firm and a …
