The $45.45 billion Broadband, Equity, Access, and Deployment (BEAD) program’s primary objective is to extend broadband service to all unserved and underserved locations in the U.S. and its territories. Several industry studies predict that the BEAD program can meet its goal of providing universal access to broadband service if eligible entities execute their grant programs well. My review of the BEAD program indicates that policy makers can enhance the likelihood of program success by designing competitive grant programs that give applicants the incentive to undercut the subsidies proposed by their rivals and provide applicants the flexibility to design networks that …

In the United States, low-income, underserved rural and urban settings experience poor access to healthy, affordable food. Introducing new food outlets in these locations has shown mixed results for improving healthy food consumption. The Healthy Community Stores Case Study Project (HCSCSP) explored an alternative strategy: supporting mission-driven, locally owned, healthy community food stores to improve healthy food access. The HCSCSP used a multiple case study approach, and conducted a cross-case analysis of seven urban healthy food stores across the United States. Improving healthy food access in low-income communities continues to be a public health challenge. One strategy for improving healthy food access has been to introduce community food stores, with the mission of increasing healthy food access; however, no study has explored the experiences of different initiatives and models in opening and sustaining healthy food stores. Fare Policy And Vertical Equity: The Trade-Off Between Affordability And Cost Recovery, Xavier J. Harmony

Vertical equity and the maximization of farebox revenue are important but conflicting goals in the development of fare policy in the United States. Reducing fares for low-income riders reduces revenue for a transit agency, while increasing fares could disproportionately impact lower-income riders. This paper details this conflict, explores strategies that could account for both goals, and evaluates fare programs in the United States. Two types of low-income strategies are discussed: first generation strategies and targeted subsidy strategies. First generation strategies have several limitations that targeted subsidy strategies account for; first generation strategies focus more on supply, while targeted subsidy strategies …

The goal of the Housing Choice Voucher Program is to assist low-income families in renting decent, safe, and affordable housing. Voucher holders are free to select a unit and location that best meets their needs within the guidelines of the program. The Cuyahoga Metropolitan Housing Authority (CMHA), which administers the program in Cuyahoga County, was interested in learning more about how housing choice voucher holders decide where they want to live. The Employment Hope scale (EHS) was designed to measure the empowerment-based self-sufficiency (SS) outcome among low-income job-seeking clients. This measure captures the psychological SS dimension as opposed to the more commonly used economic SS in workforce development and employment support practice. The study validates the EHS and reports its psychometric properties. Method: An exploratory factor analysis (EFA) was conducted using an agency data from the Cara Program in Chicago, United States. The principal axis factor extraction process was employed to identify the factor structure. Results: EFA resulted in a 13-item two-factor structure with Factor 1 representing “Psychological Empowerment” and Factor …
