Opportunities For Stationary Fuel Cell Applications In Ohio: Public Finance And Other Strategies, Andrew R. Thomas, Benjamin Y. Clark, Allan Immonen

Ohio has not, heretofore, been a major player in the deployment of stationary fuel cell applications, notwithstanding its status as a leader in developing fuel cell technology. One reason for this is that in the years since fuel cells became commercially available, fuel cell power generation had struggled to be cost effective in Ohio due to a combination low electricity prices and high natural gas prices, the latter being the most common fuel for stationary fuel cell applications.

Development and implementation of administrative programs are important steps in the process of change through public law and policy. These programs set the specific mechanisms that will be used to carry out the intent of the law or policy as best an agency can determine. The goal of this project is to investigate the current status of the knowledge base that is being transmitted to local decision makers regarding the economic and financial benefits of coastal and watershed stewardship practices through training and educational programs. Local decision makers are key in achieving many objectives of the Lake Erie Protection and Restoration Plan and other water quality initiatives because of their role in land use and zoning decisions, infrastructure construction and maintenance, storm water management, and economic development activities.
