Chicopee, a former industrial center in western Massachusetts, is experiencing a stagnant economy, high vacancy and a steady loss of population. City of Chicopee wants to increase downtown visibility and bolster its economy by attracting in the area people constituent of creative class. This research represents an attempt to identify creative strategies to develop the neglected downtown of Chicopee. After more than a century of economic blight, vacancy and declining population, the city wants to research and exploit the potential of arts and culture as means to a physical, social and economic revivification of its downtown.

This report presents a series of marketing and economic development strategies for the central business district in Chicopee Center known as the Market Square area. The City of Chicopee, along with the cities of Holyoke and Springfield, is part of the urban center of the Pioneer Valley region. Like many older industrial cities, and like many cities with a small downtown area, Chicopee finds its economic fortunes at an ebb. This project addresses the following issues:
1) Analysis of the cost of abating water pollution sources contaminating the Lower Connecticut River for the communities of Agawam, Chicopee, Holyoke, Ludlow, South Hadley, Springfield, and West Springfield.
2) Analysis of the impact of water pollution abatement measures on the economy of Hamden and Hampshire Counties.
3) Analysis of the impact of additional economic development on Hamden and Hampshire Counties resulting from an improved river resource.
4) Assessment and analysis of increased recreational activities resulting from a cleaner river resource.
