Research on climate change policy and politics has become increasingly focused on the actions and influence of subnational governments. In North America, this attention has been particularly focused on why subnational governments have taken action in the absence of national leadership, what effect action might have on future national climate policy, and whether the collective action of networks of municipal governments are reshaping and challenging the character of national and global climate governance. The Effect Of Representational Gender On Policy Preferences In U.S. Municipalities, Mirya R. Holman

The research presented here explores the effect of gender and gender consciousness on the policy preference of local elected officials. Remedying a gap in the scholarship on women in local office, I examine the attitudes of mayors and council members on a variety of urban policy issues. First positing a gender gap theory of representative attitudes, I find almost no differences in policy preferences between men and women serving in local office. As an alternative, I posit and test a gender consciousness theory of policy preferences. Using open-ended survey data, I find that possessing a gender consciousness has a significant …

Institutional Discharges And Subsequent Shelter Use Among Unaccompanied Adults In New York City, Stephen Metraux, Thomas Byrne, Dennis P. Culhane

This study empirically examines the link between homelessness and discharges from other institutions. An administrative record match was undertaken to determine rates of discharge from institutional care for 9,247 unaccompanied adult shelter users in New York City. Cluster analysis and multinomial logistic regression analysis was then used to assess associations between different types of institutional discharges and the likelihood of persons subsequently experiencing extended shelter stays. Results show that 28% of the cohort was discharged from institutional care within the 90-day period preceding their initial shelter entry, with different types of institutional discharge associated with differences in subsequent patterns of …

While recent research suggests that policing interventions can reduce crime through the spatial deconcentration of street homelessness in Skid Row, such efforts will not succeed on a sustained basis. The city and county need a more comprehensive plan that includes targeted housing development for people who are chronically homeless, along with the spatial deconcentration and repurposing of existing homeless programs.

Behavioral Health Services Use Among Heads Of Homeless And Housed Poor Families, Jung Min Park, Stephen Metraux, Dennis P. Culhane

Objectives. This study compares the use of and cost for behavioral health services among heads of homeless and housed poor families. Methods. Medicaid records for 59,135 heads of families receiving Temporary Assistance to Needy Families benefits were matched with data from Philadelphia’s municipal shelter system. Propensity score matching was used to select a matched control group to those identified as having been homeless between 1997 and 2003. Behavioral health services utilization was then assessed based on Medicaid claims records. Results. As community benefits agreements (CBAs) become more common in urban redevelopment, they are generating conceptual confusion and political controversy. Planners who encounter CBA campaigns in practice have limited means of evaluating CBAs’ desirability and likely impact without a more complete understanding of how they interact in practice with municipal government leadership and policy. This paper examines four urban redevelopment projects in which community benefits agreements have been enacted by some combination of community organizations, legislators and developers. Scholars of urban politics have long argued that cities will shy away from extensive funding of social welfare programs, as fiscal realities make developmental policies far more attractive. Despite the arguments against municipal level funding of social welfare services, cities provide these programs. Why? One possible explanation is that local officials prefer funding welfare programs. The research presented here demonstrates that the gender composition of local elected bodies impacts the provision of welfare services. Although there is growing recognition that many entrepreneurs start-up trading partially or wholly off-the-books, few have evaluated whether the character of this hidden enterprise culture varies spatially. To begin to do so, this paper evaluates whether and how the nature of off-the-books entrepreneurship differs across an affluent, mixed and deprived district of Moscow. Drawing upon 313 face-to-face interviews, the finding is that wholly legitimate enterprises represent just the tip of the iceberg in Moscow. Beneath the surface in all the districts is a large hidden enterprise culture. However, off-the-books entrepreneurship in the affluent district is comprised more of registered businesses …

In recent decades, the field of entrepreneurship studies has become increasingly interested in the relationship between entrepreneurship and the informal economy. This paper reviews this burgeoning sub-field of entrepreneurship studies that recognizes how entrepreneurs do not always conduct their business affairs wholly by the rulebook. Evaluating this rapidly growing body of literature, it reviews the findings regarding the preponderance of entrepreneurs to engage in the informal economy, the nature of such informal entrepreneurship, the characteristics of informal entrepreneurs and the motives underpinning participation in such endeavor, along with the competing theories that have sought to explain engagement in this type …

In recent years, there has been a growing realisation that beyond the realm of legitimate entrepreneurship is a large hidden enterprise culture composed of entrepreneurs conducting some or all of their trade off-the-books. Until now, however, few have evaluated how many entrepreneurs start-up their ventures trading off-the-books and why they do so. Reporting face-to-face interviews conducted in Ukraine during 2005-06 with 331 entrepreneurs, the finding is not only that the vast majority (90%) operate partially or wholly off-the-books but also that they are not all driven by necessity and as a last resort and survival strategy into entrepreneurship. Yolanda Carrion & Pablo Rosser Six wells at Tossal de les Basses in Spain captured a large assemblage of Iberian woodworking debris. The authors’ analysis distinguishes a wide variety of boxes, handles, staves, pegs and joinery made in different and appropriate types of wood, some – like cypress – imported from some distance away. We have here a glimpse of a sophisticated and little known industry of the fourth century BC.
