An Evaluation Of The Oregon Department Of Transportation’S (Odot) Environmental Streamlining Efforts: A Focus On Cetas, Connie P. Ozawa, Jennifer Dill

Urban Studies and Planning Faculty Publications and Presentations

The Oregon Department of Transportation responded to the federal call in the late 1990s to streamline the National Environmental Policy Act (NEPA) by (1) implementing organizational and procedural changes internal to the agency, (2) funding ODOT-dedicated staff positions in state and federal resource agencies, and (3) convening regular meetings with state and federal agencies with NEPA-related regulatory responsibilities. This latter effort evolved into the CETAS (Collaborative Environmental and Transportation Agreement for Streamlining) process that includes a management and a technical team element. This document reports an assessment of the effectiveness of these efforts. Phase I of the study was designed …

Portland Public Schools Enrollment Forecast, 2005-2015, Based On October 2004 Enrollments, Portland State University. Population Research Center, Barry Edmonston, Risa S. Proehl, Sonoko Endo, Richard Lycan

School District Enrollment Forecast Reports

The Population Research Center has prepared district-wide and individual school Enrollment Forecasts for the Portland Public Schools (PPS) for the past 6 years. This year’s forecast relies on October 2004 PPS enrollment figures. It considers several factors that are likely to affect the school district's enrollments between the October 2004 and 2015, including the future number of births, net migrants, and the proportion of school-age children and youth enrolled in the public schools. The forecasts do not take into account local factors such as changing school programs or future school reorganizations that may have a significant effect on an individual …

In section one we consider Cascadia from an economic point of view using the cluster model developed by Michael Porter and others. In section two we look at the Cascadia through the lens afforded by high speed rail. In the third section we revisit the questions that launched this study, and discuss the next steps. For those you new to Cascadia, we append some basic background information on the …

Effects Of Comprehensive Plan Amendments On Interchange Traffic In Oregon, James G. Strathman, Thomas J. Kimpel, Paul Roland Leistner, Kenneth Dueker Jul 2005

Effects Of Comprehensive Plan Amendments On Interchange Traffic In Oregon, James G. Strathman, Thomas J. Kimpel, Paul Roland Leistner, Kenneth Dueker

Center for Urban Studies Publications and Reports

In this paper we examine the effects of amendments to local comprehensive plans on interchange performance. Plan amendments over a 15-year period in Oregon resulting in changes to industrial or commercial land use were reviewed to identify those that occurred within one mile of an interchange. Regression analysis was then performed to estimate the impact of nearby plan amendments on subsequent interchange ADT. Plan amendments were found to have a substantial ADT effect on rural interchanges, but their incidence was very limited. In urban core areas, the estimated effect of plan amendments was negligible, possibly due to interchange congestion or …

The Burden Of Oregon History: The Historian As Prophet, John P. Rosenberg Jul 2005

The Burden Of Oregon History: The Historian As Prophet, John P. Rosenberg

Institute of Portland Metropolitan Studies Publications

In the latter part of his public career, after a lifetime of studying and thinking about the region and its people, Dodds began to write about “the tragedy of the lack of tragedy” in the lives of Pacific Northwesterners. Life had been relatively easy and perhaps “too successful” for the region’s citizens, “especially if one were a Caucasian,” wrote Gordon Dodds in the epilogue to his 1986 regional history, The American Northwest: A History of Oregon and Washington. Pacific Northwesterners had mastered their few difficulties with relative ease and their undemanding past may have left them unprepared for the adversities …

Periodic Atlas Of The Metroscape: Pattern Recognition: Migration And The Identity Of The Region, Alton Straub

Metroscape

This version of the Periodic Atlas investigates migration in Oregon and the Metroscape using recently available data. It maps not just how many people are in-migrating and out-migrating, but where they come from and where they are going. This, of course, raises a fair question-does it really matter where new residents come from or where current residents go? Despite the fact that we are justifiably proud of our traditional freedom to move among states and communities seeking more opportunity and better lives, most states and communities have unique cultural icons (often stereotypical) with which they identify. If we sense that …

Homesteading On The Extraterrestrial Frontier, Carl Abbott Jul 2005

Homesteading On The Extraterrestrial Frontier, Carl Abbott

Urban Studies and Planning Faculty Publications and Presentations

Many science fiction writers depend on the multiple narratives of the American West as templates for framing their understandings of the future. This essay examines the ways in which the western homesteading story has been adapted in fictions about future planetary settlement. It argues that the increasing complexity of these treatments reflects the deepening awareness of the ambiguities of the American homesteading experience and parallels many of the insights of the 'new western history.' Key texts discussed include Ray Bradbury's The Martian Chronicles, Robert Heinlein's Farmer in the Sky, Philip K. Dick's Martian Time-Slip, Kim Stanley Robinson's Blue Mars, Jonathan …

Enhancing The Oregon Crash Reporting Process: A Feasibility Study, Christopher M. Monsere, Erin E. Wilson, Amber Springberg Jul 2005

Enhancing The Oregon Crash Reporting Process: A Feasibility Study, Christopher M. Monsere, Erin E. Wilson, Amber Springberg

Civil and Environmental Engineering Faculty Publications and Presentations

In most states, police officers and trained investigators complete crash reports for nearly all reportable crashes that occur on public roads. Many states have made significant improvements in the quality and timeliness of their crash data systems by implementing, in addition to other improvements, electronic filing of these reports by police officers. Oregon relies on citizen reports for a majority of their crash data and paper forms must be submitted to the responsible state agency and are then manually coded into the crash data system. Police reports are also paper based. This process limits the improvements that can be made …

These words speak to the condition of the blocks bounded by SW 4th and SW 5th Avenues, I-405 and Market Street in the south end of Downtown Portland, Oregon. Yet, this corridor holds the potential for knitting the east boundary of Portland State University with the South Auditorium Urban Renewal Area, providing critical east-west linkages between the campus and the waterfront, and accommodating a confluence of current and planned transit lines. These blocks contain the development energy to build upon existing and evolving "pulse points", initiate activity areas that would add to the vitality and variety of the University District, …

Survey Of Merrick Tod Residents Final Report, Jennifer Dill

Urban Studies and Planning Faculty Publications and Presentations

The Merrick is a mixed-use, transit-oriented development located at 1231 NE Martin Luther King Jr. Blvd in Portland, in the Lloyd Center/Rose Quarter area. There are 185 rental apartments in the building, along with ground floor commercial space and underground parking. Metro provided the developers of The Merrick with financial assistance through the agency's Transit-Oriented Development (TOD) program. One primary purpose of the TOD program is to create higher density, mixed-use developments near transit stations that will increase transit ridership. Because of their involvement in the project, Metro wanted documentation of the transit use and travel patterns of Merrick residents. …

Center for Urban Studies Publications and Reports

This paper presents findings on changes in bus running times, on-time performance, and excess passenger wait times following implementation of transit signal priority in select bus corridors in the Portland metropolitan region. Analysis of the effectiveness of transit signal priority is often undertaken using simulation techniques or empirical studies that are either limited in scope and/or data availability. The present research uses an abundance of trip-level data collected from TriMet’s Bus Dispatch System. The study focuses on the most common performance measures of interest to both transit operators and passengers. Our study shows that the expected benefits of TSP are …

Breeding Trouble: West Nile On The Willamette?, Merilee Karr Jan 2005

Breeding Trouble: West Nile On The Willamette?, Merilee Karr

Institute of Portland Metropolitan Studies Publications

From the Roman aqueducts to Bonneville Dam, humans have built structures to moderate the extremes of natural water flow. Some of these structures, from Roman cisterns to the catch basins under modern city streets, have inadvertently supplied mosquitoes with the standing water in which they thrive and multiply. Even more mosquito habitat may have been created in the last decade by a change in the Clean Water Act. The original drive behind the Act, in 1972, was the elimination of point-source pollution: sewage and industrial discharge into waterways. In the 1990s new regulations aimed to prevent non-point-source pollution, due to …

By The Numbers: The Region Votes Its Fate, Richard A. Clucas, Alton Straub

Institute of Portland Metropolitan Studies Publications

The author examined how the residents in the five-county region of the metropolitan area (Clackamas, Columbia, Multnomah, Washington, and Yamhill) voted in the 2004 general election on selected ballot measures in order to understand the political values of the neighborhoods in which we live. Using geographic information systems (GIS), we mapped the distribution of votes by election precinct on what we thought were three of the most revealing measures: the constitutional amendment banning same-sex marriages (Measure 36), the initiative requiring state and local governments to pay landowners when land-use restrictions reduce property value (Measure 37), and the constitutional amendment limiting …
