School District Enrollment Forecast Reports

This report, prepared by the Population Research Center (PRC) provides a district-wide Enrollment Forecast, Enrollment Forecasts for individual schools, and demographic information for Klamath Falls City Schools (KFCS). The Enrollment Forecasts are developed for each grade for both the district-wide forecast and for the individual schools. KFCS offers education for students in grades kindergarten through 12. However, there is an area within its geographic boundary where not all public school students attend schools in KFCS. This area is referred to as the ‘overlap’ area. The Oregon Department of Transportation responded to the federal call in the late 1990s to streamline the National Environmental Policy Act (NEPA) by (1) implementing organizational and procedural changes internal to the agency, (2) funding ODOT-dedicated staff positions in state and federal resource agencies, and (3) convening regular meetings with state and federal agencies with NEPA-related regulatory responsibilities. This latter effort evolved into the CETAS (Collaborative Environmental and Transportation Agreement for Streamlining) process that includes a management and a technical team element. The Population Research Center has prepared district-wide and individual school Enrollment Forecasts for the Portland Public Schools (PPS) for the past 6 years. This year’s forecast relies on October 2004 PPS enrollment figures. It considers several factors that are likely to affect the school district's enrollments between the October 2004 and 2015, including the future number of births, net migrants, and the proportion of school-age children and youth enrolled in the public schools. The forecasts do not take into account local factors such as changing school programs or future school reorganizations that may have a significant effect on an individual …

In this paper we examine the effects of amendments to local comprehensive plans on interchange performance. Plan amendments over a 15-year period in Oregon resulting in changes to industrial or commercial land use were reviewed to identify those that occurred within one mile of an interchange. Regression analysis was then performed to estimate the impact of nearby plan amendments on subsequent interchange ADT. Plan amendments were found to have a substantial ADT effect on rural interchanges, but their incidence was very limited. In urban core areas, the estimated effect of plan amendments was negligible, possibly due to interchange congestion or …

Many science fiction writers depend on the multiple narratives of the American West as templates for framing their understandings of the future. This essay examines the ways in which the western homesteading story has been adapted in fictions about future planetary settlement. It argues that the increasing complexity of these treatments reflects the deepening awareness of the ambiguities of the American homesteading experience and parallels many of the insights of the 'new western history.' In most states, police officers and trained investigators complete crash reports for nearly all reportable crashes that occur on public roads. Many states have made significant improvements in the quality and timeliness of their crash data systems by implementing, in addition to other improvements, electronic filing of these reports by police officers. Oregon relies on citizen reports for a majority of their crash data and paper forms must be submitted to the responsible state agency and are then manually coded into the crash data system. This research project has two inter-related parts: (1) an assessment of the equity of implications of the emissions inspection program in the State of Oregon and elsewhere; and (2) an assessment of the impacts of the new trip permit program on vehicle operations. The study provides a better understanding of the benefits and equity impacts of the inspection program and the recent change to the trip permit system. The findings will be of use to Oregon, as well as all public agencies that oversee vehicle inspection programs throughout the country. The Merrick is a mixed-use, transit-oriented development located at 1231 NE Martin Luther King Jr. Blvd in Portland, in the Lloyd Center/Rose Quarter area. There are 185 rental apartments in the building, along with ground floor commercial space and underground parking. Metro provided the developers of The Merrick with financial assistance through the agency's Transit-Oriented Development (TOD) program. One primary purpose of the TOD program is to create higher density, mixed-use developments near transit stations that will increase transit ridership. Because of their involvement in the project, Metro wanted documentation of the transit use and travel patterns of Merrick residents. …

This paper presents findings on changes in bus running times, on-time performance, and excess passenger wait times following implementation of transit signal priority in select bus corridors in the Portland metropolitan region. Analysis of the effectiveness of transit signal priority is often undertaken using simulation techniques or empirical studies that are either limited in scope and/or data availability. The present research uses an abundance of trip-level data collected from TriMet’s Bus Dispatch System. The study focuses on the most common performance measures of interest to both transit operators and passengers. Our study shows that the expected benefits of TSP are …

From the Roman aqueducts to Bonneville Dam, humans have built structures to moderate the extremes of natural water flow. Some of these structures, from Roman cisterns to the catch basins under modern city streets, have inadvertently supplied mosquitoes with the standing water in which they thrive and multiply. Even more mosquito habitat may have been created in the last decade by a change in the Clean Water Act. The original drive behind the Act, in 1972, was the elimination of point-source pollution: sewage and industrial discharge into waterways. The author examined how the residents in the five-county region of the metropolitan area (Clackamas, Columbia, Multnomah, Washington, and Yamhill) voted in the 2004 general election on selected ballot measures in order to understand the political values of the neighborhoods in which we live. Using geographic information systems (GIS), we mapped the distribution of votes by election precinct on what we thought were three of the most revealing measures: the constitutional amendment banning same-sex marriages (Measure 36), the initiative requiring state and local governments to pay landowners when land-use restrictions reduce property value (Measure 37), and the constitutional amendment limiting …
