Municipalities worldwide are increasingly recognizing the importance of urban green spaces to mitigate climate change’s extreme effects and improve residents’ quality of life. Even with extensive earlier research examining the distribution of tree canopy in cities, we know little about human perceptions of urban forestry and related ecosystem services. This study aims to fill this gap by examining the variations in socioeconomic indicators and public perceptions by asking how neighborhood trees and socioeconomic indicators mediate public perceptions of ecosystem services availability. This report, researched and written for the Port of Portland by the Northwest Economic Research Center, summarizes local efforts to measure and improve regional prosperity, both within and outside of Portland, Oregon, and offers a framework for assessing varying industrial land uses with respect to prosperity. He is a frequent speaker on technology trends and topics, economic development, public-private partnerships and civic innovation. Before joining the TAO, Skip served as an economic development policy advisor to Portland Mayor Sam Adams, where he helped create Portland’s first comprehensive economic development strategy in 16 years, recognizing software as a key industry cluster.

Portland State University, Hatfield School of Government (PSU), and Northwest Energy Efficiency Alliance (NEEA), has formed a partnership to develop Sustainable Municipal Operations Plans that documents sustainability and energy management best practices. The goal of this partnership is to determine how a City/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. After identifying pilot jurisdictions, the team applied these best practices to the current operations of local governments in …

Promoting a high- technology economic base has been widely adopted as a regional development "policy for the 80's." To this point, however, it appears that little consideration has been paid to questions regarding the feasibility of this policy as it relates to structural and locational characteristics of the regional economy. This paper will discuss those attributes of the regional economy that typically contribute to the expansion of high- technology activities, with particular attention paid to expansion potential in the Portland SMSA.
