Private-for-Hire (PfH) transportation options, such as Uber, Lyft, and taxicabs, are consistently growing in popularity. With this expanded utilization, cities are struggling to maintain usage of their public transit systems. While PfH transportation has been heavily researched, there is a need to further study how its effects on transit usage may be minimized. In this paper, previous work in traffic modeling and analysis of transit and PfH differences are expanded to develop an agent-based decision model in order to simulate and analyze the effectiveness of implementing a location-based tax in and around the city center of Portland, Oregon. This paper analyzes the transferability of a composite walkability index, the Pedestrian Index of the Environment (PIE), to the Greater Montréal Area (GMA). The PIE was developed in Portland, Oregon, and is based on proprietary data. It combines six urban form variables into a score ranging from 20 to 100. The measure introduces several methodological refinements which have not been applied concurrently in previous efforts: a wide coverage of the different dimensions of the urban form, together with the use of a distance-based decay function and modelling-based weighing of the variables.

A right-hook crash is a crash between a right-turning motor vehicle and an adjacent through-moving bicycle. At signalized intersections, these crashes can occur during any portion of the green interval when conflicting bicycles and vehicles are moving concurrently. The objective of this research was to evaluate the effectiveness of four types of engineering countermeasures – regulatory signage, intersection pavement marking, smaller curb radius, and protected intersection design – at modifying driver behaviors that are known contributing factors in these crashes. Peer-to-peer (P2P) carsharing is a relatively new concept in the U.S. Enabled by recent internet and mobile technology development, P2P carsharing generally involves a facilitating company connecting private vehicle owners to people who are interested in renting a vehicle. P2P carsharing has many things in common with business-to-consumer (B2C) carsharing services. Consumers join the service to rent vehicles on a short-term basis from locations dispersed throughout a certain area. Both services may allow households to reduce their private car ownership. Metropolitan planning organizations (MPOs) have long been required to consider the equity implications of their regional transportation plans and processes. Funded by the National Institute for Transportation and Communities, this research aims to provide additional guidance to MPOs on how to evaluate distributional equity in regional plans and projects. The report begins with an overview of federal requirements related to equity in transportation planning. We then synthesize contemporary methods for measuring transportation equity and the distributional effects of plans and projects from a review of the literature and MPO plans and studies. Research has demonstrated that everyday or utilitarian forms of cycling are most likely to generate positive population-level health impacts (Garrard et al., 2012), yet significant deterrents to routine cycling remain, particularly for women and minorities. The primary aim of this project was to conduct a qualitative interview study that generated rich, narrative data regarding obstacles to routine or utilitarian cycling for women and minorities who already see biking as a viable form of transit, but who make relatively few bike trips. Older Americans are increasing in numbers and addressing their needs through better public transportation design will improve their quality of life. This study sought to increase understanding of the obstacles faced by people with impairments in vision, hearing and/or mobility, which are common issues for older people, and generate physical product solutions. The research was conducted to conceptualize products, structures and services to reduce or eliminate these obstacles.

As cities and communities nationwide seek to develop Complete Streets that foster livability and accommodate all modes, signal timing control strategies that include pedestrians in the operational decision process are gaining importance. This research tested several efficiency-focused pedestrian treatments – coordination, actuated-coordination, free operation, short cycle lengths – and safety-focused treatment including leading pedestrian intervals and Barnes Dance. Using a software-in-the-loop simulation, the operational impacts of these treatments on all users (vehicles, heavy vehicles, bicyclists and pedestrians) at an intersection were evaluated. Results showed that among the efficiency-based treatments, free operation was most beneficial for reducing minor-street pedestrian delays. Both …

In the past decade, the methods for estimating multimodal transportation impacts of urban land use development have improved substantially. One assumption commonly made in these new methods is that overall person-trip rates at similarly-sized establishments of the same land use do not vary across a region. This is an assumption of convenience to permit the adjustment of ITE Trip Generation vehicle trip rates for use in different urban environments. Existing data collection methods are mostly designed for videos captured by stationary cameras and are not designed to follow cyclists along a route or to integrate other sensor data. The goals of this research are: a) to develop a platform to collect naturalistic video bicycling data, b) to develop a methodology to integrate video data with other sensors that measure cyclists’ position and comfort levels, and c) to apply the platform and data collection methodology to a real-world route. Sustainable drainage systems or ‘Suds’ are increasingly accepted as an effective means of ‘making space for water’, adapting to possible climate change and helping communities become more flood and drought resilient. This study explores potential shifts in perception and attitude through Suds installation, development and habituation. Attitudes and awareness in communities in the USA and UK, where Suds have been in place for some time, were compared and contrasted, examining any evolution of beliefs and practices and wider community resilience. This report presents finding from research evaluating U.S. protected bicycle lanes (cycle tracks) in terms of their use, perception, benefits, and impacts. This research examines protected bicycle lanes in five cities: Austin, TX; Chicago, IL; Portland, OR; San Francisco, CA; and Washington, D.C., using video, surveys of intercepted bicyclists and nearby residents, and count data. A total of 168 hours were analyzed in this report where 16,393 bicyclists and 19,724 turning and merging vehicles were observed. Making concrete out of recycled concrete aggregate, or RCA, can be a sustainable and cost-saving alternative to other aggregates. However, the quality of concrete made with RCA is dependent on the quality of the recycled material used. OTREC researchers Jason Ideker of Oregon State University and Jennifer Tanner of the University of Wyoming, with graduate student researchers Matthew P. Oregon is one of the few states that currently charge a commercial truck weight-mile tax (WMT). The Oregon Department of Transportation (ODOT) has developed a data-collection system – Truck Road Use Electronics (TRUE) – to simplify WMT collection. The TRUE system includes a smart phone application that collects and records Global Positioning System (GPS) data. The TRUE data has enormous advantages over GPS data used in previous research due to its level of geographic detail and the potential to also integrate trip origin and destination, vehicle class, and commodity-type data. This study investigated potential impacts of climate change on travel disruption resulting from road closures in two urban watersheds in the Portland metropolitan area. We used ensemble climate change scenarios, a hydrologic model, stream channel survey, a hydraulic model, and a travel forecast model to develop an integrated impact assessment method. High-resolution climate change scenarios are based on the combinations of two emission scenarios and eight general circulation models. The Precipitation-Runoff Modeling System was calibrated and validated for the period 1988-2006, and simulated for determining the probability of floods from 2020-2049. In the United States, walking to school declined from 42% of 5-18 year olds in 1969 to 16% in 20011. The US Department of Transportation has responded to this dramatic decrease by funding the Safe Routes to School program for $612 million in SAFETEA-LU. The program’s funding emphasize infrastructure improvements such as completing sidewalks and adding crosswalks by requiring between 70% and 90% of funding be allocated toward infrastructure. However, recent research shows that 2 of 3 children who currently are driven to school, but live close enough to walk, do so because it is more convenient for parents. Currently, …

The objectives of this research were to retrospectively study the feasibility for using truck transponder data to produce freight corridor performance measures (travel times) and real-time traveler information. To support this analysis, weigh-in-motion data from each of the twenty-two stations in Oregon were assembled, processed, and uploaded in the WIM data archive is housed under the Portland Transportation Archive Listing (PORTAL) umbrella at Portland State University’s Intelligent Transportation Systems Lab. Nearly 42,000,000 truck records were successful uploaded to the archive dating back to July 2005. Two separate algorithms necessary for this research were scripted, tested, and validated. In recent years, the techniques for screening transportation networks to identify high crash locations have become more sophisticated. Many transportation agencies, however, lack sufficient data, either in timeliness, completeness, or accuracy to implement many of the recent advances. This paper presents the results of an empirical analysis of screening and ranking for specific crash type (speed and ice related crashes) on rural 1.6 km (1 mi) highway sections of Oregon highways. In most states, police officers and trained investigators complete crash reports for nearly all reportable crashes that occur on public roads. Many states have made significant improvements in the quality and timeliness of their crash data systems by implementing, in addition to other improvements, electronic filing of these reports by police officers. Oregon relies on citizen reports for a majority of their crash data and paper forms must be submitted to the responsible state agency and are then manually coded into the crash data system.
